2 – INTRODUCTION
An aboveground storage tank inspection is an engineered approach to determining the current condition of an aboveground storage tank (AST). The inspection process is designed to meet the requirements of various federal and state regulations, industry standards, and best practices. Periodic inspections performed by a certified professional provide a reference point for tank conditions, enabling owners and operators to plan and budget for maintenance and regulatory compliance activities.
Inspections are performed using a variety of techniques under the guidance of the relevant regulations and inspection standards and the professional experience of the AST Inspector.
Inspection techniques are selected to develop high quality data regarding the current condition of the tank. Techniques employed during this inspection included:
• Visual Inspection – A visual accounting by the AST Inspector of the condition of the tank. Visual inspection by an experienced professional can identify many variances and provide guidance for the remainder of the inspection effort.
• Ultrasonic Thickness Testing – A testing method which uses sound waves to determine the thickness of plates, pipe walls, and coatings. TSP uses a dual-element transducer which allows separate determination of metal and coating thickness.
Each of the inspection techniques are performed by individuals trained and experienced in their use. Our testing staff have been certified to at least Level 1 of the SNT-TC-1A standard published by the American Society for Nondestructive Testing in each of the testing methods described above.

4.2 – Inspection Results
A description of the current condition of the tank has been developed based on data collected during the inspection effort. Specific observations are shown in the sections below.
4.2.1 – Foundations and Supports
The tank is supported by steel saddles, resting on poured concrete. Visual inspection identified coating failures with corrosion and scaling at the base of the steel saddles.
4.2.2 – Secondary Containment, Spill Control, and CRDM
The tank is double walled with secondary containment and spill controls provided by the outer shell. The tank is also located within a poured concrete containment area. CRDM is provided by the interstitial monitor installed between the inner and outer shells.
4.2.3 – Shell
Visual inspection of the tank shell found the following conditions:
• Isolated coating failures with surface corrosion.
• Manufacturer labels fading. “No Smoking” label cracking with corrosion staining below.
Corrosion staining is a result of surface corrosion under the labels with no pitting observed.
Ultrasonic Thickness (UT) measurements were taken at seventy-two points. There were no measurements where remaining shell thickness fell below 50% of the original plate thickness.
UT data and analysis is provided in Appendix C.
Due to the external nature of the inspection, neither visual inspection nor UT examination were performed on the primary (interior) shell.
4.2.4 – East Head
Visual inspection of the secondary (exterior) east head did not reveal any variances relative to SP001 requirements.
Ultrasonic Thickness (UT) measurements were taken at eighteen points. There were no measurements where remaining shell thickness fell below 50% of the original plate thickness.
UT data and analysis is provided in Appendix C.
Due to the external nature of the inspection, neither visual inspection nor UT examination were performed on the primary (interior) east head.
4.2.5 – West Head
Visual inspection of the secondary (exterior) west head did not reveal any variances relative to SP001 requirements.
Ultrasonic Thickness (UT) measurements were taken at eighteen points. There were no measurements where remaining shell thickness fell below 50% of the original plate thickness.
UT data and analysis is provided in Appendix C.
Due to the external nature of the inspection, neither visual inspection nor UT examination were performed on the primary (interior) west head.
4.2.6 – Ancillary Equipment
Visual inspection of the tank ancillary equipment did not reveal any variances relative to SP001 requirements. The fire valve and emergency vents moved freely when exercised and the overfill alarm sounded as expected when the test function was activated.
5 – VARIANCE ANALYSIS AND RECOMMENDATIONS
Based on visual observations and data collected during the inspection, TSP has identified variances which may require additional investigation or repair. An analysis of variances, including their severity, is provided below.
Repairs may be completed by any method that conforms to SP001 and SP031. Repair recommendations, if provided, are based on prior experience with similar conditions, but are not an engineering design. TSP shall have no liability regarding the methods selected to correct variances or regarding variances which are not corrected.
