About this file

This document is a lead-based paint (LBP) inspection report for Building 606 at the U.S. Military Academy at West Point, conducted by Lead Safe LLC at the request of the U.S. Army Corps of Engineers (USACE). The inspection was performed using portable X-ray Fluorescence (XRF) instrumentation, following the protocol developed by the Department of Housing and Urban Development (HUD), to identify areas with lead-based paint concentrations ≥1.0 mg/cm2 in preparation for planned building renovations.

The comprehensive inspection covered multiple floors and components, revealing widespread lead-based paint presence across various surfaces including structural steel, metal components, walls, stairs, pipes, and mechanical elements. Notable findings include lead-based paint on structural steel, large green bulbous pipe joints in mechanical rooms, metal door casings, window cases, stair components, and even exterior elements like handrails and pipes. The highest lead concentration detected was 64 mg/cm2 on a roof vent pipe, while most metal components showed lead concentrations between 1.1 and 19 mg/cm2. The report emphasizes the potential environmental and worker health hazards associated with lead-based paint, particularly when it deteriorates or is subjected to friction or impact.

Prior to 1978, the use of lead-based paint (LBP) was very common. The use of LBP diminished until it was ultimately banned in 1978 for residential housing, on toys and furniture. When LBP deteriorates or is subject to friction or impact, lead dust and paint chips can be released into the environment resulting in environmental and worker health hazards. Depending on the age of structures, lead-based paint (LBP) may potentially exist, either exposed or covered over with other paints or materials as a result of subsequent renovation.

At the request of USACE, an LBP inspection was conducted at Building 606 of the U.S. Military Academy at West Point to facilitate the planned renovations of this historic building. Lead Safe LLC conducted the inspection based on the protocol developed by United States Department of Housing and Urban Development (HUD) found in Chapter 7 of the Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (HUD Guidelines). According to HUD and US Environmental Protection Agency (EPA), LBP is defined as any coating that contains lead ≥1.0 mg/cm2. The HUD Guidelines specify the use of portable X-ray Fluorescence instrumentation (XRF) for measuring the concentration of lead in paint films because it can detect lead in paint even if it is buried under main layer of paint.

Portable XRF devices use an energy source that excites the atoms in the test area which causes them to emit or fluoresce a wave that the device can detect that indicates the presence of lead. The XRF determines the concentration of lead based on the number of times wave is detected. Lead Safe LLC utilized two XRF instruments for this project: serial numbers 1127 and 2419. For quality control, Lead Safe LLC performed calibration checks daily before testing, after every 4-hours of testing, and at the completion of each day. This is done to ensure the accuracy of the readings throughout the course of the day. XRF results are determined to be positive if they are ≥1.0 mg/cm2 or negative when they are less than 1.0 mg/cm2. OSHA considers any measurable concentration of lead to constitute a potential worker safety concern.

A LBP inspection is surface by surface testing of painted building components to determine the presence or absence of LBP. The protocol specifies all four (4) walls and one (1) of each component in each room be tested with the XRF. Similar components (other than walls) are grouped together so it is not necessary to test every single building component. The HUD protocol requires at least forty (40) of each component (excluding walls) be tested to ensure an accurate representation for untested building components is obtained. If there are less than forty (40) of a given building component present, then all must be tested.

Based on the XRF results, Lead Safe LLC determined all painted structural steel is coated with lead-based paint as are all large green bulbous pipe joints found in the mechanical rooms. A summary of positive results follows:
