SOLICITATION PROCESS

This is a "Best Value", Two-Phase competitive selection process.

PHASE 1

The first phase consists of a process known in the commercial design-build industry as the Request for Qualifications or acronym: RFQ. (This solicitation refers to it as Phase 1.) In Phase 1, interested firms or joint venture entities (referred to as Offerors) shall submit performance capability proposals in accordance with this Section 00 22 10, demonstrating their capability to successfully execute the design-build construction IDIQ MATO Contract resulting from this solicitation. The Government will evaluate the performance capability proposal in accordance with Section 00 22 20 of this solicitation and will select between 2 to 10 Contractors from Phase 1, for consideration in Phase 2, in anticipation of awarding 2 or more MATOC contracts in Phase 2.

Phase 2 In Phase 2, the selected Offerors will submit the remainder of the technical/ performance capability proposals and a price proposal for a seed project. The Government will evaluate the Phase 2 proposals in accordance with the criteria described for Phase 2 in the solicitation and award 2 or more MATO contracts to the responsible Offerors whose proposals conform with all terms and conditions of the solicitation and whose proposals are determined to represent the overall best value to the Government, considering technical design quality, performance capability and/or cost.

Phase 2 In Phase 2, the short-listed offerors will submit the remaining technical proposal portions as required by Section 00 22 10A, to be provided by amendment for the seed project and price. The government will review & evaluate the Phase 2 proposals as set forth in Section 00 22 20A.

Phase 2 of this process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal.
