About this file
This file is a Questions and Answers document dated September 14, 2026, addressing clarifications on solicitation W912DY26QA321 for AFCEC 2026 FIAR Support services. The document contains 33 numbered questions and government responses addressing requirements from the Performance Work Statement (PWS), Request for Quotation (RFQ), and Price Proposal Template.
Key clarifications include: (1) Secret Facility Clearance must be active at quotation submission, not at award; (2) CMMC Level 2 (Self) status must be verified in SPRS prior to award, with prime contractors responsible for ensuring subcontractor compliance on an annual basis; (3) the contract period is a single 12-month base period with no extensions, and corrected pricing templates have been provided; (4) all proposed FTEs must have current NexGen access and at least six months of verifiable NexGen experience at quotation; (5) performance begins simultaneously at all 18 installations on the award date, with contractors responsible for proposing appropriate staffing levels; (6) separate resumes and letters of commitment are required for every proposed FTE at every site; (7) the Government will provide computers with AFNET internet access capabilities; (8) Volume I technical proposals are limited to 10 pages, excluding resumes, letters of commitment, transition plans, and supporting exhibits; (9) the anticipated period of performance is 28 September 2026 through 27 September 2027; and (10) a Past Performance evaluation factor has been added to the evaluation criteria. The government confirmed there will be no overlap between the incumbent FY25 contractor and FY26 successor, with transition planning required at 13 carryover locations. GSU site visits and travel coordination are the contractor's responsibility, and data from the FY25 effort will be available electronically at installation networks.

Sheet1
| Question No. | Document | Question | Government Response |
PWS | PWS Sections 5.10 and 5.18 appear inconsistent regarding the Secret Facility Clearance. Must the prime contractor possess an active Secret FCL when submitting its quotation, at contract award, or only before contract performance begins? | See revised PWS. Clearances must be in place at the time of quotation.
RFQ | Please confirm whether the required Final CMMC Level 2 (Self) status and current affirmation must be recorded in SPRS at quotation submission or only before award. Does this requirement apply separately to every subcontractor information system that will process, store, or transmit CUI? | CMMC status will be verified in SPRS prior to award as part of the contractor’s responsibility determination. Any contractor that lacks a current registration or does not meet current CMMC level requirements at this time will not be eligible for award. The Government does not verify CMMC status for subcontractors. The prime contractor is explicitly responsible for ensuring that subcontractors and suppliers complete their CMMC affirmations prior to subcontract award and maintain, on an annual basis, an affirmation of continuous compliance with the requirements associated with the CMMC level required for the subcontract or other contractual instrument for each subcontractor information system used in performance of the subcontract.
Price Proposal Template | The solicitation states that the contract will have one 12-month base period with no options. However, the Price Proposal Template includes a six-month extension line containing a #REF! error. Should offerors leave this line blank, remove it, or await a corrected workbook from the Government? | The solicitation is correct there will only be a single 12 month PoP (no extensions). An updated price proposal template is provided with the amendment.
PWS | Does the requirement for current NexGen access and at least six months of verifiable NexGen experience apply to every proposed site FTE at quotation submission? May replacement or backfill personnel obtain NexGen access after award? | Yes and yes.
PWS | The PWS states that all base-award sites will be executed concurrently. Must performance begin simultaneously at all 18 installations, or may the contractor use Government-approved deployment waves? Please also clarify the expected minimum staffing and anticipated on-site duration for each installation. | Perfomance will begin at all sites on the day of award. It is the contractor prerogative to estimate adequate staffing at each installation. Workload information may be derived from the asset table in the PWS.
RFQ | Are resumes excluded from the 10-page Volume I limit? | Yes, resumes are excluded from page count please see Amended RFQ.
RFQ | Is the required transition plan included within the 10-page limit? | No, transition plans are excluded from page count.
RFQ | Are organizational charts, staffing matrices, and other supporting exhibits included within the 10-page limit? | No, they are excluded from page count.
RFQ | Does the Government require a separate resume and letter of commitment for every proposed FTE at every site, or can we provide representative resumes, labor-category qualifications, or a consolidated personnel matrix? | Yes, separate resumes and letter of commitments for every proposed FTE at every site is required.
RFQ | Can the Government please clarify all portions of the quotation, including the cover letter and any required attachments or appendices, that are excluded from the 10-page Volume I limit? | Volume I is limited to a maximum of ten (10) pages (excluding letters of commitment, resumes, transition plans, and other supporting exhibits) and shall contain no pricing information.
