BIDDER RFI RESPONSES
Government Responses to Bidder Requests for Information are provided below.
1. Amendment 0009 states that the Wage Determination, GA20190153, 02/15/2019 GA153, is modified, but it is the exact Wage Determination we were instructed to use to prepare our original proposal. Please clarify what modifications apply.
ANSWER: Offerors shall use the latest version of Wage Determination, GA190153 02/15/2019, GA153. Wage determinations are available at https://beta.sam.gov.
2. CLIN 0005 states to resurface existing parking lot.
a. Please provide re‐surfacing specification.
ANSWER: Attached is specification section 32 01 16.71 ‐ Cold Milling Asphalt Pavement. This will be used to remove the top 2 inches of existing asphalt pavement. Use Spec 32 12 17 – Hot Mix Bituminous Pavement for the new asphalt surface pavement.
b. The parking lot contains several utility lines “to be removed” according to Sheet CD101. Do we still remove these utilities or simply abandon in place?
ANSWER: Existing utilities within the parking lot will either remain in place, and not be removed (UGP for lighting) or can be abandoned in place (potable and fire water) as needed for construction of the new utilities.
c. CLIN 0007 states to replace the terra‐cotta rain screen with a brick cavity rain screen. Are we to provide the final design ourselves?
ANSWER: The substitution quantity of brick cavity wall system should match the quantity of terra‐cotta panel. If CLIN is accepted, the Government will provide updated drawings and specs after award.
d. CLIN 0008 states to replace the terra‐cotta sunshades with aluminum sunshades. Are we to provide a design for approval including connections?
ANSWER: Please use the attached example from Dams Incorporated as a basis of design. Instead of the 2x2 profile used at the Pavilion, the aluminum sunshades at the main building will have the 4x2 profile to match the terra‐ cotta sunshades. If CLIN is accepted, the Government will provide updated drawings and specs after award.
3. CLIN 0012 states to remove the back painted glass in specific locations. What is to be installed as a replacement?
ANSWER: Accent Paint, similar in quality to PT‐2. (Scuffmaster)
4. CLIN 0014. Do you wish a non‐slip finish to be added to the concrete sealer in these locations?
ANSWER: No.

1. OVERVIEW.
1.1 This Request for Proposal (RFP) solicits for the construction of a Training, Research & Network Center at Fort Gordon, GA. This will be a Firm-Fixed Price (FFP) contract.
1.2 The purpose of the Source Selection Plan is to establish a uniform evaluation procedure for the technical evaluation of proposals by the Source Selection Evaluation Board (SSEB) and the development of the Best Value Decision by the Contracting Officer (KO) using the Lowest Price Technically Acceptable Source Selection Process (See Federal Acquisition Regulation 15.101-2.)

4. FACTOR 1 – CORPORATE RELEVANT SPECIALIZED EXPERIENCE
4.1 SUBMISSION REQUIREMENTS:
4.1.1 Using the Past Performance Questionnaire Summary Sheet (Attachment 2) and the Past Performance Questionnaires (PPQ) (Attachment 3), the Offeror shall demonstrate experience in performing projects meeting the requirements described in paragraphs below. If the Offeror is a joint venture, the projects did not have to have been performed by the joint venture submitting the offer. These projects could have been performed by either company in the joint venture.
Offerors are advised to submit projects wherein the Offeror, or proposed joint venture members, were the prime contractor and played a significant role and to clearly define those roles. If any Offeror has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer. Ensure that the PPQs and continuation sheet, if used, submitted for this Factor clearly describe the relevant characteristics of the project.
4.1.2 Offerors shall submit a minimum of three (3) recent, relevant projects. If an Offeror submits more than three (3) total project examples, only the first three (3) will be evaluated. The projects submitted for consideration in Factor 1 shall be the same projects submitted for evaluation in Factor 2.
4.1.3 Recent, relevant projects:
4.1.3.1 Renovation or a combination of renovation and new construction of any of the following facilities: administrative/office buildings, training/classroom buildings, headquarters/operational facilities, hospitals, or schools; and, a minimum contract value of $50 million. Projects must be \ successfully complete, or fully designed and at least 50% construction progress complete within six (6) years preceding the date of this solicitation.
The Government will not consider multiple projects, such as individual task orders, combined to meet the minimum contract value.
4.1.3.2 New vertical construction of any of the following facilities: administrative/office buildings, training/classroom buildings, headquarters/operational facilities, hospitals, or schools; and, a minimum contract value of $50 million. Project must be \ successfully complete, or fully designed and at least 50% construction progress complete within six
(6) years preceding the date of this solicitation. The Government will not consider multiple projects, such as individual task orders, combined to meet the minimum contract value.
4.1.3.3 Of the recent and relevant projects submitted, one (1) project that contains sensitive compartmentalized information facility (SCIF).
4.1.3.4 Of the recent and relevant projects submitted, one (1) project that was built on a Department of Defense property/installation or other Federal Government location that required all of the following: controlled access to the property or the installation; background checks or clearances by the Government of the contractor and subcontractor personnel; and controlled access to a secured construction site.
