QUESTIONS AND GOVERNMENT REPLY:

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the offerors “For Information Only” and do not revise the solicitation, plans or specifications.)

BIDDER INQUIRY 1: Please confirm all equipment and services specified for this project complies with FAR 52.204-25 regarding banned equipment and services from certain Chinese firms.

GOVERNMENT RESPONSE 1: The project drawings and specifications specify only two brand name manufacturers for electronic systems (DAQ and Simplex). Neither of those manufacturers are prohibited by FAR clause 52.204-25.

Pursuant to Section 01 33 00, The Contractor's Quality Control (CQC) System Manager are to check and approve all items before submittal and stamp, sign, and date indicating action taken.

Proposed deviations from the contract requirements are to be clearly identified.

Product submittal(s) from a prohibited source shall be considered a deviation from the contract requirements.

BIDDER INQUIRY 2: The canopies shown on S-305 are "By Others". Please confirm the owner is furnishing and installing these items, and shown for coordination purposes only? Please confirm these canopies are painted by owner as well.

GOVERNMENT RESPONSE 2: The canopies shall be designed, furnished, and installed by the Contractor. Drawing sheets S-305 and S-503 have been updated and reissued with this amendment.

BIDDER INQUIRY 3: Is fireproofing required on this project? If yes, what is the scope of work?

GOVERNMENT RESPONSE 3: This building is a construction type IIB, and fireproofing is not required per the IBC Tables 601 and 602. Drawing sheet G-002 has been revised and reissued to remove language about fire proofing.

BIDDER INQUIRY 4: As per drawing (S-501- Section C4). The maximum depth of excavation will be at least 9' feet below grade (Top of footing- 7' below grade + 1'-4" footing depth + 12" stone below), no support of excavation or shoring drawings have been provided in the initial contract drawings. Please clarify on how to proceed with this.

GOVERNMENT RESPONSE 4: Excavation and trenching shall comply with the requirements of EM 385-1-1. There is sufficient space within the project boundaries for sloping or benching.

Maximum allowable slopes and allowable configurations for sloping and benching systems shall be determined by the contractor in accordance with the conditions and requirements set forth in 29 CFR 1926, Subpart P, Appendices A and B. See also EM 385-1-1 Figure 25-1.

Dewatering work plan and calculations, if needed, are to be prepared by the contractor. Refer to Section 31 00 00.

BIDDER INQUIRY 5: Is there a basis of design product in mind for the exterior aluminum windows? Details for these windows are generic but do show a window system with 11” depth.

Is 11” window depth a requirement for this project? I do not know of a window system that has

11” depth. The system with the profile closest to what is shown on the drawings would be a curtain wall system with 2 ½” face cap sightline & 10 ½” depth. Please advise if a curtain wall system with 10 ½” mullion depth is an acceptable product for the exterior W2 windows or provide a basis of design manufacturer & window model.

GOVERNMENT RESPONSE 5: For the window design, the 11” depth is not meant to be a definite number. Refer to revised sheet A-607 with added notes indicating the 11” depth should be verified in field, however the requirements for the dimensions of the aluminum window frame are:

1. That the glazing must be aligned to the insulation.

2. The depth of the window must be large enough for anchoring into the CMU.

Please note that the exterior windows need to meet the salient characteristics and performance requirements listed in the specification.
