Joint Incident Site Communications Capability Block III Satellite Antenna Modernization
Request for Quote (RFQ) Questions/Answers
1. Q. T Can you please confirm if ANG currently actually uses X Band or KA Band RF kits or if only KU Band is currently used?
A. The Capability current uses Ku band but requires triband for future mission sets.
2. Q. KU Band is the primary currently used, will ANG reconsider allowing additional time after delivery of the KU Band terminals to complete the WGS Certification for X and KA Band?
A. No; the requirement is for triband antennas ready for use upon delivery. ANG risks potential mission degradation awaiting vendor(s) WGS certification completion for X and KA Bands with no guarantee certification will be granted. Emerging mission requirements may necessitate alternatives to Ku in the near future.
3. Q. The solicitation lists that the iDirect modem can be internal or external. Which type is preferred?
An internal (integrated) modem requires less cable connections and therefore makes it quicker and easier to assemble and disassemble the terminal. How will this be rated in your evaluation factors?
A. The vendor should propose the iDirect modem solution that is most viable in approach to meet the scope of the SOW.
4. Q. If an external modem is proposed, is an IFL cable required to be provided by the vendor as well?
If so, how long?
A. If vendor proposes an external modem, any applicable cables should be included as part of the proposed solution. IFL cable should be 300 feet.
5. Q. Again, if an external modem proposed and an IFL cable must be provided by the vendor, does the IFL cable also need to include an ethernet cable for connection of a remote laptop to the terminal to access the GUI?
A. See above answer, Ethernet cable should be 300 feet.
6. Q. For the BUC power levels listed, are the given figures for PSAT or Linear power of the BUCs?
A. Values are PSAT.
7. Q. For the training, does the training need to be held for all 33 personnel during 1 training session at
1 location or can/should it be broken down into multiple training sessions? We typically recommend < 10 students per training session.
A. Proposal for multiple sessions based upon prior experience is acceptable.
8. Q. Will the customer provide the classroom and a projector sufficient to handle the required number of personnel or is that the responsibility of the vendor?

A. Per SOW para 5, training will be held at specified location. Classroom equipment requirements will be discussed between vendor, ANG and training facility prior to training setup. Classroom equipment will be provided by the training facility.
9. Q. Is a grounding rod and cable required? If so, do you have a spec for the length of the rod and cable?
A. Grounding rod and cable not required.
10. Q. Are any spares required?
A. Spares are included in quantity request.
11. Q. Question #3 on the Q&A Attachment 3 lists a cold spec of -31C but the Solicitation states -32C.
Which is correct?
A. -32C.
12. Q. Can any alternative modems be proposed for this or is there a brand name source justification that requires vendors to use only iDirect modems?
A. Hubs use iDirect, no alternatives will be accepted.
13. Q. Can the response date be extended by 1 week to allow for sufficient time to respond with a proposal after receipt of your answers?
A. The timeframe given for responses was sufficient for vendors to review, inquire, clarify and draft proposals considering an RFI was available months ago. Moreover the solicitation was posted on 8 Aug 17 and the closing date has been extended to 24 Aug 17.