4.1.3.5 It is permissible for a project to count toward each set of requirements as long as the entity that performed the work meeting each set of requirements will be performing that work under this solicitation. If the Offeror is a joint venture, the projects do not have to be performed by the joint venture submitting the offer. Those projects could have been performed by either company in the joint venture. Teaming arrangements are NOT acceptable.
4.1.4 The project description on the PPQ shall clearly describe the projects. The Government will not assume any project characteristics that are not specifically identified and described.
The Offeror may attach a continuation sheet to the PPQ if needed consisting of one (1) page to describe how the project contained the elements described above and meets the requirements of this factor. The submission must contain sufficient information for the government to determine whether the project meets the requirements of 4.1.3.
4.1.5 The PPQ must provide a Point of Contact for the Client. If the Government is unable to verify the information provided on the PPQs with the client Point of Contact, or by other sources available (e.g. CPARS), the Government reserves the right to disregard that project when evaluating the Offeror’s experience.
4.2 EVALUATION CRITERIA
4.2.1 The Offeror’s submission will be evaluated to determine whether the Offeror has experience performing recent, relevant projects. To meet the minimum requirements for this Factor:
A minimum of one (1) project must meet the requirements of 4.1.3.2 and a minimum of two
(2) additional projects must meet the requirements of either paragraph 4.1.3.1 or 4.1.3.2.
The requirements of 4.1.3.3 and 4.1.3.4 shall be met within at least one of the three (3) minimum projects discussed above.
4.2.2 Rating Methodology for Factor 1. Factor 1 will be rated using the following adjectival descriptions:
ACCEPTABLE - Proposal meets the requirements of the solicitation.
UNACCEPTABLE – Proposal does not meet the requirements of the solicitation.
5. FACTOR 2 – PAST PERFORMANCE
5.1 SUBMISSION REQUIREMENTS
5.1.1 The Offeror shall demonstrate a record of performance on each project submitted for Factor 1.
The information submitted through the Past Performance Questionnaire Summary Sheet (Attachment 2) and the Past Performance Questionnaire (PPQ) (Attachment 3) for Factor 1 and relevant CCASS or CPARS evaluations will be evaluated for this factor. The PPQ is provided for the Offeror to submit to the client (Point of Contact) for each project the Offeror includes in its proposal. Offeror must ensure correct phone numbers and email addresses are provided for the client Point of Contact. Completed PPQs must be submitted with your proposal by the specified closing date and time. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. While it is important to submit a PPQ signed by the client, if the Offeror is unable to obtain a completed PPQ from a point of contact for a project(s) before proposal closing date, the Offeror shall complete blocks 1 – 5 of the PPQ which will contain contract and client information and submit it with the proposal.
The Government will call and confirm information provided by the Offeror on the PPQs with the points of contact, to the extent necessary to verify the information in the PPQ or to obtain additional information. The Government reserves the right to interview other individuals if the point of contact is not available. If the Government is unable to verify the information in the PPQ, it may be disregarded. Offerors are cautioned that the PPQ must contain sufficient information for the government to determine whether the project contains the elements of work similar to this requirement as described in Factor 1.
Offerors may submit PPQs submitted on other procurements provided they are on the NAVFAC/USACE Past Performance Questionnaire Form—Offerors may attach one additional single-sided page (per PPQ) to further describe how the project meets the RFP requirements.
CCASS or CPARS will be obtained by the Government for the projects submitted.
Offerors shall not incorporate by reference into the proposal, PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. The Government will consider any available CCASS or CPARS information on the relevant projects submitted. In addition, the Government may consider available past performance information on projects not submitted by Offerors’ in response to this solicitation.
5.1.2 Offerors may provide information on problems encountered on the identified contracts and the Offeror’s corrective actions.
5.1.3 Using PPQs as described above or CCASS/CPARS evaluations, Offerors shall demonstrate the quality of performance information on projects determined by the government to be recent and relevant from Factor 1.
5.1.4 While the Government may elect to consider data from other sources, the offeror must provide detailed, current, accurate and complete past performance information for evaluation by the Government.
5.2 EVALUATION CRITERIA
5.2.1 Past Performance Evaluation. The past performance evaluation results in an assessment of the probability that the Offeror will meet the solicitation requirements. The past performance evaluation considers each Offeror’s demonstrated record of performance on recent and relevant projects that involve a similar scope and magnitude of effort and complexities as this solicitation requires. The projects submitted for Factor 1 will be evaluated to assess the Government’s confidence in the ability of the Offeror to meet the solicitation requirements.
5.2.2 Performance Evaluation. The Government will evaluate the quality of the Offeror’s past performance using the sources available to it including but not limited to the projects identified by the Offeror and submitted on the PPQs and any additional information about those projects received from references and CPARS. The Government will consider any available CCASS or CPARS information on the relevant projects submitted by the Offeror under this factor. The Government reserves the right to determine an Offeror’s past performance to be Unacceptable if negative past performance information on relevant projects performed by the Offeror but not submitted in response to this solicitation is discovered.
5.2.3 The Government will consider past performance of the offeror and the past performance information submitted on members of a joint venture.
