2 – INTRODUCTION

An aboveground storage tank inspection is an engineered approach to determining the current condition of an aboveground storage tank (AST). The inspection process is designed to meet the requirements of various federal and state regulations, industry standards, and best practices. Periodic inspections performed by a certified professional provide a reference point for tank conditions, enabling owners and operators to plan and budget for maintenance and regulatory compliance activities.

Inspections are performed using a variety of techniques under the guidance of the relevant regulations and inspection standards and the professional experience of the AST Inspector.

Inspection techniques are selected to develop high quality data regarding the current condition of the tank. Techniques employed during this inspection included:

• Visual Inspection – A visual accounting by the AST Inspector of the condition of the tank. Visual inspection by an experienced professional can identify many variances and provide guidance for the remainder of the inspection effort.

• Ultrasonic Thickness Testing – A testing method which uses sound waves to determine the thickness of plates, pipe walls, and coatings. TSP uses a dual-element transducer which allows separate determination of metal and coating thickness.

Each of the inspection techniques are performed by individuals trained and experienced in their use. Our testing staff have been certified to at least Level 1 of the SNT-TC-1A standard published by the American Society for Nondestructive Testing in each of the testing methods described above.

3 – DESCRIPTION OF THE TANK

Prior to on-site inspection, TSP requested historic information and construction data regarding the tank. Inspection staff also reviewed available nameplate information during the on-site inspection.

3.1 – Tank History

The following tank history was disclosed to the inspector at the time of the inspection. The tank may have a more extensive history than described below. The AST Inspector has not independently verified the information contained in this section.

4 – OBSERVATIONS AND INSPECTION RESULTS

On February 27, 2024, TSP Tank Services completed an API-653 inspection of the Bilge Water Tank located at 3 Chapel Ave, Jersey City, NJ 07305. The inspection was performed by Mr.

Robert Sherby, a certified API-653 and SP001 aboveground storage tank inspector, and overseen by Mr. Ronald E. Swan, Jr., P.E., a certified API-653 aboveground storage tank inspector and registered Professional Engineer in the State of Michigan.

4.1 – Methodology

Specific work required to successfully complete this inspection included:

• Formal External Inspection per SP001 §7.0.

• Identification and verification of tank geometry and appurtenances. (Appendix A)

• Completion of the SP001 Annual Inspection Checklist. (Appendix B)

• Ultrasonic Thickness (UT) Testing of the exterior shell and heads. (Appendix C)

• Photographic documentation of the current tank condition. (Appendix D)

4.2 – Inspection Results

A description of the current condition of the tank has been developed based on data collected during the inspection effort. Specific observations are shown in the sections below.

4.2.1 – Foundations and Supports

The tank is supported by steel saddles that rest on the steel floor of the secondary containment container. The secondary containment container rests on poured concrete. The tank is attached to the saddles by stitch welds.

4.2.2 – Secondary Containment, Spill Control, and CRDM

Secondary containment and spill control are provided by the steel container in which the tank is located. Continuous release detection is provided by the elevated nature of the tank itself. UT measurement of the containment floor found it to have approximately ¼-inch thickness.

The interior coating of the secondary containment was found to be in poor condition with large areas of coating failure and associated corrosion of the steel containment floor. The depth of corrosion is limited and poses no immediate concern for the integrity of the containment.

4.2.3 – Shell

Visual inspection of the tank shell found the following conditions:

• Minor denting across the entire surface, with all observed dents well within acceptable tolerances.

• Localized coating failure on top of tank under platform, with no significant corrosion observed.

Ultrasonic Thickness (UT) measurements were taken at sixty-one points. There were no measurements where remaining shell thickness fell below 50% of the presumed original plate thickness. UT data and analysis is provided in Appendix C.

4.2.4 – East Head

Visual inspection of the east head revealed the following conditions:

• Minor denting on the top north portion of the head, with all observed dents well within acceptable tolerances.

Ultrasonic Thickness (UT) measurements were taken at nine points. There were no measurements where remaining shell thickness fell below 50% of the original plate thickness.

UT data and analysis is provided in Appendix C.

4.2.5 – West Head

Visual inspection of the east head revealed the following conditions:

• Minor denting across the entire surface, with all observed dents well within acceptable tolerances.

Ultrasonic Thickness (UT) measurements were taken at nine points. There were no measurements where remaining shell thickness fell below 50% of the original plate thickness.

UT data and analysis is provided in Appendix C.

4.2.6 – Ancillary Equipment

Visual inspection of the tank ancillary equipment did not reveal any variances relative to SP001 requirements.

5 – VARIANCE ANALYSIS AND RECOMMENDATIONS

Based on visual observations and data collected during the inspection, TSP has identified variances which may require additional investigation or repair. An analysis of variances, including their severity, is provided below.

