About this file

This document provides details for a federal construction contract opportunity to rehabilitate intake gates and isophase bus systems at McNary Dam. The project involves rehabilitating 45 intake gates, including replacing seals, hardware, and cylinders. It also requires providing a new hydraulic power unit, headers, hoses, control consoles, and hydraulic fluid. For the isophase bus systems, the work includes replacing 4,000 amp copper bus with 5,000 amp aluminum bus from generators to transformer banks. It also involves replacing potential transformer cubicles, disconnect switches, surge arresters, and installing motorized disconnect switches with control upgrades. The period of performance is from December 2021 to May 2030. Work will occur in scheduled six-month unit outage windows from 2023 to 2029 to minimize lost generation. The estimated value of the contract is between $25 to $100 million. The solicitation will be posted on beta.sam.gov in June 2021 as a best value solicitation for a fixed price contract.

Control Number: 21-0055

SINGLE SOURCE DETERMINATION (including brand name)

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Walla Walla District (CENWW-CT), 201 North 3rd Avenue, Walla Walla, WA 99362

DESCRIPTION OF SERVICE: Approval is requested to utilize a single source to complete required oil analysis as part of the McNary Intake Gate and Isophase Bus Systems project. This project requires the Contractor to take several samples of oil from each of the 21 Generator Step- UP (GSU) transformers for analysis within a critical work window. Total cost of this single source service is approximately $16,000. The portion of the services only applies to the oil and gasket analysis.

The Contractor is required to perform the following oil analysis before and after moving the transformers, as well as during commissioning:

• Dissolved Gas Analysis

• Water content

• Power Factor 25C and 100C

• Color/Visual

• IFT

• Dielectric Breakdown Voltage D1816

• Neutralization Number

• Inhibitor Content

• Particle Count

2. AUTHORITY CITED: FAR 13.106-1(b), Soliciting from a single source

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization).

3. REASON FOR AUTHORITY CITED:

a. JUSTIFICATION: The Contractor is required to compare the results for each of the analysis outlined above with historical results to fully understand changes in the oil over time.

These historical results are on file with Doble Engineering due to past procurements. The Government was supplied with a general test report as a deliverable on past procurements, however Doble has the complete lab data, lab notes and retained samples not included in the general report. Additionally, Doble maintained a record of all communications regarding past testing that is not available to any other company. Without this additional information, any corrective action may not fully resolve the issue within the GSU transformer.

b. IMPACT: The immediate project will require the contractor to sample each transformer three times. Sending the analysis to the another laboratory will result in project delays that has the potential to push work outside of the coordinated work windows. The contractor requires submission of the results within seven days. The Government normally has 30 days to review these submittals, but due to the criticality of the projects, the submittal will be reviewed within a week. Any discrepancy will be required to be resolved by the prime contract before the Government can re-submit the results to Doble Engineering for comparison to the existing results to develop the recommended corrective action.

Market research indicates typical timelines for other firms to compare and document recommendation is 14 days. This could result in up to a 28 day delay per transformers to evaluate only one oil sample, and if necessary, provide corrective action to the contactor.

With 21 transformers, this could result in a significant delay in completing the contract.

d. ALTERNATIVES: None

4. EFFORTS TO OBTAIN COMPETITION: Based on market research, there is only one company that has access to historical information necessary to meet the timeliness for analysis required in the solicitation.

5. FAIR AND REASONABLE COST DETERMINATION: Based on historical and catalog pricing, the anticipated pricing outlined above is considered fair and reasonable.

6. MARKET RESEARCH: Under the authority cited in FAR 13.106-1(b), I have determined that the use of this single source is essential to the Government’s requirements and market research indicates that other companies’ similar products do not meet or cannot be modified to meet the agency’s needs. Doble Engineering is the only laboratory that can eliminate any potential variations and incorrect analysis between the analysis that has already bene performed and the analysis to be performed under this contract.

7. OTHER FACTS: None

9. CERTIFICATION: I certify that this J&A is accurate and complete to the best of my knowledge and belief.
