About this file

This document is a Questions and Answers (Q&A) file containing clarifications provided by the Government in response to contractor inquiries regarding solicitation W912HQ26QA032 for asphalt and concrete work at the Humphreys Engineer Center (HEC).

The Q&A addresses five key project requirements: (1) the official proposal submission deadline is 10:00 PM EST on September 25, 2026, as stated in the SAM solicitation; (2) Phase 1B parking areas outside Building 2590 must be milled, paved, and restriped with thermoplastic, while parking areas outside the fence line near Building 2591 are excluded from the project scope; (3) the contractor must maintain facility operations and vehicular access to Buildings 2591 and adjacent facilities during construction through phasing and traffic control measures, with no temporary road closures permitted; (4) all existing pavement markings within Phase 1B roadway reconstruction limits, including stop bars and lane markings, must be replaced using thermoplastic; and (5) no pavement markings are required within Phase 1A limits following completion of the paving work. These clarifications align with the overall project scope of concrete curb, gutter, sidewalk, and asphalt pavement reconstruction services, with a project size estimated at $500K to $1M and award under Simplified Acquisition Procedures.

1. The Phase 1B exhibit identifies the roadway reconstruction limits in red and the sidewalk replacement limits in yellow. The exhibit does not appear to identify the adjacent parking areas as part of the roadway reconstruction limits.

Please confirm that the existing parking spaces adjacent to the Phase 1B roadway, including the parking spaces near the sidewalk repair area and the parking spaces along the fence line near Building 2591, are outside the limits of this project and are not required to be milled, reconstructed, paved, or restriped.

Phase 1B outside building 2590 parking area is to be milled and paved and restriped with thermoplastic. Building 2591 parking area outside the fence line parking will not be mill or paved.

1. The statement of work requires the Contractor to allow facility personnel to maintain operations during construction and states that the Contractor is responsible for traffic-control measures necessary to maintain access, if required.

Please confirm whether the Phase 1B roadway reconstruction must be phased to maintain continuous vehicular access to Building 2591 and the adjacent facilities during construction, or whether the Contractor will be permitted to temporarily close John J. Kingman Road within the Phase 1B limits for the duration of the roadway reconstruction work.

Confirmed, the Contractor is to allow facility personnel to maintain operations during construction and states that the Contractor is responsible for traffic-control measures necessary to maintain access, as necessary.

1. Existing pavement markings, including stop bars and lane markings, are located within the Phase 1B roadway reconstruction limits.

Please confirm whether replacement pavement markings within the Phase 1B limits including stop bars, lane-divider markings, and other existing roadway markings, are required to be thermoplastic or traffic paint.

Thermoplastic is required.

The Phase 1A exhibit identifies full-depth pavement replacement and the new curb and gutter along the roadway. Please confirm whether any pavement markings are required to be installed or restored within the Phase 1A limits following completion of the paving work. If pavement markings are required, please identify the required markings and whether they are to be traffic paint or thermoplastic.

No pavement markings are required to be installed or restored within the Phase 1A limits following completion of the paving work.