PWS | The PWS §4.2 states that "DAF will provide for each contractor position ordered under this contract an installation-specific, government-imaged, contractor-furnished computer that can access the AFNET network." Please clarify whether offerors are required to procure computers for personnel supporting this effort, or whether the Government will furnish these computers to contractor personnel. | The PWS has been revised however, DAF will provide required computers with internet acces capabilities to access the AFNET network.
12 RFQ CMMC. Section A and provision DFARS 252.204-7025 require a current CMMC Status of Final Level 2 (Self) in SPRS, with a current affirmation of continuous compliance, prior to award, and require CMMC unique identifiers to be provided in the proposal. Please confirm: (a) whether the requirement extends to subcontractor information systems that will process, store or transmit FCI or CUI, and whether subcontractor CMMC UIDs must be listed in the quotation; and (b) whether a CMMC Status of Conditional with an open plan of action and milestones renders an offeror ineligible at time of quotation, or only at time of award. Per DFARS 252.204-7025(d), the Offeror is required to provide in the proposal, CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each of its information system that will process, store, or transmit FCI or CUI during performance of this requirement. Subcontractor UIDs are not required; however, it is the prime contractor’s responsibility to flow down CMMC requirements and ensure subcontractor compliance at the required level.
CMMC Conditional status does not render a prime or subcontractor ineligible for award, so long as the contractor meets the conditions set forth in 32 CFR 170.21.
PWS | PWS Section 5.10 states that the company performing the services must be a U.S.-owned company with a Secret-level Facility Clearance (FCL). Section 5.18 states that the requiring activity will sponsor the prime contractor in obtaining the appropriate FCL. Please confirm whether an offeror must possess an active Secret FCL at the time of quotation submission or award, or whether an otherwise eligible offeror may receive Government sponsorship after award and obtain the required FCL prior to performance requiring classified access. | See revised PWS. Clearances must be in place at the time of quotation.
RFQ | The solicitation requires a current Final CMMC Level 2 (Self) status for contractor information systems that process, store, or transmit CUI. Please confirm whether the prime offeror must possess Final CMMC Level 2 (Self) status at the time of quotation submission. Additionally, if all FCI/CUI associated with contract performance is processed, stored, and transmitted exclusively through Government-provided or Government-authorized AFNET systems, please clarify whether the contractor's corporate information system is still required to maintain CMMC Level 2 (Self) status. | CMMC compliance will be reviewed in SPRS prior to award as part of the Contracting Officer’s responsibility determination. Any offeror who is not in compliance with CMMC requirements at that time will be ineligible for award. Additionally, though 95% information produced or utilized by this contract will be on government computers by staff sitting at AF installations, the government has to ensure compliance. As such Final CMMC Level 2 (Self) is still a requirement.
PWS | PWS Section 4.6 requires proposed FTEs to possess current NexGen access and at least six months of verifiable NexGen experience. The PWS also states that immediately after award, the Contractor shall submit DD Form 2875s for each FTE to request NexGen IT edit rights as necessary. Please clarify whether each proposed FTE must have active NexGen access at the time of quotation submission, or whether personnel with the required prior NexGen experience may have their access established or reactivated following award through the DD Form 2875 process. | PWS updated - PWS 4.6 states "Immediately upon contract award the vendor shall coordinate with USACE and AFCEC to submit a DD Form 2875 for each FTE to request NexGen IT edit rights (as necessary).
RFQ | The solicitation limits Volume I – Technical to ten pages and specifically excludes Letters of Commitment from that page limitation. The PWS also requires resumes, not to exceed two pages each, for Program/Project Managers and every proposed FTE at each site. Please confirm that required personnel resumes are also excluded from the ten-page Volume I Technical page limitation. | Yes, resumes are excluded from the 10 page limitation. See Amended RFQ.
PWS | PWS Section 4.2 states that DAF will provide each contractor position an “installation specific, government imaged, Contractor Furnished computer” capable of accessing AFNET. Please clarify whether the Contractor is responsible for furnishing the computer hardware for Government imaging or whether DAF will furnish both the hardware and Government image. | Please see revised PWS. DAF will provide required computers with internet acces capabilities to access the AFNET network
RFQ | The solicitation pricing schedule identifies CLIN 0004 as “JB Charleston AFB, NC,” while the PWS Asset and Location Table identifies JB Charleston, SC. Please confirm that the intended place of performance for CLIN 0004 is Joint Base Charleston, South Carolina. | Yes, the intended place of performance for CLIN 0004 is Joint Base Charleston, South Carolina and has been updated on the Amended RFQ.