5.1 – Critical Variances (Prior to Return to Service)
Critical variances are conditions which present immediate concerns regarding tank integrity or safety. TSP strongly recommends that the tank be placed out of service until all critical variances have been repaired.
SECTION INTENTIONALLY BLANK
NO CRITICAL REPAIRS REQUIRED
5.2 – Code Variances (Mandatory for Recertification)
Code variances are conditions which place the tank out of compliance with SP001 or other regulatory requirements or which may develop into critical variances. TSP recommends that code variances be repaired as soon as possible.
SECTION INTENTIONALLY BLANK
NO MANDATORY REPAIRS REQUIRED
5.3 – Minor Variances
Minor variances are conditions which are within code requirements, but which the Owner may nevertheless wish to address. Based on our experience, repairing minor variances will likely yield improvement in the quality, longevity, or safety of the tank.
5.3.1 – Repair Coating Failures on Saddles and Shell
Visual inspection of the tank supports found coating failures with corrosion and scaling at the base of the saddles. Inspection also observed isolated coating failures on the tank shell with visible surface corrosion. Although pitting of the steel plates was not observed, the damaged coating increases likelihood of additional corrosion which could reduce the service life of the tank.
TSP recommends that the coating in damaged areas be removed by media blasting and that a new exterior coating be applied. Coating removal should be completed in accordance with the SPCC-SP10/NACE 2 (Near-White Blast Cleaning) standard published by the Society for Protective Coatings. The replacement coating should be a two-part epoxy coating applied in accordance with manufacturer recommendations. Coating replacement should be performed by a firm experienced in the application of coatings to aboveground storage tanks.
5.3.2 – Replace Cracked and/or Fading Labels
Visual inspection of the tank shell identified fading/cracking manufacturer and safety labels. TSP recommends removing damaged labels and installing new labels consistent with NFPA 30 §21.7.2.1 and any other applicable marking requirements.
6 – ESTIMATE OF REPAIR COSTS
TSP offers the following estimates of repair costs based on the repair recommendations presented in this report. These estimates are based on TSP's professional experience with tank repairs and are intended to be used for planning and budgeting purposes. Actual repair costs may be higher or lower than the estimates listed below.
Scope of Work Estimated Cost
Repair coating failures on saddles and shell. $2,500 - $4,000
Replace cracked and/or fading labels. $500 - $750
Cost estimates do not include measures for interim storage / management facilities that may be required when the tank is removed from service.
7 – SUITABILITY FOR SERVICE STATEMENT
On February 27, 2024, TSP Tank Services completed an SP001 inspection of Diesel Tank 2 located at 3 Chapel Ave, Jersey City, NJ 07305. Inspection Guidance:
For equipment not included in this Standard, follow the manufacturer recommended inspection/testing schedules and procedures.
The periodic AST Inspection is intended for monitoring the external AST condition and its containment structure. This visual inspection does not require a Certified
Inspector. It shall be performed by an owner’s inspector who is familiar with the site and can identify changes and developing problems.
Remove promptly upon discovery standing water or liquid in the primary tank, secondary containment area, interstice, or spill container. Before discharge to the environment, inspect the liquid for regulated products or other contaminants and disposed of it properly.
In order to comply with EPA SPCC (Spill Prevention, Control and Countermeasure) rules, a facility must regularly test liquid level sensing devices to ensure proper operation (40 CFR 112.8(c)(8)(v)).
Non-conforming items important to tank or containment integrity require evaluation by an engineer experienced in AST design, a Certified Inspector, or a tank manufacturer who will determine the corrective action. Note the non-conformance and corresponding corrective action in the comment section.
Retain the completed checklists for 36 months.
Complete this checklist on an annual basis supplemental to the owner monthly-performed inspection checklists.
Note: If a change has occurred to the tank system or containment that may affect the SPCC plan, the condition should be evaluated against the current plan requirement by a Professional Engineer knowledgeable in SPCC development and implementation.
