PROPOSAL SUBMISSION REQUIREMENTS EVALUATION CRITERIA AND BASIS OF AWARD
ONE STEP - -TRADE-OFF PROCUREMENT, DESIGN BID BUILD (SINGLE AWARD)
1. EVALUATION PROCEDURES:
The objective of this evaluation is to evaluate the proposals in accordance with the criteria described herein and award a firm fixed price construction contract to the responsible Offeror whose proposal conforms to the terms and conditions of the solicitation and whose proposal is determined to represent the overall “Best Value Trade-off” to the Government. All evaluation factors, other than price, when combined, are considered significantly more important than the price. After the Government individually evaluates and rates each proposal, the Government will compare proposals to determine which proposal represents the best value. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. If there is a lower priced, conforming offer(s), the Government must determine that the added value of a more expensive proposal would justify award to that Offeror.
The Offeror’s proposal shall contain a response to all Factors (Company Experience, Past Performance, Management, Small Business, and Price); shall be in the form prescribed herein; and shall meet the minimum submittal requirements stated.
In accordance with FAR 15.306(a)(3) the Government intends to evaluate proposals and make award without discussions. An Offeror’s initial proposal should contain the Offeror’s best terms from a technical and price standpoint. The Government reserves the right to accept other than the lowest priced offer or to reject all offers.
The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR
15.0001. Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.
As part of the evaluation, the Government will evaluate betterments in proposals relative to the minimum standards in the solicitation to determine if they offer additional value to the Government. In addition, innovations in proposals will be evaluated to determine if creative ideas of the Offeror are a better value to the Government compared to the minimum criteria.
Submit proposals in tabbed, three-ring binders. Note that the Government will not evaluate any material that exceeds the page limits, where indicated below.
2. DEFINITIONS:
Deficiency: A material failure of a proposal to meet a Government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Relevant: “Relevant” means having a logical connection with the requirements in this solicitation; that is, featuring work that involved similar scope, magnitude of effort, and complexity to the current requirement.
Risk: The potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an Offeror’s proposed approach to achieving the technical factor or criterion may involve risk of disruption of schedule, increased cost or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.
Shall: Indicates mandatory solicitation requirements. If not included in the Offeror’s proposal the proposal may be deemed to not meet solicitation requirements and may be rejected.
Should: Indicates solicitation requirements that are highly recommended to be included in the Offeror’s

proposal.
Significant Strength: An aspect of an Offeror's proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
Significant Weakness: A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.
Strength: An aspect of a proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Team: The Offeror’s “team” is the Key Personnel and any subcontracting firms, taken as a whole.
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance.
3. TECHNICAL MERIT RATINGS:
The technical rating reflects the degree to which the proposed approach meets, or does not meet, the minimum performance or capability requirements through an assessment of the strengths, weaknesses, deficiencies, and risks of a proposal. Proposals will receive ratings in accordance with the adjectival descriptions below. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies.
Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 1 below.

Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths that outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Proposal does not clearly meet requirements and has not clearly demonstrated adequate approach and understanding of the requirements. The proposal has one or more weaknesses that are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is non-awardable.

Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
Unacceptable Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.
Note: Price will not be rated or scored, but will be evaluated for reasonableness through the use of a price analysis, and if necessary, for price realism.
4. FACTORS TO BE EVALUATED:
The basis of contract award will be the Tradeoff Process in accordance with Federal Acquisition Regulation (FAR) 15.101-1. Award will be made to the Offeror whose proposal is most advantageous to the Government based upon an integrated assessment of evaluation Factors described below. Reference Technical Evaluation Factors, Table 3, below regarding relative importance of Factors.

VOLUME 1 – TECHNICAL (NON-PRICE) SUBMISSION REQUIREMENTS AND EVALUATION

5.0 FACTOR 1 (TAB A) – COMPANY EXPERIENCE
5.1 SUBMISSION REQUIREMENTS:
For this Factor, the Offeror shall submit six (6) projects using Attachment 1 (no more than one (1) form for each project), Offeror or Key Subcontractor Experience Form, or using no more than three (3) type written pages for each project (minimum 10 point font and double spaced) that include at a minimum the same information as Attachment
1. Offeror should describe each project with enough detail to ensure that the Government can meaningfully assess whether the projects submitted are recent and relevant to this project. If more than six (6) projects are submitted, only the first six will be evaluated, starting with the most recent and working backwards in time. If submitting a project performed by a Key Subcontractor Attachment 2, Letter of Commitment for Key Subcontractor, shall also be provided.

