Joint Incident Site Communications Capability Block III Satellite Antenna Modernization
Request for Quote (RFQ) Questions/Answers
1. Q. The RFP makes reference to the ability of a bidder to offer “comparable” performance yet the evaluation criteria state that all bidders must meet or exceed the minimum technical requirements.
Please explain the conflicting wording.
A. The foundation of the statement is to allow for full and open competition between multiple manufactures/vendors. If a manufacturer/vendor has a technical aspect of its product that is in line with the minimum technical spec's (i.e. same operational outcome) then it is to be highlighted in the quote as "Comparable" and explain why/how. There could be a more eloquent way of describing this, but the intent is to allow everyone to compete. Some technical aspects will be solidified with no alternatives, while there may be alternatives to others with a comparable design, product, part, capability, etc. This is highlighting that possibility and allowing manufactures/vendors to compete with what they consider a viable solution to meet the requirement as stated in the SOW.
2. Q. Delivery requirements are stated as all 46 systems must be delivered within 90 Days ADC. This appears to be an unreasonable request as the inventory required to meet this requirement exceeds the economic realities of running a business. Please confirm the delivery requirement is correct as stated.
