Joint Incident Site Communications Capability Block III Satellite Antenna Modernization

Request for Quote (RFQ) Questions/Answers

1. Q. Will ANG accept a terminal that is not yet ARSTRAT WGS certified, but with WGS certification to be completed after delivery of the hardware (with allowance of approx. 9- 12 months after contract award to finalize and deliver the WGS certification and X & KA Band RF kits for the terminals)?

A. No, the Government need these ready to go, especially in consideration of current issues in

PACOM.

2. Q. Is the bidder required to submit proof of the ARSTRAT certification? If so, will this go against the page count?

A. Yes, proof of ARSTRAT is required.

3. Q(a). Mill 810-G Certification: Are you going to require the bidder to specify:

A(a) See below standards to be measured.

Hot, Per MIL-STD-810G Method 501.5 Proc I and II +55 °C (Operational) +71°C (Storage).

Cold, Per MIL-STD-810G Method 502.5 Proc I and II -31°C (Operational) -46°C (Storage).

Blowing Rain, Per MIL-STD-810G Method 506.5 Proc 1.

Humidity, Per MIL-STD-810G Method 507.5 Proc I and II.

Salt Fog, Per MIL-STD-810G Method 509.5.

Sand and Dust, Per MIL-STD-810G Method 510.5 Proc I and II.

Vibration, Per MIL-STD-810G Method 514.5Category 5 Proc II and Cat 7 thru 11 Proc I.

Shock, Per MIL-STD-810G Method 516.6 Proc II and IV.

Solar Load, Per MIL-STD-810G Method 501.5 Proc II.

Q(b). Which parameter limits the items were actually tested?

A(b) Need this question clarified.

Q(c). Whether the testing was done internally or externally by an independent testing facility?

A(c) Must be validated/certified by outside agency. "Tested to MIL-STD-810-G internally" is not Sufficient

Q(d). Will they need to submit proof of the Mil-810G Certification? If so, will this go against the page count?

A(d) Proof is required.

4. Q. Page 8 paragraph (c) says "the offer agrees to hold the price for 30 calendar days" however on the

FBO posting it says 60 days. Please clarify the correct duration.

A. Not sure what to answer here, if the FBO says 60 days that seems appropriate.

5. Q. Page 19 - Element 2: says" A delivery date has been identified within the SOW. Quotes must meet or exceed the delivery date specified" - Please clarify as there is no delivery date specified in the

SOW

A. Delivery dates are 10 terminals and training within 60 days. Remainder to be delivered within 180 days.
