HOWARD HANSON DAM AND RESERVOIR HYDRAULICS AND HYDROLOGY BASELINE
REPORT
WORK IN THE RESERVOIR DURING BOTH FLOOD CONTROL AND NON-FLOOD
CONTROL SEASONS
The purpose of this baseline report is to provide an overview of the typical water management operations at Howard Hanson Dam and Reservoir. Typical operations for flood reduction, conservation and water supply storage, conservation and water supply release, and staffing are presented below. In addition, discussion regarding risks of overtopping elevation 1,167 feet and risks of using the 19 foot tunnel outside of the flood reduction season is provided. This document should be used for general background information only, and should not be used to determine future operations of the project. The actual operations of the project are based on real-time information and issues which can vary widely from year to year.
1. Summary of Howard Hanson Dam Reservoir Operations
A. Flood reduction is the primary mission of Howard Hanson Dam. The secondary and tertiary missions of HHD are storage of water during spring runoff for use in low flow augmentation of the Green River and storing water supply for the City of Tacoma and its customers. These three missions occur in somewhat complimentary seasons. Flood control season occurs annually from late fall to early spring. Storage and release of low flow augmentation water and water supply occur annually from early spring to mid to late fall.
B. The reservoir provides about 104,000 acre-feet of flood control storage at a maximum pool elevation of 1,206 feet.
C. The maximum pool elevation attained in the reservoir to date was 1,189 feet in January 2009.
D. Flood control operations typically occur between 01 November through 28 February, annually.
E. Under most circumstances the reservoir elevation during flood control season is maintained at approximately elev. 1,075 to elev. 1,080 feet NGVD29 awaiting floodwaters.
F. Significantly higher pool elevations occur on a regular basis when water is stored in the reservoir for flood control.
G. The pool is raised in spring to elev. 1,167 feet for low flow augmentation and water supply storage.
H. The pool is slowly drafted from elev. 1,167 through summer and into fall until the flood control low pool elevation of 1,075 to 1,080 feet NGVD29 is attained. The timing of full drawdown to the flood control low pool elevation is variable each year and typically occurs between mid October and mid November.
10044 Howard Hanson Dam – Dam Safety IRRM Projects
2. Discussion of Normal Howard Hanson Dam Flood Reduction Operations
In mid-October annually, flood reduction season begins at the dam and continues to mid-March.
The general objective of flood reduction operations is to maintain a low reservoir elevation during most periods of the flood season to maximize the space available in the reservoir to provide storage for high inflows to the reservoir. Water is stored in the reservoir during periods of high runoff (i.e., during periods of significant rainfall) to prevent downstream flooding. Reservoir levels often change rapidly during flood storage operations, especially within the lower elevations of the reservoir (e.g., between elevation 1,075 and 1,110 feet). For example, pool elevation increases of several feet per hour and 10 to 20 feet per day are not uncommon during a flood storage operation. Given the often unpredictable and rapid onset of winter storm systems, flood storage operations at the project often occur with relatively little advance notice.
