About this file

This document is an Amendment (Amendment 0002) for the Lake Montauk Harbor (LMH) dredging project solicitation (Solicitation Number W912DS25BA019) issued by the U.S. Army Corps of Engineers New York District. The amendment modifies the original solicitation by revising specifications for dredging and placement of materials, adding a new pay item for clay material disposal, and updating the bid schedule. Key changes include clarifying requirements for rock, rubble, and debris removal during dredging, specifying placement of cobble/pebble materials, and introducing a new line item (CLIN 0005) for disposal of clay material at 350 tons.

The revised bid schedule maintains the original structure with line items for mobilization, channel dredging and placement (sand and hard materials), final record drawings, debris removal, and the new clay material disposal. The solicitation requires bidders to submit pricing for all line items, with the low bidder determined by the total bid amount. The bid opening remains scheduled for 26-Aug-2025 at 2:00 P.M., and bidders are warned that any deviations or conditions added to their bid may result in rejection. The amendment also includes a question and answer section addressing material placement and disposal requirements.

Amendment 0002

1. The following changes shall be made to the specifications and Revised Bid Schedule The New York District has received questions about this contract.

1) SPECIFICATIONS:

1-Section 31 24 00.00 18 replace para 2.1 and para 3.2.1 as below:

-para 2.1 The character of materials within the borrow areas is provided in Section 00 31 32.03 18 Composite Grain Size Distribution Curves and Grain Size Scales for Sand Sediments.

Expect rock, rubble, or any other debris is to be encountered during dredging and must be removed as stated in the contract drawings. Rock and cobbles larger than ten (10) inches in diameter which is excavated and placed on the beach will be removed by the contractor, totally at his own cost. Rubble, or any debris larger than two (2) inches in diameter which is excavated and placed on the beach will be removed by the Contractor, totally at his own cost. If the Contractor fails to remove the rock, rubble, or any other debris, such material may be removed by the Government and the cost of such removal may be deducted from the money due, or to become due to the Contractor or may be recovered under his bond. Bidders are expected to examine the site of the work and boring samples and decide for themselves the character of the materials.

-Para 3.2.1 Placement The sand material dredged from the designated borrow areas must be placed on the beach fill areas to the specified limits and cross sections shown on the drawings. The sand material must be deposited as evenly as practicable by the hydraulic method to form a comparatively smooth and uniform beach surface. A tolerance of 1 foot, measured vertically, will be allowed above the required design grades.

The cobble or pebble material under ten (10) inches dredged from the designated borrow areas must be placed on the beach fill areas where existing cobbles or pebbles are present.

The cobbles or pebble material under ten (10) inches should not be placed on top of existing sand material.

2- Section 01 20 00 Price and Payment adding a para for 1.4.3 Disposal of Clay Material para 1.4.3

1.4.3 Disposal of Clay Material

1.4.3.1 Payment:

Payment will be made for costs associated for Disposal of Clay Material.

1.4.3.2 Unit of Measure

Unit of measure: TON.

2) QUESTIONS AND ANSWERS

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.

This is for bidder’s reference only and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided.

Questions: The reef spec limits pieces <1 cu ft to 25% by volume. Most of our “hard material” will be dense clay/gravel with cobbles under 1 cu ft, so it appears ineligible for reef placement. Where is this material required to go, and under what pay item should it be disposed?

Answer: See revisions in this amendment
