8. Contractor shall complete the Record ("As-Built") CAD submittal as required by Specification Section 01 78 00 CLOSEOUT SUBMITTALS for Record Drawings (“As-Built”) Requirements and Section 01 12 00 DESIGN AND RECORD DRAWING REQUIREMENTS for CADD standards and compliance.

The plans included in this amendment supercedes all previously issued documents.

2. The following changes are made to the specifications.

a. Revised and reissued the (26) sections:

Bidders Question USACE Response

1. What is the date of survey for this information?

March 2017. Plans will be amended with new survey information completed in January 2019

2. What datum are the water depths in relation to? Vertical datum NAVD 88

3. Please label the contours with water depths.

Contours are labeled as per new 2018 survey, and 2017 survey with water depths shall be provided upon request

4. States the contractor must be in compliance with the Water Quality Certificate which is said to be included in Section 00 90 02. Water Quality Certificate is not included in this specification. Please provide.

Pending WQC from NY DEC, WQC shall be provided when available

5. States character of materials within the borrow area is provided in Section 00 90

03. There is nothing provided in the referenced section. Please provide. Added to the new spec. package

6. Regarding restrictions to dune crossover construction, it reads, “refer to order of work Section 00 73 00 para. 2 on restriction and sequence of dune crossover”. We do not see this. Please clarify. Added to the new spec. package

7. We propose to connect the split pile caps to the piles with 1ӯ though bolts. Is this acceptable?

1ӯ though bolts are acceptable to connect the split pile caps to the piles provided they are adequate to transfer the applied loading from the pile cap to the piles.

8. We propose to connect the stringers to the pile caps with Simpson Strong-Tie MTS12SS Twist Straps attached with ring shank nails. Is this acceptable? Please refer to the attached Simpson L- MTS12SS product information sheet for further reference.

Simpson Strong-Tie MTS12SS Twist Straps are acceptable with stainless steel ring shank nails provided the applied loads can be adequately transferred and uplift is prevented.

9. Calls for the railing post to be connected to the stringer with 1”Ø lag bolts. Detail 5 calls the railing post to be connected to the stringer with 3/8” Ø though bolts.

Which is valid?

Neither is valid, the drawings have been updated to show a 1/2" bolt. The railing post shall be connected to the stringer with 1/2” Ø through bolts.

10. Calls for the decking to be fastened with 16D galvanized screws. The details shown on Sheet C503 & C505 call for 20D spiral shank roof deck nails. Which is valid?

Spec 06 13 00 and the drawings have been revised to indicate #10, 3 1/2" long stainless steel deck screws shall be used to fasten the deck to the joists.

11. Please specify the required board size for the cross bracing called out on detail B of sheet C-503 and detail 3 of sheet C-505.

Plans and specifications note that the "member dimensions shown on typical details shall be considered minimum requirements" (specification 06 13 00 section 2.1 and note 1 on sheets C502 and C505). The amended drawings show the minimum required cross bracing size on sheet C‐503 and C‐505.

12. We propose to connect the cross bracing to the piles with 1ӯ Bolts which would also be utilized for the stitch block connection between bracing. Is this acceptable?

It is acceptable to use 1ӯ bolts to connect the cross bracing to the piles and for the stitch block between bracing.

13. We propose to connect the timber railing to the rail post with #10x3” long T316 screws. Is this acceptable?

Note 9 on revised sheets C-502 and C-505 indicate #10, 3 1/2" long stainless steels are to connect the railing to the posts.

14. What is the required concrete strength for the 4” thick landing pads? Can they be precast?

The 4" thick landing pads are timber per the drawings.

15. Please confirm the Type “C” crossovers should follow the typical section shown detail 3 of sheet C-505?

Type "C" crossovers should follow Section B-B on sheet C-503.

16. What is the required size and for the bent plate and anchor bolts?

The bent plate and anchor bolts shall be sized such that they provide adequate transfer of applied loads to the timber landing pad.

17. Please confirm item 0004AD is for a Type “E” crossover

Yes, there are five (5) Type E crossovers in this contract

18. Will Turtle Tickler Chains and underwater camera monitoring be required?

Yes, specs will be updated as necessary with new BMPs

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.60 for calendar year 2019 applies to all contracts subject to the Davis‐Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.60 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2019. If this contract is covered by the EO and a classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must pay workers in that classification at least the wage rate determined through the conformance process set forth in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate,if it is higher than the conformed wage rate). The EO minimum wage rate will be adjusted annually. Please note that this EO applies to the above‐mentioned types of contracts entered into by the federal government that are subject to the Davis‐Bacon Act itself, but it does not apply to contracts subject only to the Davis‐Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(2)‐(60). Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.60 for calendar year 2019 applies to all contracts subject to the Davis‐Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015.

If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.60 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2019. If this contract is covered by the EO and a classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must pay workers in that classification at least the wage rate determined through the conformance process set forth in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate, if it is higher than the conformed wage rate).
