The purpose of this document is to provide the questions received from the industry and the Government’s answers for solicitation W912DW19Q0072, Aerial Services, for informational purposes only. Questions and answers of close of business 27 AUG 2019.

Question: What rate will be applied for the spraying? Total gal/acre? Label recommendations vary.

Answer: In accordance with Section 3.2 of the Performance Work Statement, the Government and Contractor must adhere to all label requirements for herbicide application. The Government acknowledges there is variance in gallons of spray solution applied per acre. Please price based upon the examples furnished.

Question: Requested coverage on roadway applications. How wide from road centerline? This affects efficiencies moving ground support based on how many passes may be required for desired coverage over a given distance.

Answer: The Performance Work Statement does not require treatment of roadways. Linear features are firebreaks with average width of 35 feet.

Question: Bulk density of grass and shrub material. General weight of material determines ability to create a swath width and volume of total weight that will fit in a bucket. Very light grass has a narrow swath and is very bulky in contrast to heavy carriers that allow for a wide swath and higher weight volumes to fit in bucket.

Answer: The Government furnishes the following sample grass seed mixture as a reference only. There will be variance in the bulk density as is normal within the industry. Please price based upon examples furnished. Application rates will occur within the Performance Work Statement requirements.

Reliable Sandberg’s Bluegrass (Poa sandbergii) – 20%; Secar Snake River Wheatgrass (Elymus wawawaiensis) – 33%; Bluebunch Wheatgrass (Pseudorognaria spicata) – 33%; and Canby Bluegrass (Poa canbyi) – 14%.

Question: Can we get area maps of proposed application sites? KML files would be best so we can view and determine terrain type and distances from airports.

What application rates will we be spraying? This helps determine price per acre.

Answer: In accordance with Attachment 5 of the Request for Quote and Section 3.3 of the PWS, Maps are provided with award of task orders and will be in ArcGIS Shapefiles.

The performance location for any and all work that can occur is defined in Section 1.7.1: the full

JBLM YTC installation.

See section 3.2 for discussion of herbicide application. The Contractor shall comply with the label requirements to determine application requirements.

Question: Can fixed wing aircraft be used? They are purpose built for seeding and spraying. We have seen the terrain and it can be applied with fixed wing.

Answer: Please see Amendment No. 0001 clarifying terrain. Treatment sites can be very steep and undulating. The PWS requires use of a helicopter in accordance with Section 1.2.

Question: In past projects what gallon per acre was required for spraying and what previous dollar per acre was charged?

Answer: See section 3.2 for discussion of herbicide application. The Contractor shall comply with the label requirements to determine application requirements. Previously awarded dollar per acre rates are not available.

Question: Can the Contractor use any type of bucket or are there any specific requirements?

Answer: Please see Amendment No. 0001 to the Performance Work Statement, section 4.2.4.

The bucket/distribution mechanism shall be capable of spraying seed at the required pure live seed lbs per acre.

Question: Steep terrain can be sprayed with airplanes. It only requires applying parallel to the ridges. We want airplanes to be allowed to bid on this project. We have looked at the terrain extensively and believe it is within fixed wing ability. Fixed wing far excel at applying seed. We believe either type of aircraft is a trade off! Could these steep areas described be located so that we may agree or disagree with your statement?

Answer: Your inquiry is received respectfully. The Performance Work Statement requires application of herbicide and seed. The Performance Work Statement details the safety, elevation, and precision requirements for the steep terrain and drainage basins, most notably, please reference section 1.17.8. The requirement to apply herbicide and seed with a rotary aircraft remains unchanged.
