About this file

This document is an amendment to a solicitation for construction services. The amendment extends the bid opening date to February 8, 2022, revises the CLINs and bid schedule, and responds to bidder questions. The solicitation is for construction of a Munitions Storage Area at Joint Base McGuire-Dix-Lakehurst in New Jersey, including construction of 27 igloos, administrative facilities, demolition of three buildings, remaining site work and fencing. The award will be made to the lowest responsive, responsible bidder based on the total of the base bid plus any selected optional items. Optional items include procurement and installation of furniture and equipment, installation of a lightning protection system, and disposal of contaminated soil. The document provides responses to bidder questions seeking clarification on soil improvement requirements and criteria.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

1. What is the expected depth of soil-improvement? RESPONSE: The depth of soil improvement is to be determined by the Engineer that develops the Soil Matrix Improvement Program. The Vibro- Compaction process primarily consolidates the deeper soil matrix and is to be performed first. The Dynamic Deep Compaction process primarily consolidates the upper soils and shall meet the performance criteria of Section 1.8 of Specification Section 31 32 19.19 and Soil/Foundation Note 6 on Sheet S-001.

2. It appears as though Specification 31 32 19.19 (DDC) section 1.8 Performance Criteria applies to both the DDC work and Specification 31 32 19.17 for Vibro-Compaction. We have concerns about meeting the Performance Criteria, specifically regarding minimum N-values at in depths which cannot be influenced by DDC. Will alternate seismic evaluation methods be accepted? RESPONSE:

Please refer to the revised Specifications for Vibro-Compaction and Dynamic Deep Compaction for modified Performance Criteria.

3. Will alternate soil improvement methods be accepted? RESPONSE: Please propose as shown in the Contract Documents. The successful bidder may propose an alternative for Government consideration via a substitution request during construction.

4. Our understanding is that vibro-compaction is required to mitigate liquefaction. In our experience, sands with fines content, similar to what is identified in the boring logs for this site, are less susceptible to liquefaction. When compared to SPT testing, CPT test data/processing can more completely vet the risks and estimates of lateral/horizontal subsidence resulting from a seismic event.

Will the owner consider additional geotechnical testing in the form of CPT’s? RESPONSE: The Geotechnical Report indicates that the underlaying soils are marginally susceptible to liquefaction during a design earthquake event. One of the stated Performance Criteria is to mitigate the potential for liquefaction. Refer to revised Specifications for Vibro-Compaction and Dynamic Deep Compaction for modified Performance Criteria. Recommendations for verification testing shall be submitted as part of the Soil Matrix Improvement Procedure. In Section 1.8.A of revised Specification 31 32 19.19 (dated 27 January 2022), the average Standard Penetration Test (SPT) and individual SPT N-values of 40 and 30, respectively, have been deleted. The proposed performance verification testing procedures and target values shall be clearly stated in the Soil Matrix Improvement Program that is to be submitted by the Contractor to the Government for approval. The Government does not anticipate any additional test to be performed. The bidders, however, may perform additional testing as needed, in collaboration with their Geotechnical Engineer to achieve project requirements.

5. We reached out to numerous piles / vibro- compaction contractors for this project and all have refused to bid this because the specification for this work is vague. We would request you to amend with the revised specs in order to correctly price the project. RESPONSE: Please refer to the revised specification section as revised and reissued under this amendment.

6. On drawing S-718 it refers to the Internal Locking Device. I called the number on the drawing and left a message. The number on the drawing 805-982-1212 refers to another number 805-607-5456.

The second number answer DOD Lock, I left another message. We need to know the cost of the Internal Locking Device RESPONSE: This device is integral to the performance of this tested assembly. The question does not state when these numbers were called, it may take some time to gain this information from the vendor.

7. We cannot meet the densification criteria of 40 bpf which appears to be applicable to both Vibro-compaction and Deep Dynamic Compaction technologies. RESPONSE: The performance specifications for the Soil Matrix Improvement Program have been revised as follows: A Soil Matrix Improvement Program shall be developed by the Contractor and submitted for approval as indicated in Soil/Foundation Note 6 on Sheet S-001. The Soil Improvement Area is defined as the existing subgrade beneath and within 15 feet of all new earth-bermed munitions igloos and earth-bermed utilities. The Program shall incorporate Vibro-Compaction (Specification 31 32 19.17, revised 27 January 2022) for improvement of the deeper soils and Dynamic Deep Compaction (Specification 31 32 19.19, revised 27 January 2022) for improvement of the upper soils. The intended result of this performance program is to provide an allowable soil bearing pressure of 2,000 PSF beneath new footings, to reduce the anticipated overall settlement at new igloos and utilities to a maximum of 0.75 inches, to reduce the anticipated differential settlement at new igloos and utilities to a maximum of 0.50 inches and to mitigate the potential liquefaction of the subgrade soils in the event of a design earthquake event.

8. Vibro-compaction is best-suited for sites with “clean” sands where the vibrational energy can more easily penetrate the surrounding soils. In our case, the amount of fines present would limit densification. In order for us to price this project with design responsibility, we would need a performance specification and loads as described below. Additionally, we would request to use other ground improvement technologies to achieve the performance criteria. RESPONSE: While we are in agreement with the above reasoning, the intent of the revised specifications is to provide a solution which is readily available. If an alternate solution, including a proprietary solution, should be considered the successful bidder may submit a substitution request for the government’s consideration after award of the contract.

9. What are Footing and slab loads (dead/live). RESOPONSE: For settlement considerations, the sustained dead load shall be assumed to be 1,900 PSF at the bottom of the footings. The transitory average live loads on the slab shall be assumed to be 100 PSF over the entire slab area.

10. What is the Bearing capacity Criteria? RESPONSE: In accordance with SOILS/FOUNDATION NOTE 1., 2,000 PSF bearing is the basis of the design at the bottom of the munitions igloo footings which bear 3’-0” minimum below grade.

11. What is the Criteria for Post-Construction Settlement and Differential Settlement? RESPONSE: In accordance with the performance specifications, beneath and within 15 feet of earth-bermed munitions igloos and earth-bermed utilities, the maximum settlement shall be limited to 0.75 inches and the maximum differential settlement shall be limited to 0.50 inches.

12. Dynamic settlement criteria verified through pre and post CPT test program? RESPONSE: In accordance with the performance specifications, the proposed Vibro-Compaction Procedure shall be verified by a Trial Installation and shall be adjusted as needed to achieve the indicated performance criteria.

13. The fines content of the soil exceeds the limits that vibro-compaction can treat. The depth of improvement exceeds the limit that dynamic compaction can treat. RESPONSE: The Soil Matrix Improvement Program shall incorporate Vibro-Compaction for improvement of the deeper soils and Dynamic Deep Compaction for improvement of the upper soils.