PWS | The PWS identifies 13 installations as carryover locations from the FY25 contract and requires a transition plan describing how services will continue without interruption. Please clarify whether the FY26 requirement is intended to fully succeed the FY25 AFCEC FIAR effort at those 13 locations and whether any overlapping performance between the FY25 incumbent and FY26 successor contractor is anticipated. If overlap is anticipated, please describe the Government's expected transition and coordination responsibilities between the incumbent and successor contractor. | There will be no overlap between the incumbent and successor contractor. The transition plan to be provided in the contractor's response is for the Government to evlauate the contractor's approach at minimizing disruption in service specifically at each carryover location.
PWS | For qualified personnel transitioning from the FY25 effort to the FY26 contract, please clarify whether the Government will facilitate the transfer, reestablishment, or continuation of CAC sponsorship, NexGen IT access, installation access, and other required credentials to support uninterrupted performance at the 13 carryover locations. | No further information will be provided. See revised PWS.
PWS | The PWS states that asset counts may be used to estimate the type and level of effort required and that all base-award sites will be executed concurrently. Please confirm whether the Government has established any minimum FTE or staffing requirement for an individual installation, or whether offerors are responsible for proposing the staffing level necessary to accomplish the required workload within the 12-month period of performance. | Vendors are responsible for proposing the staffing level necessary to accomplish the required workload within the 12-month period of performance.
PWS | Please confirm whether GSU site visits under the proposed CLINs are expected to occur sequentially over the PoP or concurrently | The GSU site visits may occur sequentially but should be scheduled such that all sites are completed within the 12 month Period of Performance. Weather in those areas can be difficult to predict.
PPT | The Price Proposal Template's Signatures tab includes a '6-Month Extension' total and IGE value, but the PWS and RFQ state a single 12-month base period with no options. Please confirm whether a FAR 52.217-8 extension-of-services provision applies and, if so, whether it should be separately priced | The solicitation is correct there will only be a single 12 month PoP (no extensions). An updated price proposal template is provided with the Amended RFQ.
PWS | Does the SSHO requirement in 5.4 require a dedicated Competent Person at each of the 18 sites, or may this be a collateral duty performed by an assigned team member? | PWS updated - A competent person can be an assigned team member.
PWS | For "Military Air" GSUs, who arranges and funds the flights, and should offerors assume Space-A availability risk? | Contractors will coordinate GSU travel and are expected to make effort to accomplish the GSU travel within the conservative NTE amount built into the Eareckson contract CLIN.
PWS | PWS 4.3 references "the Government PM listed in Appendix B". No Appendix B is included. Please provide or correct | There is no Appendix B. See revised PWS.
RFQ | Section F shows a period of performance of 28 Sep 2026 – 27 Sep 2027, ten days after the quote due date with award without discussions. If award slips, will the PoP shift to twelve months from the effective date of award per PWS Section 5? | RFQ date has been extended by one day but still has a firm anticipated PoP start date. See Amended RFQ.
RFQ | Please confirm whether a Past Performance factor applies to this evaluation — Section M only identifies Factor I (Technical, Acceptable/Unacceptable) and Factor II (Price), with no separate past performance volume required. | Factor 3, Past Performance has been added. Please see Amended RFQ.
PWS | For CONUS sites, should travel/per diem costs for site visits be fully burdened into the FFP price for each CLIN, since only Eareckson AS carries a separate travel CLIN (0003)? | If a contractor execution plan requires TDY to the sites they should put it on the respective FFP CLIN. Eareckson is different because it is the only site in the contract with GSU's. Rather than asking contractors to estimate for Mil Air locations, the Government estimated trip duration, fight availability, lodging, etc. - based reasearch and avavilable funds.
RFQ | Quotes are due 18 SEP 2026 at 3:00 PM CT, yet Section F reflects a Period of Performance beginning 28 SEP 2026. Given the standard evaluation/award timeline, please confirm whether 28 SEP 2026 is a firm anticipated start date or a placeholder, and whether award is expected to occur before that date. | RFQ date has been extended by one day but still has a firm anticipated PoP start date. See Amended RFQ.
PWS | What is the Government's estimated timeline for Secret clearance adjudication for prime contractor and subcontractor personnel, and can contract performance (non-classified data collection tasks) begin before clearances are finalized? | See revised PWS. Government will not facilitate Facility Clearance. Secret FCL must be in place at time of quotation.
PWS | For the 13 carryover locations, will the Government facilitate direct data handoff (existing NexGen IT records, prior validation reports, facility folders) from the FY25 incumbent to the FY26 awardee as GFI, to support LOE estimation and transition planning? | Data from the FY25 effort will be available electronically via access to each installation network. Hard copy information is not to leave the installations.
RFQ | Please confirm whether the required Price Narrative (basis of estimate, labor categories, rates, hours) counts toward the 10-page Volume I Technical limit, or is considered part of Volume II (Price) and therefore unrestricted in length. | Price information needs to be inlcluded in Volume II.
