About this file

This document is an amendment to Solicitation No. W912DS-24-B-0011 for the Maintenance Dredging of the New York and New Jersey Harbor, Port Jersey Channel, New Jersey, Federal Navigation Project.

The amendment clarifies several items, including the anticipated award and notice to proceed timeline, allowance for bed-leveling, requirements for side slopes and box-cutting, and inconsistencies between the bid schedule and project plans. It also provides responses to questions received from potential bidders. The project involves mechanical dredging of approximately 420,000 cubic yards from the Port Jersey Channel to a depth of -50 feet Mean Lower Low Water plus 1-foot allowable overdepth. The dredged material is to be transported and placed at the Historic Area Remediation Site. The work is estimated to cost between $5,000,000 and $10,000,000, with liquidated damages of $2,520 per calendar day of delay. The solicitation is unrestricted, and the government intends to award the contract in August 2024.

AMENDMENT 0002

AMENDMENT 0002

Maintenance Dredging of NY&NJ Channel, Port Jersey Channel

Federal Navigation Project Solicitation No. W912DS-24-B-0011

The purpose of this Amendment 0002 is to respond to RFIs received by potential bidders and revise plan sheets VH- 102, VH-105, and VH-106 for consistency.

Q1. When does USACE anticipate award of the project?

A1. USACE would like to issue contract award as early as practicable, anticipated in the August – September 2024 time frame but is subject to change at USACE’s discretion.

Q2. When does USACE anticipate issuing the Notice to Proceed?

A2. USACE would like to issue Notice to Proceed as early as practicable, anticipated in the August – September 2024 time frame but is subject to change at USACE’s discretion.

Q3. Is bed-leveling (dragging) allowed?

A3. Per Section 35 20 23 Paragraph 1.2.5, “An environmental bucket is required for this project…TOGS 5.1.9)”. Per Section 00 90 02 Paragraph 3.1.1 (2), “The contractor must comply with all conditions of the Water Quality Certificate(s)”. In addition, per Section 01 30 00 Paragraph 1.10, “…Should any shoals, lumps, or other lack of contract depth be disclosed by this examination, the Contractor will be required to remove same by dredging at the contract rate for dredging or by other method approved by the Contracting Officer, but if the bottom is soft and the shoal areas are small and form no material obstruction to navigation, the removal of such shoals may be waived by the discretion of the Contracting Officer and/or his Representative…”

Q4. Spec Section 3.2.7.2 Side Slopes states "Side slopes in the dredge areas within this contract will be measured and paid based on a 3 feet horizontal to 1 foot vertical ratio. Dredging on side slopes must follow, as closely as practicable, the dredge area limits indicated on associated layout drawings." This section does not state specifically if side slopes are required to be dredged. Please clarify is sides slopes are required to be dredged and cleared to the 3:1 slope?

A4. Side slopes are required as indicated in the “Typical Cross Section” Project Plan VH-102, Sheet 2 of 6.

Q5. Is box-cutting of the slopes allowed?

A5. Per Section 35 20 23 Paragraph 3.2.7.2, “Dredging on side slopes must follow, as closely as practicable, the dredge area limits indicated on associated layout drawings”. In addition, per Section 00 90 02 Paragraph 3.1.1 (2), “The contractor must comply with all conditions of the Water Quality Certificate(s)”. The WQC / FCD for this project permit dredging to -50 feet MLLW plus 1 foot of allowable overdepth (or 0.5 foot of allowable overdepth

W912DS24B0011

over the PVSC Corridor), with side slopes extending 150 feet orthogonal to the channel toe on a plane / slope of 1 foot vertical on 3 feet horizontal.

Q6. Specification Section 01 11 00, 1.2.1 “Project Description” indicates that Option 2 includes “Central Reach” and “PVSC Corridor” and that both CLIN 0005 and CLIN 0006 are Option 2. This is inconsistent with the Bid Schedule which indicates that CLIN 0006 is Option 3. Please clarify.

A6. Please see Amendment 0001 for the revised Bid Schedule. Option 2 contains two subCLINs under CLIN 0005; CLIN 0005AA Central Reach Dredging, and CLIN 0005AB PVSC Corridor.

Q7. Project Plan VH-102, "Typical Cross Section" presents ‘Required’ and ‘Overdepth’ elevations that are inconsistent with the project depths on the "Bid Schedule" and Specification Section 01 11 00, 1.2.1 "Project Description". Please clarify.

A7. The “Typical Cross Section” located on Project Plan VH-102 is based off of the typical bottom of the sea level in relations to the project depth of -50 feet Mean Lower Low Water plus 1 foot allowable overdepth for the majority of the channel and does not include a representation of a cross section of the dredging area over the Central Reach and PVSC Corridor. The project depth over the PVSC Corridor is at -50 feet Mean Lower Low Water plus

0.5 allowable foot overdepth. See revised Project Plan VH-102, “Typical Cross Section” for consistency. Please note that the “Typical Cross Section” is NOT TO SCALE.

Q8. Please provide the X,Y coordinates of the line you’re using to split the Basic Work and Option 1.

A8. Please see the revised plan sheets VH-105 AND VH-106 for the Easting (X) and Northing (Y) coordinates.