Submitted projects shall be at least 100% construction progress completed and accepted by the client or have been completed within seven (7) years of the date this RFP was issued. Four (4) of the six (6) projects shall have been performed by the Offeror acting as the Prime Contractor. The other two (2) may have been performed by the Offeror acting as a Subcontractor or performed by a Key Subcontractor. Submit projects with characteristics matching the following, all are of equal importance:
1. At least one (1) project should be construction of a new Military Operations Facility valued over (>)
$10M on a Military Installation where the Offeror was the general/prime contractor.
2. At least one (1) project should be construction of a Risk Category IV facility valued over (>) $5M where the Offeror was the general/prime contractor.
3. At least one (1) project shall be construction of a facility valued over (>) $10M that required Building Information Modeling (BIM), the Offeror shall have been the general/prime contractor.
4. At least one (1) project shall be construction of a facility valued over $10M in a Similar Geographic Location, the Offeror shall have been the general/prime contractor.
5. At least one (1) project shall be construction of a facility valued over $5M that included a Concrete Grade Beam Supported by Drilled Concrete Pier Foundation.
For the purposed of this project, the following definitions will apply:
1. Military Operations Facility: A facility such as or similar to a “Security Forces Facility,” “Air Operations Center,” “Joint Operations Center” and/or “Tactical Operations Center.”
2. Risk Category IV Facility: Experience constructing a Risk Category IV or higher facility as defined by the International Building Code 2015 Table 1604.5 or UFC 3-301-01 Table 2-2 Risk Category of Buildings and Other Structures.
3. Building Information Modeling (BIM): Experience constructing a facility that required BIM modeling, coordinating and resolving conflicts in the work prior to fabrication and installation of the work similar to the requirements of Specification Sections 01 78 25 of this solicitation.
4. Similar Geographic Location: Experience constructing projects in Climate Zone 6 or higher as defined by the International Energy Conservation Code 2016.
5. Concrete Grade Beam Supported by Drilled Concrete Pier Foundation: Experience constructing a facility foundation that included concrete grade beams supported on drilled concrete piers that included at least 50 drilled concrete piers at least 14” in diameter and at least 20’ deep.
Using a Relevant Experience Matrix similar to that shown below in Table 4, clearly identify to which experience area(s) each project example pertains (i.e. Project 1 for the Prime Offeror demonstrating experience with Risk Category IV Facilities and in a Similar Geographic Area; Project 6 demonstrating experience of a Key Subcontractor with Drilled Concrete Pier and Concrete Grade Beam Foundation; etc.):

5.2 EVALUATION METHOD:
This factor will be evaluated for the quantity and quality of experience demonstrated. The more recent, relevant the prior project experience to this solicitation, the higher the rating assigned for the experience during evaluations.
Demonstration of experience in completing recent, relevant projects will be evaluated more favorably. As defined by paragraph 2 above, projects indicated by the word “shall” below are mandatory solicitation requirements. The projects indicated by the word “should” with characteristics matching the following will be evaluated more favorably:
1. At least one (1) project should be construction of a new Military Operations Facility valued over (>)
$10M on a Military Installation where the Offeror was the general/prime contractor.
2. At least one (1) project should be construction of a Risk Category IV facility valued over (>) $5M where the Offeror was the general/prime contractor.
3. At least one (1) project shall be construction of a facility valued over (>) $10M that required Building Information Modeling (BIM) the Offeror shall have been the general/prime contractor.
4. At least one (1) project shall be construction of a facility valued over (>) $10M in a Similar Geographic Location, the Offeror shall have been the general/prime contractor.
5. At least one (1) project shall be construction of a facility valued over (>) $5M that included a Concrete Grade Beam Supported by Drilled Concrete Pier Foundation.
Combined technical and risk rating will be in accordance with the ratings in Table 1 and Table 2 above.

