QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the offerors “For Information Only” and do not revise the solicitation, plans or specifications.)
BIDDER INQUIRY 1: TS-100 thru TS106- #1 Drawings are asking for splicing of most of the fiber cables and new duct banks that will be encased in concrete. With no elevations, pathways to take, what’s existing that will need to stay and vice versa. Can depth be provided?
GOVERNMENT RESPONSE 1: The routes for all outside plant cables, new and existing requiring splicing/work, are shown and indicated on the Contract plans (Shts. TS-101 thru TS- 106). Sht. ET-603 also clarifies requirements pertaining to the outside plant telecom cables.
While the exact conduit/innerduct is not specifically indicated for some of the cables, however, the route/path is shown on the contract plans, for determining distances and requirements. All existing outside plant telecom cabling that is made inactive (dead) after splicing by the Contractor is required to be removed, as per Sht. ET-100, General Note No. 10 and Sht. ET-603, General Note No. 11. Sht. TS-107, ‘Existing Ft Hamilton Communications Base Map’ shows all the existing outside plant telecom cabling with routing. This existing plan can be utilized by the Contractor to determine the cabling (portion of or entirely) to be removed which is made inactive after splicing. For instance, all the existing multi-mode fiber optic cabling (FOC) which is indicated to be replaced with new single mode (SM) FOC, will need to be removed after the SM FOC is installed and active in the existing facilities, as per Sht. ET-603, Keyed Note No. 7. Sht.
ET-603 indicates all the existing facilities where the multi-mode fiber optic cables are to be replaced with SM FOC. Please note that the Contractor will be required to provide duct bank profiles for all new duct banks, as per Sht. ES-502, General Ductbank Note No. 7 and Spec Section 33 71 02, par. 3.5.9, which will require locating and marking of underground utilities as per Section 01 11 00, par. 1.7. The contract plans (i.e., Sht ES-502) and specifications (Spec Section 33 70 02 & 33 82 00) clearly indicate the installation requirements for the telecom duct banks, as well as the minimum required burial depth. Specification Section 01 11 00, par. 1.7 ‘LOCATION OF UNDERGROUND UTILITIES’, clarifies the Contractor’s responsibilities pertaining to obtaining Digging Permits as well as locating and marking of underground utilities.
The Government (NEC) will provide butterfly drawings of the existing manholes after the award of the contract, due to the sensitive nature of this information. The contractor will be required to submit the Manhole Butterfly Drawings (for both new and existing manholes) in CAD format.
