AMENDMENT 0005
Questions and Answers:
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.
Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.
RFI SET #11:
Question #1: Reviewing the cross sections provided, it shows the large armor rock sticking out beyond the 6" tolerance in the transition zone between the toe and side slopes. It appears the Corp understands this is going to be the case considering the size of the stone. The specification says that tolerances don't apply in the toe anchor stone limit. Please confirm this also means at the bottom of the side slope where transition into the toe stone occurs.
Answer #1: Yes, that is correct.
Question #2: Are there going to be any changes to the bid delivery method and opening plans considering the current events related to COVID19?
Answer #2: Refer to amendment 4.
RFI SET #12:
Question #1: Do to the current COVID-19 Pandemic, specifically as being experiencing in New York City and the expected continuation into the near future, and in concert to be compliant with government directives to help slow / contain the spread of said virus, will the USACE consider an electronic submission of Form 1442, the Bid Form (CLINS) & Bid Bond in lieu of in-person delivery to the New York District Office, Contracting Division, Room 16-300 NY,NY? If so, please provide said procedures.
Answer #1: Refer to amendment 4.
Question #2: Section 35 31 29.40, subsection 2.4.1 Factor Conversion table lists the Bulk Specific Gravity (SSD) for all stone at 2.58. Is this Bulk Specific Gravity SSD of 2.58 an absolute minimum?
Answer #2: No. This is based on the average qualified rock density of 165 lbs/cubic ft recommended in the Shore Protection Manual. USACE will investigate the proposed rock quality and density for approval based on the specifications.
Question #3: Section 35 31 29.40, 2.2.1 Table 1 states the wetting-drying maximum loss of 1% at 30 cycles. If the stone’s loss is slightly higher than 1%, based on the ASTM D5313 standard for 80 cycles, would that stone’s results be acceptable?
Answer #3: Yes.
Question #4: A Canadian quarry has shown interest in providing stone material for this project. Does the Army Corp need to visually inspect the quarry’s stone material at the quarry location to assure it meets the requirements of this project?
Answer #4: No, the USACE will review the proposed rock specifications and lab test results for pre-qualification. The delivered rock may still be rejected at site by COR if different from the proposed quality and size. Please reference clause 52.225-11 in the solicitation and note that it is the bidders responsibility to determine compliance with the clause.
Question #5: 01 50 00 subsection 2.2.2 Barricades states: Erect and maintain temporary barricades to limit public access to hazardous areas. Drawing G-001 note 14 states that localized smaller work areas not greater than 500’ wide, near a groin being worked on is permitted.
Question #5A: Does that fenced off area surrounding the groin extend from the water’s edge (MLW) to the wooden fenced off areas that protect the beach plantings? Are we allowed to completely close off the beach from pedestrian access at that location?
Answer #5A: Yes.
Question #5B: How much beach can be completely closed to the public at one time? Example would be, if construction is being done at Groin W3 (B135th ST) and contractors are using staging area B 126 for storage of material, would the contractors be allowed to close and barricade/fence off all public access points at B135th St, B134th St, B133rd St, B132nd St, B131st St, B130th St, B129th St, B128th St, B127th St up to B126th St to prevent any public access to the construction area anywhere between B135th St to B126th St?
Answer #5B: No. If Groin W3 is being worked on, access to B. 135th and B. 134th will be closed off and redirected to the next closest access.
Question #5C: Does the contractor have to fence off a (2 mile) corridor of the beach front for heavy haul truck use, from access point at B9th St to groin E1 (B52nd St) during the construction time frame? How will each pedestrian access point within that 2 mile stretch be barricade/fenced to prevent beach goers from crossing the haul truck route?
Answer #5C: Yes, contractor must fence to delineate the haul roads and have breaks at all major points where pedestrian crossing; at each break point, "Stop" signs are used to control trucks movement. Additional signs can be used to direct pedestrian traffic to these break points. For active truck access points to staging areas, flaggers should be employed at all time.
Question #6: Section 01 32 01.00 10 Project Schedule § 3.13.e states the Oracle Primavera P6 calendar work hours/day “must remain” at 8.0 hr./day. Section 01 14 00 Work Restrictions § 1.2.2 specifies the working hours as an 8.5-hour period. Which specification will prevail upon contract award?
Answer #6: The schedule's base calendar should be kept as 8 hour per day (as per section 01 32
01.00 10), 5 days a week. The working period specified in section 01 14 00 is an 8.5 hour period that covers the 0.5 hour lunch break.
Question #7: If contractors obtain permission to use an area outside the construction boundaries for additional storage and construction facilities, will the USACE allow the construction boundaries to be extended further to allow more beach access for haul trucks?
Answer #7: If the contractor obtains permission to use an area outside the construction boundaries for additional storage and construction facilities, it will be at their own risk. Their offsite arrangements will not become part of the project boundaries. A haul route that it outside of the construction limit of work must be agreed upon by all parties prior to any construction.
