About this file

This is Amendment 0006 to solicitation W912DS24B0015 for the Spring Creek North Ecosystem Restoration Project in Queens & Brooklyn, New York, issued by the US Army Corps of Engineers New York District on January 10, 2025.

The amendment makes one substantive change to specification section 31 00 10 part 2.1.1.1, revising the acceptable pH range for sand fill from 4.0-6.0 to 4.0-8.0. The amendment also includes Q&A responses addressing contractor inquiries about sand gradation requirements, hydrographic surveys, and placement tolerances. The government declined to modify the gradation specifications or placement tolerance requirements (+/-0.1ft for thin layer cap), noting the tolerance "is achievable and has been a standard on past projects." The government confirmed a hydrographic survey of Jamaica Bay will be provided to the awarded contractor. No drawings or other specifications were added, deleted or modified by this amendment.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).

Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Bidder Inquiry 01: Spec Section 31 00 10, Part 2, 2.1.1.1 Composition: We have reached out to multiple local suppliers and they can not meet the required gradation requirements. Please consider loosing the gradation specifications.

Government Response: The government will consider this but there are no changes to the specifications at this time.

Bidder Inquiry 02: Spec Section 31 00 10, Part 2, 2.1.1.1 Composition: If we must meet the gradation requirements for clean sand, please provide the suppliers that can meet the requirements.

Government Response: The government cannot specify suppliers for clean sand.

Bidder Inquiry 03: Has there been a hydrographic survey of Jamica Bay that you can provide, specifically the area identified for “Staging area for material delivery via Barge and on-site slurry plant” on drawing GC-401? We have concerns about the water depth and being able to deliver sand via barge to that location.

Government Response: A hydrographic survey will be provided to the awarded contractor.

Bidder Inquiry 04: Specification section 31 00 10 part 2.1.1.1 Composition - has a pH range of 4.0 to

6.0. Please consider raising the pH level to 9.0 for this material.

Government Response: The government will accept a pH range of up to 8.0 for the sand fill.

Bidder Inquiry 05: The required tolerance for the thin layer cap of +/-0.1ft is not possible in a marsh environment especially given the unknown settlement rate that may or may not occur during the 2 week tidal flushing events. Please consider expanding the allowable tolerance for the placement operations.

Government Response: The required tolerance is achievable and has been a standard on past projects.