6.0 FACTOR 2 (TAB B) – PAST PERFORMANCE
6.1 SUBMISSION REQUIREMENTS:
The Offeror shall provide past performance information for each of the six (6) projects submitted for Factor 1, Company Experience.
If a completed interim and/or final Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal. Offeror shall not submit a Past Performance Questionnaire (PPQ) when a completed CPARS evaluation is available. If both are submitted, only the CPARS will be evaluated. Completed PPQs should be submitted with your proposal ONLY if a CPARS evaluation is not available.
If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment 3), which will provide contract and client information for the respective project(s). Offeror should follow-up with clients/references to ensure timely submittal of questionnaires.
If the client requests, PPQs may be submitted directly to the Government's point of contact, John Scola, via email at John.P.Scola@usace.army.mil prior to the proposal closing date. The Offeror shall instruct the clients to refer to the solicitation number in the subject line. The PPQs are Source Selection materials. All successfully submitted PPQs will receive an e-mail confirmation upon receipt. If the Offeror does not receive the confirmation, it is their responsibility to follow up to ensure the government has received the information.
Offeror shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other solicitations. However, this does not preclude the Government from utilizing previously submitted past performance information in the past performance evaluation.
Offeror may provide explanation on problems encountered on past projects and the corrective actions taken by the Offeror.
In addition to the above, the Government may review other sources of information for evaluating past performance.
Other sources may include, but are not limited to, past performance information retrieved through the PPIRS, including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s),FAPIIS, telephone interviews with organizations familiar with the Offeror’s performance, Government personnel with personal knowledge of the Offeror’s performance capability, and any other known sources not provided by the Offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
6.2 EVALUATION METHOD:
1. The past performance evaluation results is an assessment of the Offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertain to the project outlined in the solicitation requirements.
2. There are two aspects to the past performance evaluation. The first is to evaluate whether the Offeror’s present/past performance is relevant or not relevant to the project (Relevancy Rating).
3. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts (Confidence Rating). The Government will evaluate the Offeror’s past performance to ensure previous work performance satisfactorily met the contract requirements, performance schedules, prescribed quality of work, safety requirements, and other customer expectations on these projects.
4. The Government reserves the right to obtain or verify Offeror’s past performance information from

references and other sources available to the Government.
5. Past performance under Factor 2 shall be evaluated using the four levels of relevancy as stated in Table 5, and five levels of confidence as stated in Table 6:

Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence
Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
If there is no information on past contract performance or where past contract performance information is not available, the Offeror may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the Offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.”
7.0 FACTOR 3 (TAB C) – MANAGEMENT
7.1 SUBMISSION REQUIREMENTS:
Management Plan: Provide a management plan for the project that describes the following using no more than two
(2) type written pages (minimum 10 point font and double spaced):
1. How your labor, resources, subcontractors and material suppliers will be coordinated and used to ensure successful completion of the project to include at minimum the following:

a. Material laydown
b. Contractor Quality Control
c. Safety
d. LEED
e. Preparation, maintenance and submission of Building Information Modeling (BIM) to include modeling, coordinating and resolving conflicts in the work prior to fabrication and installation of the work
f. As-built and Record Drawings, and Record BIM
g. Contract close-out
h. Warranty management
2. Describe how you will manage, supervise and coordinate the subcontractors' work and who in the organization will be responsible for this management and coordination.
3. Discuss which resources are available but will not be present at the site.
4. Provide an organizational chart for this project showing home office support, on-site management and the responsible chain of command, the organization chart may be in addition to the two page limit for the management plan. Joint venture Offerors shall show the respective areas of responsibility for each partner.
Clearly delineate on-site from off-site personnel on the organizational chart. Quality control and safety personnel should be included in the chart.
Proposed Contract Duration. The proposed schedule shall show the Offeror’s proposed contract duration in Tab C of the Technical Proposal for Factor 3 as shown on the Bid Schedule (section 00 11 00), this duration shall not exceed 730-calendar days.
Schedule Submission. Provide a schedule outlining major work elements of construction and the critical path items.
This schedule will, after contract award, be replaced with a project schedule as required by Section 01 32 01.00 10:
Project Schedule. The schedule should be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved. Offeror may use a critical path or other method of his choice;
however, schedules shall be graphically represented. The schedule shall indicate sequences proposed to accomplish each work element and appropriate interdependencies between various work elements. The schedule shall be as complete, reasonable, and realistic as possible, demonstrating the Offeror’s ability to propose a schedule that identifies all major elements of work for this project, meets the Government’s requirements, and is obtainable. The proposed project schedule shall reflect the proposed contract duration. Give attention to the following features:
1. Show the overall construction phase for the facility, for the site work, and for utilities.
2. The schedule should include at least one activity for each definable feature of work as defined in
Specification Section 01 45 00.00 10 Quality Control.
3. Show the critical path items and how they will be accomplished given the climate and weather sensitive work of this project, specifically taking into account the anticipated weather days per month specified in Section 00 73 00: TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER.
4. Show close-out (01 78 00), O&M (01 78 23), BIM (01 78 25) and COBIE (01 79 00) submittals
5. Show turnover of the facility. The time to complete the facility and turnover to the Government shall consider the requirements of Specification Section 01 45 00.00 10 Quality Control part 3.8 Completion Inspection.
6. Scheduled durations shall not exceed those specified in Special Clauses, Section 00 73 00, “Commencement, Prosecution, and Completion of Work.”
7. Schedule shall reflect all work restrictions identified in Specification Section 01 14 00.
8. For proposal evaluation purposes only, the Offeror should use (Friday) 145 September 2018 Notice to
Proceed (NTP) date.
9. Schedule shall be submitted in Gantt chart layout printed 11x17 (folded) in color and shall be submitted on a CD/DVD in .xer format.
10. Schedule narrative shall be included (note to exceed two (2) pages) that describes the schedule and explains the Offeror’s approach to the individual activities and overall plan for this project.

