Fort Jackson National Cemetery where delivered crypts may be stored external to the Phase 2 project site. The D-B Contractor will need to develop an execution strategy for shipment and delivery of the crypts to coincide with placement during construction.
40. ID 8312943, Traditional Detail Spec: Does the government want us to use grade beams for the headstones in the traditional grave site section?
Response: No grade beams are required for the traditional gravesite headstones.
41. ID 8313207: Spec 01 10 00 paragraph 1.2 states that topographic surveys are not provided and that the contractor is to complete a topographic survey of the entire Phase II project area. A topographic survey dated 7/1/2019 was provided in Appendix F. Is it necessary to re-topo the entire site? Or will a verification of the data dated 7/1/2019 along with the addition of any areas not covered by that survey suffice?
Response: The awarded Contractor will be provided the shape and .dgn files for the completed boundary survey. The Government recommends that the Contractor review the Boundary Survey files at the start of design development to confirm their use of that survey data.
42. ID 8313211: Project Duration - Based on previous questions and discussion at the site visit, contractors are awaiting direction on the actual contract duration. It should be noted that 365 days is an aggressive schedule for this design-build scope of work. Any reduction to that schedule will make performance of this contract very difficult.
Response: The solicitation duration is currently 365 days. Contract award is anticipated in the 2nd Qtr FY20. Project physical completion is expected in the 2nd Qtr FY21. To support current estimated depletion dates for the FJNC burial types (PPCs, IGCs, and Traditional), Offerors are advised to develop in their proposals a strategy for early turnover of the Phase 2 Traditional site (Section 12) and one of the Phase 2 PPC sites (Section 11). Early turnover of these Phase 2 Section is required by 31 Dec 2020, subject to coordination with the COR and FJNC staff. This requirement may require Offerors to phase work execution to support completion of these sections, completion of IGC Sections 13 and 14 and the south section of the perimeter road, and then completion of the remaining PPC Sections 8, 9, and 10 and the north section of the perimeter road, as well as the committal shelter, if awarded. Temporary fencing may be required to isolate the parts of the project under construction from the parts that are turned over to the Government.
43. ID 8313213: Please confirm that NEPA submission and preparation are not the responsibility of the DB contractor.
Response: An Environmental Assessment was completed for original site selection for the Fort Jackson National Cemetery. After initial coordination on specific environmental concerns, the NCA issued a Categorical Exclusion for the Phase 2 Gravesite Expansion project, establishing that no further environmental action is required, as defined by the VA regulations, Title 38 Code of the Federal Regulations Part 26, Environmental Effects of VA actions. The CATEX document can be provided to the awarded D-B Contractor.
44. ID 8313219: The table in specification 01 33 16 paragraph 1.14.2 lists 35%, 60%, 100%, and Corrected Final Design Submittals. Only the 100% and Corrected Final Design Submittals have a number of copies listed. Contractor interprets this as the provided bridging documents being considered the 60% Design Submittal, meaning that the DB Contractor only has to submit 2 Design Submittals - 100% and Corrected Final. Please confirm.
Response: The Government considers the RFP documents to be equivalent to a 35% design submittal. Specification 01 33 16, para. 1.1.1, requires that the D-B A-E schedule a design charrette immediately following the post-award conference to discuss the Contractor's proposal and establish design direction. The results of the design charrette will enable the Government to confirm that the intent of the solicitation requirements will be met by the D-B team. The recommended charrette location is at or in the vicinity of FJNC to allow for project site access as needed. The 2 design submittals - 100% and Corrected Final - are confirmed. Also, para. 1.15 of Spec Section 01 33 16 allows 21 days for Government reviews. Government review duration will be reduced to 14 calendar days (2 work weeks) to expedite reviews. Each review will include a review meeting, within a week after the reviews are completed. The A-E is required to provide responses to comments prior to the review meeting and document meeting minutes within 7 days after the meeting.
