Section 2. Factor II-Past Performance

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Page 40 or 85 says to, "Please forward the PPQs (see RFP Attachment 2: Past Performance Questionnaire form) to your customer POC, as well as the government POC, after completing section one (1). Please request that the customer POC email the completed questionnaire directly to the Government POC...Include copies of CPARS reports and/or page one (1) of each PPQ into your proposal."

6778157 Facilities Maintenance

Appendix H - Real Property/Equipment List and Site Asset Inventory List.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The Real Property List provides one hydrant system at MCAS Futenma. The related equipment list for FUT provides Automated Control Valves that are part of four different types of hydrant systems, each ACV with different quantity. This information is in conflict and does not make sense. Please confirm which information is correct.

Similar issues (i.e. no hydrants listed in the real property, but hydrant ACVs provided in equipment list) also appear at Camp Butler, Camp Hansen, Camp Schwab, NAF Atsugi, DFSP Hakozaki, DFSP Tsurumi, DFSP Iorizaki, DFSP Akasaki, & DFSP Yokose.

On: Jan 04 2017.

Government Response. . The equipment list provided is for information only. If the information is in conflict, the Real Property List shall be utilized. On: Jan 25 2017 Current Request Status: Request Closed

Information for this report is procurement sensitive.

6778159 Facilities Maintenance

Appendix H - Real Property/Equipment List and Site Asset Inventory List

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The Real Property List does not list hoses referenced in the PWS Section 3.4.15. The equipment list for Camp Butler indicates there are 8 hoses. However, there are no fill stands, no off load stands, no hydrants or other type of primary facilities on the Real Property List that would have hoses requiring pressure testing. Thus, the 8 hoses referenced seems to be referring to the dispenser hoses.

These types of hoses are not under the PWS requirement for regular pressure testing. Please confirm the number listed in the equipment list is referencing dispenser hoses rather than the hoses referenced in the PWS.

This issue is the same at Camp Courtney, Camp Gonslaves, Camp Schwab, Camp Kinser, and Camp Hansen.

On: Jan 04 2017.

Government Response. . The equipment list provided is for information only. If the information is in conflict, the Real Property List shall be utilized. On: Jan 25 2017 Current Request Status: Request Closed

Information for this report is procurement sensitive.

6778167 Program Management

Attach 1 - PWS Section 1.10.6

- Contract Schedule

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The effort to maintain a cost loaded schedule showing float is an excessive management tool relative to the work being performed for the various service orders and overall RM tasks. In general, Service order scopes are not complex enough to warrant that level of detail. Please confirm that a Project or Primavera schedule provided weekly in addition to the other 3-week look ahead and maintenance schedules is necessary for tracking under this program.

On: Jan 04 2017.

Government Response. . The cost loaded schedule is required for Maintenance activities and Independent Project Service Orders only. See revised PWS. The 3-week look ahead is still required per the PWS. On: Jan 25 2017 Current Request Status: Request Closed

Information for this report is procurement sensitive.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

For this Phase, the Site Managers for HI and Japan are to be an employee of the prime contractor. In addition, the Site Manager shall be on-site during maintenance and repair work. Please confirm that this is the intent of the Government for the site manager as these two requirements as stated will greatly constrain the scheduling and execution flexibility of the program in HI and Japan.

On: Jan 04 2017.

Government Response. . This is confirmed per the requirement as identified in the PWS. On: Jan 25 2017 Current Request Status: Request Closed

Information for this report is procurement sensitive.

6778173 Facilities Maintenance

Attach 1 - PWS Section 3.2.22

- Fuel Piers and Wharfs

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Provide the configuration and schematics for all piers and wharfs to ensure that the proper effort and equipment are bid in regards to the entry, cleaning, and inspection of the secondary containment systems at all installations. Specifically, it is understood that one location requires the use of cranes/forklifts to move a large number of concrete blocks (6' to 8' square) to properly access the piers secondary containment. This information is critical to ensure a proper and complete bid for all installations.

On: Jan 04 2017.

Government Response. . All available information is available via AMRDEC upon request to the POC identified in the RFP. Port operations is the point of contact for boat access to piers and wharves. Contact information will be provided at contract award. Generally notification 24 hours before is sufficient for access if no ship conflicts exist. On: Jan 25 2017 Current Request Status: Request Closed

Information for this report is procurement sensitive.

6778177 Facilities Maintenance

Attach 1 - PWS Section 3.3.9 - Fuel Piers and Wharfs

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

For underside inspection of the piers and wharf piping and supports/hangers, provide size, dimensions, configuration and schematics for all structures to ensure the proper effort is understood prior to bidding this RM action. Also, provide the local permitting and access requirements for launching a boat/dingy into the area surrounding the pier as each installation is different and may require additional coordination and effort to perform this new PWS requirement.

6778233 Contracting SF1499 Box 8 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Due to the complex nature of some of the questions, we request consideration of a proposal due date extension equivalent to 3 weeks from date completed responses are provided. Information for this report is procurement sensitive.
