BIDDERS’ QUESTIONS AND GOVERNMENT REPLY:

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).

Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Bidder Inquiry 01: Please clarify which material listed in Specification Section 31 00 00 is required for the proposed Levee Embankment and Inspection Trench.

Government Response: Please see Paragraphs 1.5.12 to 1.5.15 in Section 31 00 00 regarding this inquiry.

Material in these sections include the toe drain.

Bidder Inquiry 02: Please clarify where the Select Earth Fill Material is to be used as described in Specification Section 31 00 00 Paragraph 1.5.13.

Government Response: Select Earth Fill Material is to be used for levee embankment construction.

Bidder Inquiry 03: Please clarify where the Select Granular Material is to be used as described in Specification Section 31 00 00 Paragraph 1.5.10.

Government Response: Select granular material will be used for sand adjacent to the floodwall and for the sand toe drain in the levee section.

Bidder Inquiry 04: Specification 31 62 16.16 Paragraph 3.3.4.3 says to perform 1 pile lateral load test. Please clarify under which bid item this is to be paid and if this test pile is in addition to the seven sets of test piles per Bid Item 0010.

Government Response: It is recommended that pricing for the required lateral load tests is included under CLIN 0011 – “Static Load Tests”, not under CLIN 0010 “Furnish and Drive Test Pile Sets”

Bidder Inquiry 05: The drawings call for a 100A receptacle on the side of the NEMA4X cabinet at the transfer switches according to the drawings, however the specifications call out for a CAM lock connection at the transfer switch and the switch is to have a hinged door with a weatherproof flap. Please clarify what is required.

Government Response: Both are required. The receptacle (20A) shall be weatherproof with a hinged enclosure. This requirement is separate from the cam-locks and hinged door.

Bidder Inquiry 06: All conduits are to extend into the service cabinet and connected with Meyers hubs or equivalent, however how should these conduits be extended from the hubs into the panel? Please clarify.

Government Response: Provide either 1 or 2 enclosures depending on equipment manufacturer. The conduits will not extend pass the hubs.

Bidder Inquiry 07: There are (2) 1kW heaters noted on the drawings. Where are they to be installed? Currently, there aren’t any circuits identified in the panel to power these. Please clarify.

Government Response: Please see circuits 5 and 7 in both panel schedules for heaters. Heaters are required by specs to prevent condensation on the electrical controls.

Bidder Inquiry 08: The Government Response to Bidder Inquiry 23 in Amendment 0005 says that Options 4 through 7 are only for additional pile lengths based on the PDA test results. However, this does not explain why there are four different bid items for the additional pile lengths. If the testing concludes that longer pile lengths are needed than the design lengths shown on the plans, then wouldn’t only one optional bid item be sufficient? Is there a reason there are four separate bid items instead of just one as typically seen on previous USACE projects? Please clarify the Government’s intent behind the 4 optional bid items for the additional pile lengths.

Government Response: These options were set at specified lengths of additional pile but the amount of actual additional length, if required at all, is uncertain until the pile testing is completed. Depending on the length of additional pile determined at the conclusion of the pile testing program, all, some or none of these Options 4 through 7 may be exercised.

Bidder Inquiry 09: Refer to amended Spec Section 01500, Paragraph 3.6.1.d.9 which mentions the Contractor is to “provide the following office equipment and services for the field office: 9. Earle Field Office Janitorial Services on a bi-weekly basis”. Please confirm if the Earle Field Office is in the proximity of the jobsite and if not, please provide its location in relationship to the jobsite and any access requirements for the cleaning crews.

Government Response: Spec Section 01500, Paragraph 3.6.1.d.9 refers to the Government Field Office which will be utilized by the Contracting Officer Representative (COR) and other USACE Construction Division personnel. This US Navy Office is located on Sea Breeze Avenue in Leonardo, NJ 07737. This is not to be confused with Naval Weapons Station Earle in Colts Neck New Jersey. The Contractor shall provide an office cleaning contract through is a civilian company at this site. Access is available after a security clearance is obtained from the base for each employee. The security office is on the main base in Colts Neck just inside the gate at 201 NJ-34, Colts Neck, NJ 07722.

Bidder Inquiry 10: Specification section 033000 1.2 F defines mass concrete, but the specification doesn’t provide any information on the requirements to install, cure, ect. Can you please provide information on what is required for areas that fall under the definition of mass concrete?

Government Response: The specifications listed in Section 03 30 00 applies to mass concrete. Refer to ACI 301 for additional requirements.

Bidder Inquiry 11: Please reference drawing S-301, note 12 and drawing S-302, note 13. Instead of a 2” diameter hole at the rebar location, can the cutoff wall steel be notched from the top of the wall down to the rebar location? The hooks on the footing rebar will make it difficult to install through a hole.

Government Response: The contractor shall not cut out any portion of the sheet pile wall embedded in the concrete. The vertical bars at this location may bend in the opposite direction to avoid penetrating the sheet pile. Contractor may submit alternatives for reinforcing in shop drawings and RFI’s post-award, no changes in contract will be authorized during the solicitation process.

Bidder Inquiry 12: Details 1/dwg. S-302 and detail 2/dwg. S-302 show a second black line and a 3” dimension callout above the short direction bottom rebar. Is this line drawn there by mistake or is this a second layer of short direction rebar on top of the long direction rebar?