5.2.4 Rating Methodology for Factor 2. The Government will consider the recent and relevant past performance information to assign a past performance evaluation rating. To be rated “Acceptable” in this factor, Offerors must receive ratings of Satisfactory or better in each Rating Methodology for Factor 2. The Government will consider the recent and relevant past performance information to assign a past performance evaluation rating. To be rated “Acceptable” in this factor, Offerors must receive ratings of Satisfactory or better in each Section of all recent, relevant PPQs submitted by the Offeror and on recent, relevant CPARs reviewed by the government. Sections in a CPARS evaluation are Quality, Schedule, Cost Control (if applicable), Management, Utilization of Small Business, Regulatory Compliance, and Other Areas such as but not limited to Safety. The elements within each Section are not considered in determining whether an offeror is Acceptable for this factor. Projects for which an evaluation was performed under the older CCASS system, only the Overall Rating will be considered. Sections in a PPQ is the individual element within each Section. For example Quality Section is not rated however each question/statement such as a) Quality of technical data/report preparation efforts; b) Ability to meet quality standards specified for technical performance; c) Timeliness/effectiveness of contract problem resolution without extensive customer guidance; d) Adequacy/effectiveness of quality control program and adherence to contract quality assurance requirements (without adverse effect on performance) is rated and will be considered individually in the evaluation of this factor. This factor will be rated using the following adjectival descriptions:
Past Performance Ratings
Rating Description
Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
5.2.5 If no recent and relevant performance record is available or information is so sparse that no meaningful rating can be reasonably assigned, this factor will be assigned a rating of “Unknown” (FAR 15.305 (a)(2)(iv)). In the context of acceptability/unacceptability, “unknown” shall be considered “Acceptable”.
6. EVALUATION FACTORS
6.1 NON-COST FACTORS:
FACTOR 1 Corporate Relevant Specialized Experience
FACTOR 2 Past Performance
6.2 FACTOR 3 PRICE. Price analysis will be performed in accordance with FAR 15.404-1(b), to determine fairness and reasonableness. Reasonableness will be established using available pricing tools such as historical price information, price competition information, or the Independent Government Estimate. Proposals will be reviewed to determine price submission errors or omissions and areas requiring clarification.
6.3 In accordance with FAR 52.217-5, the price for CLINs 0003 and 0004 will be added to the price for the base CLINS 0001 and 0002 to determine the total evaluated price.
ADDITIVE/DEDUCTIVE ITEMS: In accordance with FAR 52.217-5, the price for CLINs 0005
- 0018 will also be added or subtracted from the price for the base CLINS to determine the total evaluated price. Offerors are to price these CLINs with positive numbers for costs added to the price for the work in the base bid and negative numbers for a reduction in the price for the work in the base bid where a lesser requirement is being substituted for a requirement. The Government will add or subtract the proposed prices from the price for the base bid to determine the total evaluated price.
The total evaluated price will be the addition and subtraction of all CLINs 0001 – 0018.
7. OVERALL PROPOSAL EVALUATION
7.1 The evaluation will be based on the content of the proposal, and any information obtained from other sources, e.g. past performance information. The SSEB will not consider any documents incorporated by reference, except as expressly allowed by this solicitation.
7.2 Each member of the SSEB will independently consider all information provided in the proposal. Once these individual analyses are completed, the SSEB will assign a consensus rating for each evaluation factor. It is the responsibility of each member of the SSEB to provide and document whether the Offeror meets or does not meet the minimum requirements in order to support the assigned rating for each factor. Comments are required for all ratings.
7.3 The Government will evaluate the proposals beginning with the lowest price to the highest price until it reaches the first responsive and responsible Offeror who achieves Acceptable ratings in both factors. That Offeror will be selected for award-- unless necessary to assist with price analysis, the remainder of the proposals will not be evaluated.
8. EXCEPTIONS. Exceptions to the contractual terms and conditions of the solicitation (e.g., standard company terms and conditions) may result in a determination to reject a proposal.
9. RESTRICTIONS. Failure to submit all the data in the format indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for evaluation, and for subsequent award.
10. BASIS FOR AWARD
10.1 Proposals must meet the criteria stated in the RFP in order to be eligible for award, to include responsiveness, and technical acceptability. A responsibility determination will be made in accordance with Federal Acquisition Regulation (FAR) 9.1.
10.2 In order to determine which proposal(s) represent the best value, proposals will be evaluated against all source selection criteria in this RFP.
10.3 Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. In order for a proposal to be considered awardable, there must be an “acceptable” rating in all non-price factors. The Government will make award to the lowest priced Offeror who is deemed responsive and whose price has been determined fair and reasonable. Reasonableness will be established by using price analysis in accordance with FAR 15.404-1(b), to determine fairness and reasonableness. Pricing tools such as historical price information, price competition information, or the Independent Government Estimate will be used to determine reasonableness.
10.4 The Government reserves the right to reject any and all offers.
10.5 Offerors are reminded to include their best technical and price terms in their initial offer.

RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner.
A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good
Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified.
Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT YOUR
EVALUATION OF THE CONTRACTOR’S PERFORMANCE
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.
The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.