Repairs may be completed by any method that conforms to SP001 and SP031. Repair recommendations, if provided, are based on prior experience with similar conditions, but are not an engineering design. TSP shall have no liability regarding the methods selected to correct variances or regarding variances which are not corrected.

5.1 – Critical Variances (Prior to Return to Service)

Critical variances are conditions which present immediate concerns regarding tank integrity or safety. TSP strongly recommends that the tank be placed out of service until all critical variances have been repaired.

SECTION INTENTIONALLY BLANK

NO CRITICAL REPAIRS REQUIRED

5.2 – Code Variances (Mandatory for Recertification)

Code variances are conditions which place the tank out of compliance with SP001 or other regulatory requirements or which may develop into critical variances. TSP recommends that code variances be repaired as soon as possible.

SECTION INTENTIONALLY BLANK

NO MANDATORY REPAIRS REQUIRED

5.3 – Minor Variances

Minor variances are conditions which are within code requirements, but which the Owner may nevertheless wish to address. Based on our experience, repairing minor variances will likely yield improvement in the quality, longevity, or safety of the tank.

5.3.1 – Repair Shell Coating Spot Damage

Visual inspection of the shell found isolated coating failures on the top center of the shell near the manway. Although the coating failures are not currently associated with significant corrosion, exposed steel where the coating has failed is likely to corrode at an accelerating rate, particularly as the tank is in a marine environment.

5.3.2 – Replace Interior Coating of Secondary Containment

Visual inspection of the secondary containment found the interior coating to be in poor condition with large areas of failure and associated corrosion of the underlying steel. Coating failure, particularly when coupled with standing water, causes accelerated corrosion of the containment floor plate, which may significantly affect the integrity of the containment area.

TSP recommends that any remaining coating be removed and that a new coating be applied.

Coating removal should be completed in accordance with the SPCC-SP6 (Commercial Cleaning) standard published by the Society for Protective Coatings. The replacement coating should be a two-part epoxy coating applied in accordance with the manufacturer recommendations.

6 – ESTIMATE OF REPAIR COSTS

TSP offers the following estimates of repair costs based on the repair recommendations presented in this report. These estimates are based on TSP's professional experience with tank repairs and are intended to be used for planning and budgeting purposes. Actual repair costs may be higher or lower than the estimates listed below.

Scope of Work Estimated Cost

Repair Shell Coating Spot Damage $1,500 - $2,500

Replace Interior Coating of Secondary Containment $5,000 - $7,500

Cost estimates do not include measures for interim storage / management facilities that may be required when the tank is removed from service.

7 – SUITABILITY FOR SERVICE STATEMENT

On February 27, 2024, TSP Tank Services completed an SP001 inspection of the Bilge Water Tank located at 3 Chapel Ave, Jersey City, NJ 07305.

Copies of employee qualifications to perform the work completed during this inspection are included in Appendix E.

Based on the data collected during this inspection and the criteria established by SP001, the Bilge Water Tank is suitable for its intended service. This suitability for service determination is based on the current condition of the tank, its known history, and an understanding of its intended future use. TSP recommends that the tank be re-inspected whenever the tank is placed into service for a different use, including containment of a different product, or if there is any material change in the condition of the tank.

Owners and operators should carefully review all relevant regulations to ensure that the operation of the tank meets the established requirements, including requirements for future periodic inspections.

Inspection Guidance:

For equipment not included in this Standard, follow the manufacturer recommended inspection/testing schedules and procedures.

The periodic AST Inspection is intended for monitoring the external AST condition and its containment structure. This visual inspection does not require a Certified

Inspector. It shall be performed by an owner’s inspector who is familiar with the site and can identify changes and developing problems.

Remove promptly upon discovery standing water or liquid in the primary tank, secondary containment area, interstice, or spill container. Before discharge to the environment, inspect the liquid for regulated products or other contaminants and disposed of it properly.

In order to comply with EPA SPCC (Spill Prevention, Control and Countermeasure) rules, a facility must regularly test liquid level sensing devices to ensure proper operation (40 CFR 112.8(c)(8)(v)).

Non-conforming items important to tank or containment integrity require evaluation by an engineer experienced in AST design, a Certified Inspector, or a tank manufacturer who will determine the corrective action. Note the non-conformance and corresponding corrective action in the comment section.

Retain the completed checklists for 36 months.

Complete this checklist on an annual basis supplemental to the owner monthly-performed inspection checklists.

Note: If a change has occurred to the tank system or containment that may affect the SPCC plan, the condition should be evaluated against the current plan requirement by a Professional Engineer knowledgeable in SPCC development and implementation.
