3) SOLICITATION INSTRUCTIONS TO OFFERORS, SECTION A – INSTRUCTIONS,

CONDITIONS AND NOTICE TO OFFERORS, PARA. 2.2, GENERAL PROPOSAL

SUBMISSION REQUIREMENTS.

a) PARA. 2.2.1, INTRODUCTION. REPLACE the 2nd to last sentence in this paragraph with the following: “All RFP documents and any amendments will be made available through Beta.SAM.gov .”

b) PARA. 2.2.1.4, INQUIRIES. REPLACE the 6th sentence in this paragraph with the following: “Official amendments to the RFP will be made on Beta.SAM.gov (https://beta.sam.gov).

c) PARA. 2.2.2, ELECTRONIC SUBMISSION OF PROPOSALS. DELETE “Electronic” from paragraph title.

d) PARA. 2.2.2.1. REPLACE entire paragraph with the following: “In order to resolve proposal submittal issues created by transition from FBO.gov to Beta.SAM.gov, ALL PROPOSALS TO THIS SOLICITATION SHALL BE SUBMITTED BY E-MAIL. E-mails shall be submitted to the Contracting Officer, Lisa Simmons, at Lisa.S.Simmon@usace.army.mil, and the Contracting Specialist, Walter Gordon, at walter.l.gordon@usace.army.mil.

E-mail submittals are limited to 20 MB max.

Offerors shall submit their price proposal and technical proposal separately. Each proposal shall be divided up so e-mail submittal limits are not exceeded. E-mail submittals shall be titled (e.g., Price Proposal – Submittal 1 of _) and described to enable the Government to understand the e-mail content and confirm receipt of the entire proposal. Proposal submittal e-mails shall be encrypted.

Electronic submission sent by facsimile is not authorized and will not be accepted. Hand carried delivery or USPS/UPS/Fedex delivery of hard copies and/or CD-ROMs is not authorized.”

e) PARA. 2.2.2.2. REPLACE entire paragraph with the following: “Offerors are advised to that e-mail submittals are limited to 20 MB max. If needed, Offerors are advised to break their proposal files down into smaller sections in order submit by e-mail. In such cases, the sections shall be divided as logically as possible and clearly named, consistent with paragraph 2.2.2.1 and as specified below.”

f) PARA 2.2.2.4. In the table following para. 2.2.2.4, CHANGE the maximum number of pages for Volume II. Specialized Corporate Experience, Past Performance, Management Approach to “40” from “38”.

g) PARA. 2.2.2.5. REPLACE entire paragraph with the following: “E-mail Submission Completion & Deadline. Interested parties shall submit responses no later than the date and time identified on the solicitation page. The time and date of proposal receipt will be the delivery time and date recorded by e-mail receipt. Do not assume that e-mail submission will occur instantaneously. Large files (e.g., 10MB or more) attached to e-mails will take some time to upload. Offerors should time their e-mails with prudence by not waiting until the last few minutes; this will allow for unexpected delays in the transmittal process. Offerors’ e-mails MUST BE RECEIVED before the deadline or the submission will not be successful and the proposal will not be considered timely. Offerors are encouraged to use the read receipt e-mail feature to support submittal confirmation. Offerors are encouraged to keep a copy of the submittal e-mails for their record. Submissions after the deadline may be e-mailed to Walter Gordon, Contract Specialist (Walter.L.Gordon@usace.army.mil); but be advised that they will be considered late and, as such, will be processed in accordance with FAR 15.208.

SECTION 00 45 00 - REPRESENTATIONS AND CERTIFICATIONS

The following have been modified:

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (OCT 2018)

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 237990.

(2) The small business size standard is $39,500,000.

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.

(2) If the provision at 52.204-7, System for Award Management, is not included in this solicitation, and the Offeror has an active registration in the System for Award Management (SAM), the Offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The Offeror shall indicate which option applies by checking one of the following boxes:
