2 – INTRODUCTION
An aboveground storage tank inspection is an engineered approach to determining the current condition of an aboveground storage tank (AST). The inspection process is designed to meet the requirements of various federal and state regulations, industry standards, and best practices. Periodic inspections performed by a certified professional provide a reference point for tank conditions, enabling owners and operators to plan and budget for maintenance and regulatory compliance activities.
Inspections are performed using a variety of techniques under the guidance of the relevant regulations and inspection standards and the professional experience of the AST Inspector.
Inspection techniques are selected to develop high quality data regarding the current condition of the tank. Techniques employed during this inspection included:
• Visual Inspection – A visual accounting by the AST Inspector of the condition of the tank. Visual inspection by an experienced professional can identify many variances and provide guidance for the remainder of the inspection effort.
Each of the inspection techniques are performed by individuals trained and experienced in their use. Our testing staff have been certified to at least Level 1 of the SNT-TC-1A standard published by the American Society for Nondestructive Testing in each of the testing methods described above.

Inspection Guidance:
For equipment not included in this Standard, follow the manufacturer recommended inspection/testing schedules and procedures.
The periodic AST Inspection is intended for monitoring the external AST condition and its containment structure. This visual inspection does not require a Certified
Inspector. It shall be performed by an owner’s inspector who is familiar with the site and can identify changes and developing problems.
Remove promptly upon discovery standing water or liquid in the primary tank, secondary containment area, interstice, or spill container. Before discharge to the environment, inspect the liquid for regulated products or other contaminants and disposed of it properly.
In order to comply with EPA SPCC (Spill Prevention, Control and Countermeasure) rules, a facility must regularly test liquid level sensing devices to ensure proper operation (40 CFR 112.8(c)(8)(v)).
Non-conforming items important to tank or containment integrity require evaluation by an engineer experienced in AST design, a Certified Inspector, or a tank manufacturer who will determine the corrective action. Note the non-conformance and corresponding corrective action in the comment section.
Retain the completed checklists for 36 months.
Complete this checklist on an annual basis supplemental to the owner monthly-performed inspection checklists.
Note: If a change has occurred to the tank system or containment that may affect the SPCC plan, the condition should be evaluated against the current plan requirement by a Professional Engineer knowledgeable in SPCC development and implementation.
