BIDDER’S QUESTIONS AND GOVERNMENT REPLY

1. 1) Is it a requirement to use Tridium Niagara Framework (Niagara AX) or shall a BACnet-based solution be permitted? RESPONSE: Please refer to Section 23 09 23.02 for requirements.

2) Is Automated Logic as installed by Radius Systems an acceptable alternate for the Building Automation System scope of work? RESPONSE: Any substitutions for requirements will be evaluated at the time of the submittal review process

2. We were unable to locate Chain Link Security Fence Specifications as noted on Drawing C- 502 Details. Will this section be provided via an amendment? RESPONSE: Specification Section 32 31 13 Fencing has been added.

3. Please confirm the last date to submit RFI. RESPONSE: The date will be provided at a later time. The Gov will make it so that there are at least 10 calendar days before the final bid due date.

4. 1. Drawing CS-103 Note 1 calls for fence to be part of optional bid item. Also, Note I for fencing states optional bid item attached to primary bid documents. Note J states fence gate to be part of base bid. Please clarify. RESPONSE: Please refer to the revised drawings in Amendment 0002 for clarification.

2. Drawing CS-101 calls for Bid Option #2 for generator pad, but bid schedule does not show the same. Please advise. RESPONSE: Please refer to the revised drawings in Amendment 0002 for clarification.

5. Bid Item #003 lists only three (3) buildings (1913, 1918 & 1939) wheras spec 01 11 00 (Summary of Work) states demolition of four (4) buildings (2839 SM). Also, Spec 02 82 00 mentions four (4) buildings (1913, 1918, 1939 & 3446) to be abated. Please advise if bldg.

3446 is also to be demolished along with asbestos abatement? If so, please provide necessary drawing for bidding purposes. RESPONSE: The number of buildings to demolish is three, the spec sections are hereby revised to reflect the change. Any reference to Bldg 3446 should be disregarded.

6. 1. Sheet C-502/C1 Security fence detail - Note refers to specifications for fence materials, sizes, etc. Please provide specifications for fence to clarify which fence fabric and pipe to use. RESPONSE: Specifications section 32 31 13 is hereby issued in this amendment.

2. Sheet C-502/C1 - Is the top rail continuous or only at terminal brace connections?

RESPONSE: Refer to specifications section 32 31 13, the top rail displayed on the detail is only required on both sides of each gate, terminal connection, corner post and end post.

3. Sheet C-502/C1 - Please confirm concrete footing size on all posts to be 20" diameter?

RESPONSE: All concrete footings for fence posts in any location are 20” in diameter.

4. Sheet CS-103/Note #2 - Please provide Cantilever gate and operator specification and make and model detail. RESPONSE: Specifications section 32 31 14 and drawing C- 502A details are hereby issued in this amendment.

7. Please advise if the Government would enforce the ICC Technician Certification requirements as specified in Spec section 01 45 35. This would affect the price change for the soils/concrete technician. RESPONSE: Yes the certification is required.

8. We are unable to find any precast concrete suppliers that will do the precast work mentioned in the drawings - especially for the igloos. Will the government consider accepting cast in place igloo instead of precast? RESPONSE: No. This is a standard design which has been approved by the DDESB. Any changes to the approved designs, other than minimal site adaptation, would require resubmission and approval by the sponsoring Service’s explosives safety organization and subsequently by the DDESB prior to construction. The Gov has not experienced the issue of not finding precast suppliers, there isn’t one that was used as part of the basis of design. Consider widening the search area for available suppliers.

9. Plan sheet S-001, Soils/ Foundations section, Note 1 says that the Government will accept the risk of soil liquefaction in the event of a seismic occurrence. The specifications contain sections 31 32 19.17 and 19 that describe deep compaction methods for insitu soils. Is the Contractor to densify the existing soils as part of the work on this project or not? It would appear that the plans and specification contradict one another. Any direction you can furnish is appreciated. RESPONSE: Please refer to the revised drawings in Amendment 0002 for clarification.

10. In the event of unexpected and significant supply chain and vendor price increases, will the Contracting Officer entertain and consider a request for equitable adjustment involving cost increases, time extensions to obtain materials from alternate sources or a request for product substitution with an "equal" product? RESPONSE: In such event the contractor is advised to follow the contractual procedures for equitable adjustments. Any requests will be evaluated in accordance to the terms of the contract and the FARS contained within the contract.

11. In the event of unexpected and significant supply chain manufacturing and transit delays will the Contracting Officer entertain and consider a request for equitable adjustment to grant excusable delay time extensions to obtain materials from the current sources or from alternate sources or associated with a request for product substitution with an "equal" product in an effort to mitigate the supply chain delay? RESPONSE: In such event the contractor is advised to follow the contractual procedures for equitable adjustments. Any requests will be evaluated in accordance to the terms of the contract and the FARS contained within the contract.

12. Amendment 0002 issued Monday, 12/27/21, pages 23 and 24 under item #2 Drawings -states "The following DRAWINGS have been REVISED and REISSUED." However, no drawings have been posted on BetaSam. Please advise. RESPONSE: Please revisit the website, plans are posted.

13. Please confirm if there is a geotechnical report for Amendment #2 and circulate. Thank you.

RESPONSE: Geotechnical field notes are included in the drawings; the geotechnical report will be issued FOR INFORMATION ONLY.