45. ID 8313251: In Instructions to Offerors paragraph 3.1.1, it is stated that experience from the Design A-E shall be included. There are no separate requirements for the Design A-E and a $3,000,000.00 design contract is highly unreasonable in relation to this contract. DB Contractor requests that the Specialized Corporate Experience for the Design A-E team be amended as follows:
Recency: Design 100% Complete (since this is evaluating the Design A-E team, the construction progress is irrelevant)
Relevancy: Design similar in size, scope, and complexity to the work required by this solicitation.
Value: The project shall have a design award value of no less than $1,200,000.00 (since this is evaluating the Design A-E team, the construction value is irrelevant).
Response: The Instructions to Offerers, para. 3.1.1, has been updated in the solicitation amendment to address the Design A-E requirements.
46. ID 8315071: Landscape Architecture Spec - Will the proposed well and pump in phase 2 need to be tied into the existing irrigation system and be capable of irrigating previous phases 1A, 1B as well as proposed phase 2?
Response: Yes, reference Phase 2 Site Plan Irrigation Drawings.
47. ID 8315078: - Landscape Architecture Spec - Will the power source for the proposed well pump and committal service shelter originate from the existing maintenance building area and not from panel H1 between the proposed committal service shelter and the existing flag plaza. If not both, can the committal service shelter only be tied into panel H1 referenced previously?
Response: The D-B A-E will be required to evaluate and locate the power source for the proposed well pump and committal service shelter, with appropriate design development and load calculations. Record drawings will be provided by solicitation amendment to enable the A- E to identify available power sources or determine that new power sources will be required.
48. ID 8315122 Other Spec: Will the COR or a Government POC be required to be onsite when we are unloading and setting the crypts?
Response: An NCA POC will be on-site to complete a load test on a crypt from the initial delivery and to complete initial quality inspections. USACE Field Office QA staff will participate in the initial load test and inspections and provide QA oversight for additional crypt receipt and placement. The D-B KTR will be responsible for QC and daily reporting on crypts delivered, inspection results and placement as part of their overall QC duties and responsibilities.
49. ID 8315388: Specs 01 35 26 and 01 45 00.00 10 - Spec Section 01 35 26 paragraph 1.6.1 b.
states "The Contractor Quality Control Manager can be the SSHO on this project. Spec Section 001 45 00.00 10 paragraph 3.5.1 indicates a Safety and Health Manager and a CQC System Manager are required. Please advise if the intent is for the successful general contractor to provide one superintendent and one QCM/SSHO, a total of two full time employees, for on-site project supervision."
Response: Edits to Spec Section 01 35 26, Governmental Safety Requirements, para. 1.6.2 will be provided by solicitation amendment. Spec Section 01 45 00.10 10, Quality Control System (QCS) will be deleted by solicitation amendment. Spec Section 01 45 00.00 10, Quality Control, will be replaced by solicitation amendment. Spec Section 01 45 35, Special Inspections, will be included in the solicitation amendment for consideration of any special inspection requirements (e.g., Geotech, Concrete, etc.) supporting Phase 2 execution.
50. ID 8317082: L-1 and L-2 - The proposed drawings show a tree buffer area on either side of the entry loop road to the committal shelter. The plan utilizes existing trees as a buffer. During our site walk it was apparent that these trees were not salvaged during the harvesting operations.
Are we to plant these buffer areas with new trees?
Response: Yes. The D-B A-E will be required to include the buffer areas in their landscaping plan.
51. ID 8317133: MP-1 - The proposed phase 2 drawings tie grades into the phase 1a and 1b topo survey. The fire access road was not established on the phase 1a and 1b survey or proposed drawings. The survey that was provided for the phase 2 proposal was not used in the phase 2 proposed drawings. There will need to be some coordination here on how to tie in the proposed work to the actual survey.
Response: The solicitation requires the D-B team to complete additional surveys in areas that are not covered by the RFP drawings, Phase 1 record drawings, or Boundary survey.
