About this file
This Standard Form 30 Amendment of Solicitation/Modification of Contract modifies the solicitation for the Lock 19 Nose Pier Replacement and Bulkhead Recess project (W912EK25RA018) in Keokuk, Iowa. The amendment adds two key modifications: a preproposal meeting notice and a clause on payments to small business subcontractors. The mandatory pre-bid meeting will be held on 30 June 2025 at 10:00 AM CT at Lock 19, with strict registration requirements and mandatory safety equipment. Offerors must pre-register via email by 2:00 PM CT on 27 June 2025, providing names and cell numbers of all attendees, and will be required to bring safety gear including hard hats, safety glasses, steel-toed boots, and life vests.
Technical questions for the project must be submitted through ProjNet's Bidder Inquiry system no later than 14 July 2025 at 3:00 PM CT. The amendment also introduces FAR clause 52.242-5 regarding payments to small business subcontractors, which requires contractors to notify the Contracting Officer within 14 days of making reduced or untimely payments to small business subcontractors. The project is an unrestricted, Lowest Price Technically Acceptable (LPTA) procurement with an estimated value between $25-100 million, involving river wall monolith extension, potential bulkhead recess construction, and associated marine infrastructure work for the US Army Corps of Engineers Rock Island District.