14. Drawing S-001 in Addendum 002 states subsurface soils beneath the munitions igloos shall be improved in accordance with the requirements of these contract documents and as described in the GeoTechnical Report No. 21-138. Please provide the GeoTechnical Report.

RESPONSE: Geotechnical field notes are included in the drawings; the geotechnical report will be issued FOR INFORMATION ONLY.

15. Summary of Changes (Amd 0002) indicates there are modifications to the bid schedule with regards to Total Base Bid, Total Optional Items and Total Base + Options. We see no change to the original bid schedule. Will a new bid schedule be issue with intended changes? RESPONSE: Please disregard the note, it was included in error.

16. In Amendment 002 As-Built drawings were provided for Bldgs. 1915, 1916 and 1917 which are not in the contract for demolition. Please clarify the purpose of these six (6) As-Built drawings. RESPONSE: The only available information that we could find on the building slated for demolition is included in amendment 0002. Those only apply for Bldg 1918. Since Bldg 1918 was part of larger complex of similar buildings, references to the other buildings can be disregarded.

17. Detail A-1 on drawing A-501 calls for blinds. Please provide specs for window blinds.

RESPONSE: Refer to the added Specification 12 21 00.

18. Plan sheet S-001, Soils/ Foundations section, Note 6 references a Geotechnical Report.

This report does not appear to be included in the documents provided by the Government.

Please provide a copy of the Geotechnical Report. RESPONSE: Plan Sheet S-001, Soils/ Foundations Note 5 references a Geotechnical Report whose boring logs are provided in Sheets B-100 through B-105, along with additional information and requirements in Various C and S Sheets and the Specifications. Geotechnical report is herby included as a reference ONLY.

19. Please provide dimensions for the concrete headwalls identified on CU102. Detail D2/C503 shows the small center section, however the plan on CU102 shows wings at each location as well. RESPONSE: Detail D1/C-509 provides dimensions for headwall wings based on the diameter of the effluent pipe. The detail reference on CU102 has been updated accordingly.

20. Please clarify the scope of work that the contractor is to perform regarding the installation of the Fire Alarm System. The drawings only show the 2 FACP, there are no Initiating devices or signaling devices shown, nor is there a riser diagram showing required conduit and wiring for any signaling or initiating device. RESPONSE: Provide a complete FA/MNS for the Administration Building and FA system for the Maintenance Bay in accordance with the Contract Documents and referenced criteria. Representative riser diagrams are on Sheet F-001, plans on FA101, and matrix on FA701, all dated September 27, 2021, with Specifications in 283176 for this delegated design to be performed by the contractor requiring approval by Contractor’s Qualified Fire Protection Engineer and by the Government.

21. Please provide the required equipment specifications for the CCTV, Intrusion & Access devices. ie- Cameras, Card Readers, Key Pads, Motion Detectors, Request to Exit PIR, Magnetic Switches, ect. RESPONSE: The project scope-of-work is limited to providing only the infrastructure, raceways and pull strings required to support the future installation of this equipment; it does not include the furnishings and installation of these components and devices. These systems will be installed at a later date by the Government.

22. Please provide information on the Government-Approved Manufacturer Subcontractors for the ESS System. RESPONSE: The project scope-of-work is limited to providing only the infrastructure, raceways and pull strings required to support the future installation of this equipment; it does not include the furnishings and installation of these components and devices. These systems will be installed at a later date by the Government.

23. Keynote 1 and sheet S-710 give so schedule/size for the perforated pipe. Could we get the size? RESPONSE: The foundation drain piping indicated on Sheet S-710 shall be 6 inch diameter, Schedule 40 perforated PVC with the perforations turned downward.

24. Sheet CS-101 shows an underground detention basin east of the Admin building but no details are provided. Can we get clarification on the product used and dimensions?

RESPONSE: This basin was incorrectly labelled and is a surface level detention basin. The callout has been amended accordingly.

25. Sheets CU-101 and CS-101 show underground detention. Are the drawings, designs, dimensions or specs for this item? RESPONSE: This basin was incorrectly labelled and is a surface level detention basin. The callout has been amended accordingly.

26. Item states contractor SHALL handle and properly dispose of all soils found to be contaminated as part of the contract with no additional compensation. Is there an estimated quantity of contaminated soil? Is there a report to show what the soil is contaminated with?

Will there be an allowance set to handle any contaminated soil found? RESPONSE: An optional bid line item has been added as an allowance to handle and properly dispose of 1,000 CY of contaminated soil. This line item will be adjusted accordingly by contract modification using this unit rate based on actual quantities including a credit if actual quantity is less than the allowance.

27. The drawings show us crossing under the road using Jack Boring and steel sleeves. Will alternate methods be acceptable? The concern is the lack of room for the jack boring sending pits. Although we think that the jack boring is possible we would like to propose directional boring as an alternate method as it requires less space and would be much less expensive to do. Please advise. Also would it be acceptable to combine the comm and electrical trenches together and encase both with adequate spacing? RESPONSE: Please propose as shown in the Contract Documents. The successful bidder may propose an alternative for Government consideration via a substitution request during construction.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union, which prevailed in the survey for this classification, which in this example would be Plumbers 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Division National Office Branch of Wage Surveys. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
