About this file
This document is a federal solicitation (Request for Quote) for Material Handling Equipment (MHE) Diagnostics, Repairs, and Repair Parts at Sierra Army Depot in Herlong, California. The solicitation (W912GY25Q0015) is a 100% small business set-aside with a $12,500,000 size standard under NAICS code 811310, seeking a Time and Materials contract for base year services with two optional additional years. The contract will cover diagnostics, repairs, and repair parts for materials handling equipment, with performance expected to begin on or around October 1, 2025.
The solicitation includes a base year (CLIN 0001) and two option years (CLIN 1001 and CLIN 2001), with evaluation based equally on price and past performance. Contractors must submit pricing for labor line items, with material parts to be negotiated separately. The contract requires submission of various reports including diagnostic reports, repair quotes, and weekly status reports. Offerors must be registered in the System for Award Management (SAM), have a point of contact in SAM, and be prepared to use Wide Area WorkFlow (WAWF) for electronic invoicing and receiving reports. Quotes are due by 12:00 PM on August 25, 2025, with the government intending to award without discussions.

CLAUSES INCORPORATED BY FULL TEXT
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
PRICE and PAST PERFORMANCE where Price and Past Performance are of EQUAL importance.
(b) PRICE: The quote should contain the vendor’s best terms from a price standpoint. The Government will evaluate FOR AWARD PURPOSES by adding the prices for all line items from Attachment 1 (“Pricing Sheet”) for a total price. Please note the evaluated price will differ from the award price due to the fact this is a T&M type contract and the dollars allocated at award will be an estimate. Evaluation of options shall not obligate the Government to exercise the option(s)
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
EVALUATION
ADDENDUM TO 52.212-2 – EVALUATION--COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
PRICE: The quote should contain the vendor’s best terms from a price standpoint. The Government will evaluate FOR AWARD PURPOSES by adding the price(s) for all “Labor” line items from the pricing sheet at Attachment 2 for a total price. All “Materials” (i.e. parts) required for this requirement will be negotiated by the Contracting Officer prior to issuance of any notice to proceed. This includes all option years. Unbalanced or unrealistic pricing (i.e., buying in or frontloading) may not be considered for award. Please note the evaluated price will differ from the award price due to the fact this is a T&M type contract, and the dollars allocated at award will be an estimate for the base year requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
Past Performance: This factor will be used to assess an Offeror’s likelihood of performing successfully on this order. Past performance will be assessed for demonstrated recent and relevant record of performance. For this factor the Government shall review available past performance data found in the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/ ; and the System for Award Management (SAM) at www.sam.gov will be reviewed for accurate and correct vendor registration.
The following table will be utilized to establish the Performance Confidence Assessment Rating:
Adjectival Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the
Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.”
(End Addendum)
