1.3 GENERAL ACCESS REQUIREMENTS
Access to the dam structures will be controlled at an entrance security station. Incoming traffic will be restricted from entering the controlled area until proper identification is provided. All personnel entering this area will be required to pickup their Contractor badge and sign in/out at the security station. Access other than established working hours will require prior approval by the Contracting Officer. The Government may search any vehicle or personnel passing through the security station.
Prohibited items include weapons, incendiary devices, bombs, and ammunition. Contractor employees will not be permitted to bring guests, family members, non-employees, or pets to the job site at any time.
1.4 ACCESS TO RESTRICTED AREAS
Contractor employees and equipment located between the red restricted signs and the dam including the powerhouse, transformer deck, intake structure, spillway, or water surface are subject to restrictions on entry and movement.
1.4.1 Background Check
The Contractor’s Site Superintendent, CQC Manager, and SSHO must receive a favorable background check prior to accessing work at the CJD project.
Previously existing background checks must be verifiable through the DoD Joint Personnel Adjudication System (JPAS). Contractor personnel without existing background checks must complete the Standard Form 85P, Questionnaire for Public Trust Positions or Standard Form 85. Submit forms to the District Security Officer via the Contracting Officer. The District Security Office will forward requests to the appropriate investigating agency. Personnel will be granted access to the unclassified restricted areas, only after the verification of an existing investigation or the favorable review of their investigation request.

1.5.2 Construction Progress Chart
The Construction Progress Chart shall show the total bid amount distributed among the features shown on the chart. The schedule shall show the percentage of completion at the close of each weekly period. This percentage shall be based on percentage of physical completion of the work.
1.5.3 Submission
The Project Schedule shall be submitted within 10 calendar days after the date of receipt of notice to proceed.
1.5.4 Project Status Report
The Contractor shall prepare and submit a monthly project status report.
The report shall tell whether the project as a whole is on, ahead of, or behind schedule. If the project is behind schedule, the Contractor shall explain what actions he will take to regain his schedule. The report shall include a description of problem areas, delaying factors and their impact, and an explanation of corrective actions taken or proposed. Any delays caused by the Government shall be identified. Any significant items or events that occurred during the report month shall also be detailed.
1.6 WORK RESTRICTIONS
1.6.1 General
Chief Joseph Dam (CJD) has nineteen (19) total spillway gates and two (2) sets of stoplogs available for use by the Contractor. The two (2) stoplogs shall be used to de-water the upstream side of the spillway gates where Contract work is being performed. The stoplogs allow for up to two (2) total spillway gates to be worked on simultaneously during Contract. For safety considerations, the adjacent gates on either side of the gate(s) where Contract work is being performed will be taken out of service and not used by CJD for spilling throughout the duration of Contract work on the gate(s).
1.6.2 Spill Season
The spill season at CJD typically runs 1 April thru 15 July. Contract work will be limited to one (1) spillway gate AT A TIME during the period of 1 April thru 15 July, unless otherwise directed by the Contracting Officer, to prevent potential environmental impacts associated with modified spilling conditions downstream of the dam. During this period, Contract work shall be performed on the end gates only, gates #1 and #19, and not concurrently. Work on a gate during each spill season will require taking the adjacent gate, #2 or #18, out of service for safety concerns; however, work will not commence on the adjacent gates taken out of service during the spill season. In the event of an emergency, CJD may be required to operate gate #2 or #18 if spilling requirements warrant its use.
For the purpose of inspections only, inspections will be limited to one gate at a time during spill season. Adjacent gates may be taken out of service for safety concerns. Any gate may be inspected during spill season provided that the Contractor provides proper notification and coordination.
SECTION 01 14 00 Page 5 R0005
