Sabine Neches Waterway Channel Improvement Project Federal Dredging: Sabine Extension Channel to Sabine Pass Channel Questions from pre-bid conference and answers given during the conference
1. Can you please post the email address where we can send more questions?
Answer: Jeremy.babb@usace.army.mil
2. CLIN 0004/0005 is 28mi of channel. This poses challenges on rates. Would there be consideration to break these up in smaller sections variations? Let’s say sections of channel per ODMDS
Answer: Please send an email to the Contracting Officer with more specifics and we will get you an answer to that question.
3. Follow-up question to Number 2:
a. Would you entertain flexibility on this? 28 miles of channel requires the need of flexibility for the contractor.
Answer: Please send an email to the Contracting Officer with more specifics and we will get you an answer to that question.
4. Contract stipulates a required order of work- from outside to in poses challenges on a large project like this. Would you entertain flexibility on this?
Answer: The technical team will entertain flexibility on the order of work.
Follow-Up: The technical made changes to the order of work in Schedule 1 where the contractor will be able to start in any section within Schedule 1.
5. What is the intention of awarding Options 1,2, and 3 (currently in Contract 2B footprint)? Contract stipulates award 30 days prior to contract completion. On a long duration project like this, is that really the intention for award? Also questing why these are options to begin with.
Answer: Intention is to award Option 1 after Contract 2B is completed. Other options are dependent on funding- can be awarded at time of award or at receipt of next fiscal year funds SNWW receives funds.
Follow-Up: From the Contracting Clause Section 00 72 00 – General Conditions
52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM
(MAR 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the options by written notice to the Contractor up to 18 months after issuance of NTP. Delivery mailto:Jeremy.babb@usace.army.mil of added items shall continue at the same rate that like items are called for under the contract unless the parties otherwise agree.
6. If it is the Government’s intention to award options promptly, please consider revising the option award period to 60 days from base contract award.

7. Given the Draft P&S were only very recently provided, will there be a Q&A period following this meeting where contractor’s questions and concerns can be received and addressed?
Answer: Yes, contractors will be able to input questions into ProjNet during the advertisement phase.
8. The project as designed requires the use of multiple hopper dredges. Will the
Government lengthen the contract duration in order to allow more competitive bids on this contract?
Answer: The technical team will take a look at the contract duration.
9. While USACE is within it’s right to request “other than certified pricing data” (like requested under Schedule B) under IFB procedures, this would occur after the Government determines it did not achieve adequate price competition or that the bids received were not reasonably priced. The inclusion of Schedule B into the initial IFB prior to receiving bids implies the Government does not feel industry will be competitive or within the awardable IGE.
Answer: As far as the information on schedule B is concerned, it is informative to help the Government. This information will help us understand the competitive nature of the pricing and understanding how you're establishing your pricing for the various line items. It is not part of the award decision, so it's not going to be, used as an award evaluation factor because this is an invitation for bid.
10. Options would add > 10MCY and >250 days to the project. 30 days prior to the completion of the contract is an unreasonable award timeframe.
Follow-Up: From the Contracting Clause Section 00 72 00 – General Conditions

11. I don't understand the need for schedule B, 1st of all, but then what is the real intent other than just to see whether the IGE is appropriate? Is this gonna be used in future mods and is this potentially a three year project, what year are we supposed to target? Are we supposed to target inflation? Are we supposed to target any kind of price increases? And I, you know, you're asking us to take a risk by putting in numbers that we may or may not be able to hold to two years from now, and it really is, in my view, up, well beyond the scope of what you should be asking for under an IFP.
Answer: The information on the Schedule B is the same information that we assumed that you would utilize to develop your pricing for each one of those line items in the schedule. The information on Schedule B will not be utilized for any of the factors in the performance of the contract.
