RFI SET #1:
Question #8: Referencing Section 00 90 05 Biological Opinion, 3.5, is the Contractor or the Corps responsible for the seed collection and transplanting of Seabeach Amaranth? Referencing Section 01 57 19, 3.5.2, if transplanting or hiring a qualified greenhouse for germination is required, is this the responsibility of the Contractor or will the Owner perform this scope?
REVISED Answer #8: The biologist hired by the contractor will be responsible for the transplanting and/or seed collection of Sea Beach Amaranth, if necessary, under the guidance and direction of the Corps biologist. If seed collection is necessary, the Contractor's biologist will give the seeds to the Corps biologist.
RFI SET #2:
Question #3: Regarding Specification 01 11 00, which states, “Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered,” can the contractor exclude removal (of old) or relocation (of live) utilities and consider this as a potential change order?
Answer #3: Refer to section 01 11 00 paragraph 1.4 existing work.
RFI SET #7:
Question #1: Bid Items 0002AA and 0004AA provide payment for "Sorting of Groin Stones, Stockpiling, and Placement of Reusable Stones for Groin Rehabilitation (Assume Reusable Stones include mixture of Armor, Core, and Bedding Stones)." Please provide the assumed quantities in tons for the four ( 4) types of stone of what can be reused.
Answer #1: Assumed quantities will not be provided; as-builts of the original design drawings are not available.
Question #3: Note 20 on sheet G-001 states:
Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.
Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.
Walking the site, we saw that the "baffle wall" consists of driven H-Pile and precast panels that are grouted in place. Please provide design reference drawings for this wall so that appropriate money can be carried in our bid to replace any removed portions.
Answer #3: Baffle wall reference drawings are attached.
Question #6: Note 20 on sheet G-001 states:
Vehicular access at B. 142nd Street and B. 126th Street will require demolition of bollards and baffle wall.
Contractor to replace in kind after use. Vehicular access also available at B. 116th Street, B. 108th Street and B. 9th Street. Environmental restrictions apply to the use of B. 9th street access, refer to specifications for dates of restrictions.
From site inspection, we saw electrical conduit behind the "baffle wall" mounted to the underside of the concrete boardwalk. These conduits are not shown on the contract drawings. Please provide details on these conduits and any other utilities associated with the boardwalk.
Answer #6: Conduit and other utility details associated with the boardwalk are not available.
RFI SET #8:
Question #1: Please confirm that Owner Biditems 0002AA and 0004AA are to include the placing of this stone on the new groins and that the quantities for Type A, Type B, Core and Bedding are in addition to the re-used stone and only include new stone being furnished and delivered to the site.
Answer #1: Yes, CLINs 0002AA and 0004AA include placing of this stone for the groin rehabilitation (CLIN 0002AA correlates to CLIN0002 which is groin rehabilitation of B149, CLIN0004AA correlates to CLIN0004 which is groin rehabilitation of groins ER2, ER3, ER4 and ER5), and quantities for Type A, Type B, Core and Bedding are new stone in addition to the re-used stone.
Question #2: Owner pay item Option 0008 Additional Insurance, references "Supplementary Conditions paragraph 12". We cannot find this document, rather, we see in Specification Section 01 30 00, Section
1.8 on page 3, a section called "Additional Insurance Procured by Contractor". Is this the section that is being referred to?
Answer #2: Yes. Section 01 30 00, 1.8 “Additional Insurance Procured by Contractor is the correct reference section.
RFI SET #9:
Question #1: In Addendum 01, the answer to RFI Set #1 Question #8 states:
The Contractor is responsible for the seed collection and transplanting of Sea Beach Amaranth under the guidance and direction of the Corps. The contractor is responsible for hiring a qualified greenhouse if needed.
How does the Corp intend to quantify and pay for this work? There is no way for us to quantify or properly price this scope. We suggest creating an allowance item that the Corp can pay the Contractor under for this work.
Answer #1: The biologist hired by the contractor will be responsible for the transplanting and/or seed collection of Sea Beach Amaranth, if necessary, under the guidance and direction of the Corps biologist. If seed collection is necessary, the Contractor's biologist will give the seeds to the Corps biologist. An allowance item will not be created.
Question #2: Specification Section 01 14 00, Work Restrictions, states that "Groins will be constructed West to East to the maximum extent possible. Work may be year-round on Groins B149 and Wl - W8 that are located between streets B149th and B 109th." The four ( 4) designated access points and four ( 4) designated staging areas/laydowns are also located in this year-round work area (ref. drawing G-002).
Our intention is to work on multiple groins at the same time. These groins would be adjacent to one another (i.e. B-149 and Wl). While constructing the groins, we would want to close the section of the beach between these two groins to allow for our heavy equipment (haul trucks, loaders, excavators) to operate and protect the public. These areas would be closed with barriers and/or fencing. Is this acceptable? If not, what measures are acceptable to the Corps to ensure year-round safety for the public in this area?
Answer #2: Refer to notes on G-001 for work area closures. Closing the section of beach between two groins may not be acceptable during the summer months, and is subject to COR approval.
Question #3: In Addendum 01 the Corp did not answer our question with regards to vibration monitoring.
What structures does the Corp want monitored? What distance from the vibration source do the threshold limits apply?
Answer #3: This is to be determined by the seismic specialist.
Question #4: On Page 4 of Specification Section 01 320 01.00 10, Project Schedule, a table of weather impacted days is provided. This table is broken down by month and is based on a 5-day work week. On page 8 of this same section, paragraph 3.4.8 Calendars, we are told to "Assign non-workdays over a seven-day week ... " Please confirm that the weather impacted days should be applied to a seven-day work calendar.
Answer #4: Weather delay work days are based on a 5-day work week.
RFI SET #10:
Question #1: Postpone the bid date for this project until April 23rd.
Answer #1: Bid opening is postponed to April 14, 2020 as stated in Amendment #3.
Question #2: Change the submission of bids from an in person/hard copy submission to an on-line type of procurement.
Answer #2: Submission details updated in Amendment #4.
