AMENDMENT 0002

Questions and Answers:

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.

This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.

Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.

RFI SET #2:

Question #2: Regarding Specification 00 90 05, when can we expect the Water Quality Certificate?

Answer #2: Water Quality Certificate (WQC) and the “Request for Authorization to Proceed” (RAP) is included in amendment 2; the RAP includes contract-specific exceptions to the requirements specified in the Natural Resource Permit Conditions #10, 11, 15, 17, 21, 42 and 43 of the WQC.

Question #3: Regarding Specification 01 11 00, which states, “Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered,” can the contractor exclude removal (of old) or relocation (of live) utilities and consider this as a potential change order?

Answer #3: (to be answered in amendment 3)

RFI SET #5:

Question #1: The general specifications do not reference any limitation on the amount of beach which can be closed at any one time. How much beach can the contractor close off to public access at one time?

Answer #1: Refer to notes on G-001.

Question #2: Drawing G-002 shows 4 different Staging Area B locations for contractor’s use for stockpiling material, but the eastern 6 groins shown on drawings C-104 or C-105 do not reference any staging areas. What areas of the beach along the eastern 6 groins can the contractor use for staging and stockpiling?

Answer #2: The “B” in the staging areas refers to the street; for example, staging area B142 is accessible via Beach 142nd street. Refer to notes on G-001 for work area information, section 01 57 19 for environmental restrictions, and also WQC/RAP for permit conditions.

Question #8: Sheets C-101 thru C-105 reference a crossed hatch symbol without an explanation in the legend. This cross hatch runs parallel with the landside working limit. What does this symbol represent?

Answer #8: Cross hatch removed.

Question #9: Will flaggers be required at said access points/crossings at existing boardwalk?

Answer #9: Yes.

Question #10: In what condition does each access point/crossing need to be left in after the work shift is complete for the day? ADA compliant?

Answer #10: In general, refer to section 01 50 00 for cleanup, signage, traffic control, etc. Each access will be secured during off hours with signs directing the public to the nearest beach access. If the contractor is to use the permanent/construction accesses at B142nd St or B126th St, the contractor is to provide/maintain temporary/alternate public access; ADA requirements will apply if the permanent access was also ADA compliant.

Question #11: Specification section 35 31 29 (1.4.2) seems to indicate material delivery via barge. Is the contractor precluded from material delivery via truck?

Answer #11: The CONTRACTOR shall determine the means to receive material at the project site but will be subject to the approval of the CONTRACTING OFFICER prior to implementation. The contractor is NOT precluded from material delivery via truck.

Question #12: Specification section 01 57 19 (1.7) lists various permits that the USACE will obtain and that the contractor will be responsible to carry out all terms and conditions for. Can those permits be made available so that the contractor can determine what the impact will be on pricing?

Answer #12: Water Quality Certificate (WQC) and the “Request for Authorization to Proceed” (RAP) is included in amendment 2; the RAP includes contract-specific exceptions to the requirements specified in the Natural Resource Permit Conditions #10, 11, 15, 17, 21, 42 and 43 of the WQC.

Question #13: Can/will/could the USACE provide a list of pre-approved aggregate sources in the area or region?

Answer #13: No.

RFI SET #6:

RFI SET #7:

Question #1: Bid Items 0002AA and 0004AA provide payment for "Sorting of Groin Stones, Stockpiling, and Placement of Reusable Stones for Groin Rehabilitation (Assume Reusable Stones include mixture of Armor, Core, and Bedding Stones)." Please provide the assumed quantities in tons for the four ( 4) types of stone of what can be reused.

Answer #1: (to be answered in amendment 3)

Question #2: Specification Section 35 31 29.40, Stone Construction, has conflicting language. Paragraph 2.2.1, Stone Quality, states" ... Each stone shall be clean and angular, and the longest dimension of any stone shall not exceed three times its shortest dimension." In the paragraph 3 .4, Long Stone, the specification states "All acceptable stones that have a long axis shall not exceed one and half times (1.5) of either of its dimensions and shall be placed with the long axis normal to the slope at the location where the stone is placed.

Please confirm that the longest dimension of a stone can be as much as three (3) times its shortest dimension as stated in Paragraph 2.2.1.

Answer #2: The longest dimension of a stone shall not exceed three (3) times its shortest dimension. Paragraph 3.4 was revised to “All acceptable stones that have a long axis which exceeds one and half times (1.5), but not greater than three (3) times, of either of its other dimensions shall be placed with the long axis normal to the slope at the location where the stone is placed.”

Question #3: Note 20 on sheet G-001 states:

Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.

Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.

Walking the site, we saw that the "baffle wall" consists of driven H-Pile and precast panels that are grouted in place. Please provide design reference drawings for this wall so that appropriate money can be carried in our bid to replace any removed portions.

Answer #3: Baffle wall reference drawings are not available. (to issue with amendment 3)

Question #4: Note 20 on sheet G-001 states:

Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.

Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.

Walking the site, we saw that the B. 108th Street access point also has "baffle wall" in addition to pedestrian ramps, stairs, and the new concrete boardwalk structure. Will the contractor be allowed to demolish some or all of these for access? If so, we assume that they would need to be replaced in kind.

Please provide design reference drawings for this wall, the ramps, stairs, and boardwalk structure so that appropriate money can be carried in our bid to replace any removed portions.

Answer #4: The access from B. 108th St goes west on Shore Front Pkwy. There’s a ramp up to the boardwalk (Shore Front Pkwy/B. 109th St) and from the boardwalk to the beach work area, therefore requiring no demolition of pedestrian ramps/ stairs/ concrete boardwalk.

Question #5: Note 20 on sheet G-001 states:

Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.

Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.

All the referenced access points, except for B. 9th Street, are in the area where the contractor can work year-round. Please confirm that any demolition/access establishment at these areas can continuously remain for the duration of the contract.

Answer #5: Yes, and refer to notes on G-001.

Question #6: Note 20 on sheet G-001 states:

Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.

Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.

From site inspection, we saw electrical conduit behind the "baffle wall" mounted to the underside of the concrete boardwalk. These conduits are not shown on the contract drawings. Please provide details on these conduits and any other utilities associated with the boardwalk.

Answer #6: (to be answered in amendment 3)

Question #7: Note 20 on sheet G-001 states:

Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.

Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.

From site inspection, there is an underground structure directly behind the Flight 587 Memorial at the B.

116th Street vehicular access point. Please provide details on this underground structure so we can see if it will fall in the travel path of equipment. Please also provide the roof load rating of this structure.

Answer #7: Details and roof load rating on underground structure are not available. The ramps directly east of the Flight 587 Memorial will be used if the Contractor chooses to use this access/work area.

Question #8: Based on a site inspection, the four staging areas shown in the contract plans (B- 142, B- 126, B-116, and B-110) are either completely or partially located on areas that have beach plantings on them (see photo below). Nothing is mentioned about these plantings in the contract documents. Please confirm that the contractor does not have to replant any damaged or disturbed beach plantings in the staging areas shown within the contract plans.

Answer #8: Contractor must replant damaged/disturbed beach plantings in the staging areas shown within the contract plans; section 01 50 00 “Restore areas used during the performance of the contract to the original or better condition”.