52. ID 8317152: Instructions to Offerors, Page 22, Section 3.2 - Can CPARS be used in lieu of PPQs for Evaluation Factor 2: Past Performance?
Response: No. CPARS may supplement but not replace the PPQ requirement for Factor 2, Past Performance.
53. ID 8317212: MP-1 and C-2 - More topo and survey is needed on the north end of the project (existing electrical source and topo on existing north road of the cemetery and north of existing road to tie grades in. Will additional survey be provided or will awarded contractor be responsible for additional survey?
Response: The solicitation requires the D-B team to complete additional surveys in areas that are not covered by the RFP drawings, Phase 1 record drawings, or Boundary survey.
54. ID 8317340: Safety - Committal Service Shelters usually have lighting. However RFP on page 7 of Section 01 10 00 says its not applicable? Please confirm.
Response: Committal Shelter lighting is not required.
55. ID 8317346: The irrigation Well and Well Pump Station Detail has a leader note that states "Well requires 460VAC, 3 phase power, 400Amp". To pull this much current it would be a 325HP pump. A 40A circuit could energize a 45 HP pump which is the size indicated on a leader note on sheet I-1.7. Is this intended to be a 40 AMP circuit?
Response: ID 8317346 bidder inquiry replaced by ID 8317497 bidder inquiry. See response to
ID 8317497.
56. ID 8317385: Para. 3.3.2.1 - Can the Offeror use the SF 330 in lieu of Tab L for this submission?
Response: Tab L is preferred for this solicitation. An SF 330 may be submitted as supplemental information to Tab L.
57. ID 8317417: Factor 1 - Does the 5 project submission maximum include Teaming Arrangements/Major Subcontractors? Or is the 5 project maximum for Offeror only; and Team partners/Major subcontractor submissions counted separately?
Response: The Government will review no less than three (3) and not more than five (5) projects submitted by an Offeror, either serving as a Prime Contractor or in a Teamed Arrangement, consistent with the solicitation requirements.
58. ID 8317497: Replace question 8317346 with the following: The irrigation Well and Well Pump Station Detail has a leader note that states "Well requires 460VAC, 3 phase power, 400Amp". To pull this much current it would be a 325HP pump. A 60A circuit could energize a 45 HP pump which is the size indicated on a leader note on sheet I-1.7. Is this intended to be a 400 AMP circuit or is this a typo?
Response: It is likely a typo. The D-B A-E will be required to well pump and provide power to meet the solicitation requirements for primary Phase 2 and back-up Phase 1 irrigation.
59. ID 8317501: Page 12 of 13 - Can the existing phase 1 stockpile area be filled completely with excess material before starting to haul excess material off site if needed?
Response: Yes, subject to coordination with the COR and FJNC staff.

62. ID 8317509: Electrical - There is currently a 460V transformer at well #2 location between the proposed committal service shelter and the existing flag plaza. There currently is not a 460V transformer at the existing maintenance building. Is it permissible to use the 460V transformer at well#2 to energize the well pump? Note that if power must originate from the existing maintenance building, a 460V transformer must be installed at that location or somewhere near the proposed well pump.
Response: The D-B A-E is required to determine the new well pump requirements, including electrical service and how the service will be provided. They existing Phase 1 drawings will be provided in the solicitation amendment for Offeror review to determine the required power source for the new well pump. Offerors should identify the basis for their costs in their proposal.

72. ID 8319344: LI501 - Pump Station note 1 on sheet LI501 states "Provide VFD Drive with Regenerative Type Drive". A regenerative drive is used to capture the negative energy created while a pump is flowing backwards and putting this energy back on the utility grid to sell back to the utility company. The plans for this project show both a RPZ backflow preventer and wafer check before the pump. These devices make it impossible for the pump to flow backwards to create the negative energy, making the regenerative drive VFD ineffective. Please verify that a regenerative drive for the pump is required.
