Joint Incident Site Communications Capability Block III Satellite Antenna Modernization

Request for Quote (RFQ) Questions/Answers

1. Q. Will ANG accept a terminal that is not yet ARSTRAT WGS certified, but with WGS certification to be completed after delivery of the hardware (with allowance of approx. 9- 12 months after contract award to finalize and deliver the WGS certification and X & KA Band RF kits for the terminals)?

A. No, the Government need these ready to go, especially in consideration of current issues in

PACOM.

2. Q. Is ANG willing to sponsor WGS certification? (We will discount terminals to offset the fee paid to ARSTRAT so there would be no extra cost to ANG or other responsibilities as the sponsor).

A. No, the Government will not sponsor ARSTAR cert.

3. Q. Do all 46 terminals need to be delivered within the stated 90 days ADC? If not, what is the required delivery schedule?

A. 10 terminals at 60 days, the remaining at 180

4. Q. Will ANG accept delivery of the KU Band terminals approx 6 systems permonth starting approx 12- 16 weeks (84-112 days) ADC and delivery of the WGS certification and X & KA Band RF kits approx. 9-12 months ADC?

A. See answer to Question 3. The Government need systems that are ready to go out of the box.

5. Q. Just to confirm, do all of the answers provided in the attached RFI# W912DT-17-T-0003 Q&A still stand?

A. Yes, refer to newly uploaded package “BLOCK_III_SATELLITE_TRI-BAND_ANTENNA_RFI

Questions-Answers”

6. Q. Is a statement on our quote that all reps and certs as completed at Blockedwww.sam.gov <Blockedhttp://www.sam.gov> are up-to-date and accurate sufficient or do we need to include an actual copy of our reps and certs with our quote?

A. Yes, Offerors may provide a statement that all of their reps and certs are up-to-date and accurate in SAM in lieu of filling in and returning clause 52.212-3 Offeror Representations and Certifications— Commercial Items. Note: Be sure to annotate offeror cage code in aforementioned statement.

7. Q. Can you please confirm that our Past Performance information, if submitted, does not count toward the 10 page limit for the quote?

A. As the Government intends to review past performance information from any available source as stated on page 19 of solicitation W912DY-17-R-0078, offeror submitted Past Performance is not mandatory and therefore, the 10 page limit stands in accordance with the instruction to offerors listed on page 18 of solicitation W912DY-17-R-0078.