Government Response: This line is a continuation of the 3” dimensional call out. This line does not represent rebar.

Bidder Inquiry 13: Please confirm that detail 4, sheet S-301 applies only to H-piles and not to the embedded sheet pile.

Government Response: Correct this detail only applies to the H-Piles.

Bidder Inquiry 14: Note III. B. of Drawing S-0001 states “CONCRETE REINFORCEMENT SHALL BE ASTM A615, GRADE 60 AND CONFORM TO SECTION 03 30 00 CAST-IN-PLACE CONCRETE.”. Numeral

1.5.1.1 of Section 03 30 00 refers to Epoxy Coated Reinforcement Steel. Can you please advise if all reinforcement steel shall be epoxy coated?

Government Response: The rebar is intended to be uncoated.

Bidder Inquiry 15: Refer to Government response to bidder inquiry 34 on Amendment 5: The bidder is referring to the 24” CMP smooth lined overflow culvert shown on sheet C-103. Please provide specs of the pipe material.

Government Response: This pipe has been revised to RCP in C-103 under this amendment.

Bidder Inquiry 16: The Government Response to Bidder Inquiry 13 from Amendment 0005 states plan sheet S- 522 is for the temporary cofferdam support of excavation at the Campbell Avenue Culvert. However, it is still unclear as to what the expectation is for this SOE since the proposed culvert has an invert elevation of 0.00’ while sheet S-522 shows the bottom of excavation at elevation -14.0. Plan sheet C-111 shows the site location of the Campbell Ave Culvert just west of the existing bridge. Plan sheet C-203 shows the plan and profiles of the proposed triple culvert and swales. However, neither drawing nor the specifications explain why the Contractor would need to excavate 14’ below the invert of the culvert pipes. Also, there are no proposed culverts anywhere on this project that would require excavation as deep as elevation -14.0’. Additionally, the drawings and notes on plan sheet S-522 are confusing and it is unclear as to what the expected scope of work is and the purpose of this plan page. It is critical that we understand this detail because a portion of this sheeting is stated to be permanent, however the drawing is not to scale, so how could we determine anything from this? Please clarify in detail.

Government Response: Excavation, offsite disposal, and backfill is required at the Campbell’s Avenue Culvert due to analysis of the native soils and the calculated settlement of these new features. See amended sheet C-203 for further clarification.

Bidder Inquiry 17: Can you please provide us with the anticipated calculated settlement for the Earthen Levee?

Please also advise how the contractor will be compensated for the additional Select Earth Fill Material to be placed, to regrade the embankment?

Government Response: The calculations requested will not be made available to bidders prior to the contract award. Bidders should not assume additional earth fill material be required due to settlement.

Bidders should refer to 52.236-2 Differing Site Conditions.

Bidder Inquiry 18: Please provide details for the pavement, subbase, and gravel for the proposed Henry Hudson Trail extension.

Government Response: See C-302 and C-303 in this amendment.

Bidder Inquiry 19: Please refer to drawing C-107 and provide details of the surface of the Henry Hudson Trail like thickness of the asphalt layers and the transition between asphalt and gravel. Furthermore, the number of cross sections on the mentioned sheet is insufficient for the purpose of estimating the earthwork volumes. Please provide more cross sections.

Government Response: See C-302 and C-303 in this amendment. All necessary cross sections are provided.

Bidder Inquiry 20: Refer to answers to bidder inquiries 36 to 41 on Amendment 5: The items mentioned on those questions have been deleted from the revised bid scheduled. However, please confirm that the cost of those items is still to be included in CLIN 006; if that’s the case, please provide the answers to the original questions which would help in calculating the cost of those activities. See the original questions below:

a. removal and plugging of existing culvert and utility mains: Please provide the locations on plan of the items of work in the description.

b. saw cut pavement and re-built pavement: Please provide the locations on plan of the items of work in the description.

c. regrade property and remove trees at 203 Wilson Avenue: Need grading drawings of the lot, count and size of the trees to be removed. In addition, please confirm the address; a Google maps search puts this address outside of the general area of work, to the south of Rte. 36.

d. traffic control and signs: Does this pertain to Maintenance of Traffic or permanent traffic controls and signs? Other than a couple “Blind Corner” signs on C-107, there is no other indication of traffic controls or signs on the provided drawings.

e. removal and replacement of beam guide rail, chain link fence: Need plans showing location, length, details.

f. clearing and grubbing, planting and seeding, erosion and sediment control measures, and site restoration, in accordance with the drawings and specifications: Please clarify if this item of work pertains to the Henry Hudson Trail or to the entire site.

Government Response:

a. Utility work schedules are provided on Sheets C-108 through C-109. The manholes to be removed are provided, this work would include the removal of the manhole and any associated appurtenant work to secure the manhole removal.

b. This work was completed under Contract 4A and intentionally removed from this contract’s bid schedule description.

c. This work was completed under Contract 4A and intentionally removed from this contract’s bid schedule description.

d. This work was completed under Contract 4A and intentionally removed from this contract’s bid schedule description.

e. This work was completed under Contract 4A and intentionally removed from this contract’s bid schedule description.

f. Planting and seeding are indicated on the landscaping plans L-101 through L-106. Erosion and sediment control measures will have to be implemented per the specifications and requirements from the Freehold SCD. Site restoration is required for the entire site by default. Clearing and grubbing required for the entire site, except any areas that are marked off by EB.
