Solicitation W912DY-17-R-0078

Joint Incident Site Communications Capability Block III Satellite Antenna Modernization

Request for Quote (RFQ) Questions/Answers

Subject Question 1 Warranty Q. Relative to the 5-year warranty requirement, it is unclear as to the Government’s intent with the use of the “full replacement” terminology. Is the intent for suppliers to repair and/or replace LRUs as necessary throughout the warranty period or is the Government requesting that any failure would call for an entire terminal to be replaced?

A. Repair/Replace LRU’s during the warranty period when damage or failure is covered by the specifics of the vendor’s warranty.

2 ARSTRAT Q. Relative to Salient Characteristic 1.a.ii, would the Government please confirm that the ARSTRAT certification must be valid and applicable to the offered equipment when operated with the auto-acquire capability?

A. Government confirms the above and requires proof of ARSTRAT Certification associated with this solicitation

3 ARSTRAT Q. Relative to Salient Characteristic 1.a.ii, what evidence is required to show compliance to the ARSTRAT certification? Evidence should be by official Government letter or email from the certification authority (ARSTRAT).

A. ARSTRAT certification from certification authority should be provided with this solicitation.

4 Auto-Acquire Q. Relative to Salient Characteristic 1.a.iii, must the offered equipment be capable of automatically acquiring a satellite?

A. Yes, must be capable of auto-acquire

5 MIL-STD-810G Q. Relative to Salient Characteristic 1.a.v, what evidence is required to show compliance to the MIL-STD-810G certification? We suggest the evidence should minimally be a satisfactory test report from an independent testing laboratory.

A. Vendor must have validated/certified test report of MIL-STD-810-G certification.

Email or statement that system has been tested to 810-G is not satisfactory.

6 MIL-STD-810G Q. Relative to Salient Characteristic 1.a.v, it is unclear as to what aspects of the MIL- STD-810G standard are applicable to this procurement. Since the document is a broad specification that encompasses varying aspects of environmental ruggedness, we suggest that applicable sections be listed. Similar US Government SATCOM procurements, such as H9222-11-R-0036 and H92222-17-R-0004, list applicable MIL- STD-810G sections. For deployable SATCOM terminals and related equipment, we suggest the following:

A. Government does not disagree with assessment below. If it further refines the requirements, then the MIL-STD-810G requirements can be amended to reflect the specifics below.

Hot, Per MIL-STD-810G Method 501.5 Proc I and II +55 °C (Operational) +71°C (Storage) Cold, Per MIL-STD-810G Method 502.5 Proc I and II -31°C (Operational) -46°C (Storage) Blowing Rain, Per MIL-STD-810G Method 506.5 Proc 1 Humidity, Per MIL-STD-810G Method 507.5 Proc I and II Salt Fog, Per MIL-STD-810G Method 509.5 Sand and Dust, Per MIL-STD-810G Method 510.5 Proc I and II Vibration, Per MIL-STD-810G Method 514.5Category 5 Proc II and Cat 7 thru 11 Proc I Shock, Per MIL-STD-810G Method 516.6 Proc II and IV Solar Load, Per MIL-STD-810G Method 501.5 Proc II

7 Modem Q. Relative to Salient Characteristic 1.b, it is unclear if the Government’s intent is to procure modems that include FIPS 140-2 certified firmware or to procure modems that additionally comply to the FIPS 140-2 Level 2 physical requirements? Modems that are fully compliant to the latter are non-standard and are available for a higher cost from the OEM.

A. Procured modems will have both FIPS 140-2 certified firmware and FIPS 140-2 Level 2 physical (conformal coating) requirements that are required for most DOD networks. Fully compliant modems will be a higher cost and are mandatory for operation on these DOD networks.