7.2 EVALAUTION METHOD:
Management Plan: Comprehensive plans that demonstrate a clear understanding of the work and an ability to coordinate resources to ensure successful pursuit of the work will be considered to meet solicitation requirements.
Plans that do not demonstrate a clear understanding of the work, that do not demonstrate a capability to coordinate resources, or that do not demonstrate appropriate excess capacity will be considered to not meet the solicitation requirements. Plans will be evaluated based on the level of involvement the contractor will have in the management, oversight, control, and coordination of the work performed by subcontractors. The Government will evaluate the clarity, adequacy, capabilities and strengths of the Offeror's organizational chart for managing a successful project.
An organizational chart that clearly depicts a highly qualified on-site team supported by appropriate resources off-site and that clearly defines responsibilities will be considered to meet the solicitation requirements. Charts that are confusing, cluttered with duplicative entries, or that do not clearly define responsibilities will be considered to not meet the solicitation requirements.
Proposed Contract Duration: This duration will become the contractually binding completion period. The Government will evaluate the contract duration, as proposed by the Offeror in Tab C of the Technical Proposal for Factor 3in the Bid Schedule, section 00 11 00), not to exceed the maximum allowed duration of 730-calendar days.
In assessing the reasonableness of the proposed contract duration, the Government may take into account how well the proposed summary schedule supports the proposed duration, as well as use other information, such as but not limited to independent judgment concerning logic, constraints and typical construction durations. A proposed contract duration matching the maximum allowed contract duration is “acceptable”. A proposed contract duration shorter than the maximum allowed duration will receive additional rating consideration, provided it is realistic and deemed to be achievable. The Government will consider an unreasonably condensed contract duration, which places additional cost or schedule risk on the Government or which may create a risk of contract or performance failure, as a significant weakness or a deficiency, depending upon the evaluators' judgment. During the subsequent comparison between proposals, differences between proposed contract dDurations of at least three weeks (differences of 21 calendar days between proposals) will be considered an advantage to the Government, with greater differences also considered, accordingly. No advantage will be considered between proposals for differences less than 21 calendar days.
Schedule. The length of the schedule shall match the proposed contract duration. The Government will evaluate the schedule and schedule narrative to assess if the schedule is reasonable and achievable. The proposed Project Schedule will be used to evaluate strengths, weaknesses, and the Offeror’s construction plan and strategy. The schedule submittal will also be used to assess the Offeror’s understanding and the capability to execute the project by verifying the Offeror’s understanding of the project scope, submittal schedules, equipment procurement, construction methodology, key milestones, weather, and contract-required schedule constraints and restrictions. A proposed schedule that offers advantage(s) to the Government over one that merely indicates an adequate understanding of the scope, restrictions, major milestones and general understanding of the various events that can affect start and completion of construction will receive additional consideration. In addition, the following will be evaluated:
1. Phase durations do not exceed those in Special Clauses, Section 00 73 00, “Commencement, Prosecution, and Completion of Work.”
2. Schedule includes contract-required constraints and restrictions.
3. Schedule methodology is realistic and achievable.
4. Activity durations appear reasonable compared to activity’s magnitude and complexity.
5. Relationships appear reasonable and are in-line with normal construction processes.
8.0 FACTOR 4 (TAB D) – SMALL BUSINESS PARTICIPATION
All Offerors (both large and small businesses) are required to complete a Small Business Participation Plan to be evaluated under Small Business Participation Evaluation Factor. The Offeror shall articulate how the Offeror intends to meet the small business objectives described in the Small Business Evaluation Factor.

9.0 PRICE EVALUATION:
Award will be made on the basis of the responsible Offeror whose proposal conforms to the solicitation requirements, demonstrating high technical capability and low risk, presenting the most advantageous offer to the Government. The Government reserves the right to accept other than the lowest priced offer or to reject all offers.
The Price Proposal will be evaluated to determine fairness and reasonableness through the use of a price analysis.
The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items.
