About this file
This document is an Amendment of Solicitation/Modification of Contract for the Fire Island Inlet to Montauk Point Contract 6B Nonstructural Pilot Project in Suffolk County, New York. The amendment changes the solicitation details, including extending the proposal submission date from 27 December 2025 to 9 January 2026 and shifting the response time zone from Central to Eastern Daylight Time. The contract is a 100% unrestricted full and open competition with HUBZone price evaluation preference, using NAICS code 237990 with a size standard of $45,000,000. The project magnitude range is between $25,000,000 and $100,000,000. A key requirement is that all offerors must submit a Project Labor Agreement (PLA) with their proposals, in compliance with Executive Order 14063, with preference given to contractors experienced with residential structure lifting.

BIDDER'S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the preceding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the questions(s). All questions and answers are issued to the bidders "For Information Only" and do not revise the solicitation, plans, or specifications. This applies to prior questions and replies as well.
Please note that the Government may, but is not obligated to, respond to RFIs sent by contractors after 12 December 2025, 11:59pm EST. RFIs are to be submitted to point(s) of contact listed on the solicitation.
Bidder Inquiry 01: We are requesting that the word "residential" be removed from the lifting requirement so that contractors can submit qualifications with experience lifting non-residential structures.
Government Response: Contractors with experience lifting different structure types are not prohibited or restricted from including such experience in their qualifications. However it is notable that experience with homeowners and residential structures is preferred.
Bidder Inquiry 02: Is there a project labor agreement on the project, are there any union requirements on the project, or are the unions listed in the wage rate sheet as a reference for prevailing wage requirements?
Government Response: PLA RFI: A PROJECT LABOR AGREEMENT MUST BE SUBMITTED BY
ALL OFFERORS WITH THEIR PROPOSALS! THIS PROJECT IS SUBJECT TO THE PROJECT
LABOR AGREEMENT (PLA) REQUIREMENTS OF EXECUTIVE ORDER 14063. SEE FAR
