BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).

Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Bidder Inquiry 01: Please confirm questions can be directed to you via this email address.

Government Response: Yes.

Bidder Inquiry 02: Are there any “Set Asides” for this contract. For example, Small Business?

Government Response: Addressed in block 10, Item 1 “1. 100% Unrestricted Full and Open Competition with HubZone Price Evaluation Preference.”

Bidder Inquiry 03: Are there any Minority or Woman Owned Business Requirements for this project?

Government Response: Addressed in block 10, Item 1, there are no requirements for Minority or Woman Owned Business Requirements for this project.

Bidder Inquiry 04: Please confirm Clean Sand is the material to be used for Thin Layer Placement.

Government Response: See Section 31 00 10 (2.1.1) in Specifications for use of clean sand for Thin Layer Placement.

Bidder Inquiry 05: Can any mechanical grading be performed after Thin Layer Placement in to achieve the 0.1 FT tolerance?

Government Response: It is possible to achieve the sub 2psi ground pressure criteria, either with low-ground-pressure equipment or the utilization of matting to distribute the weight of equipment. Equipment heavier than 2 psi or without the use of matting is not permitted.

Bidder Inquiry 06: Will there be a Pre-Bid onsite meeting or conference for this project?

Government Response: Yes.

Bidder Inquiry 07: There are “Upland Areas” shown on G-402 with contours as a fill but it is not hatched. Is this area considered Upland Enhancement or something else? Is it to be planted?

Government Response: The area designated for excavated fill placement should be stabilized and planted as shown on the LP-Series, furthermore for grading requirements refer to the CG-Series. In contrast, the Upland Enhancement Areas limit the scope of work to invasive species plant management and planting (i.e. There is no earthwork proposed).

Bidder Inquiry 08: Can you please provide soil analytics for the areas to be excavated, including the optional area?

Government Response: See Appendix E for the Geotechnical Design Report and Appendix F for the Hazardous Toxic Radioactive Waste (HTRW) documentation that was prepared for the Design Documentation report.

Bidder Inquiry 09: How will the excavation and disposal of contaminated and hazardous material be compensated under this contract?

Government Response: The contaminant concentrations found on-site and in the excavated soil are presented in Appendix F of the Design Documentation Report (see response to #8). Review of historical data resulted in an issuance of a NYSDEC exemption from Part 360.13 which allows the soil to be excavated and placed on-site followed by capping with 1-ft of clean cover pursuant to Part 360.12(c)(1)(iv)(a). If hazardous waste is encountered during construction, work must be stopped and subsequent investigations and remedial actions must take place at the expense of NYC Parks. This scenario is highly unlikely and would be unexpected and would not be a part of this construction contract.

NOTE TO BIDDERS

Please be reminded to review and abide by all conditions in the NPS Special Use Permit for Thin Layer Placement including but not limited to submission of work and safety plans & obligation to prevent minimize mitigate damage to Park resources.
