The contractor shall be responsible for draining down systems, refilling systems and replacement system chemicals during the approved outages. The contractor shall coordinate all outages with the USACE NYD COR and West Point Directorate of Public Works. Control of the existing plant equipment shall be transferred over to the new network/JACE for controls commissioning after the new work is commissioned and functional.”

BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. It looks as though the existing Honeywell controllers and some field devices do not meet the new specification requirements for this project. Will these items need to be upgraded to meet the current specifications?
Response: All controllers connected to the network indicated on M-803 of the Contract Documents are required to comply with the Contract Specifications. Also refer to Amendment 0003, Question “12” Government Reply.
2. The USACE representative present during the pre-bid site walk through stated; the existing chilled water system (Chillers, CT-1 & Pumps) had to stay online and operational until the new system was ready to be turned over. Since the existing controls, LON network, control valves and program have to be modified, it will not be possible to get that done until the new system is operational. At that point, we can take chillers 1 & 2 out of service. This will not be possible to get completed in the project duration as valves and devices have to be added/ replaced to the existing chillers in order to meet the contract requirements. We may have to perform this work during the winter and reinstall the existing program in order to keep it running. Please advise if this is the intent for scope of work.
Response: The contractor shall be responsible for maintaining chilled water service to the Davis Barracks during construction. The existing chillers and cooling tower do not need to be taken out of service to program and install the new plant network controllers. Where new valves and/or new piping connections to existing piping are required, the contractor shall install new valved pipe connections to existing piping during the 2017-2018 winter break; Davis Barracks chilled water system outages will be allowed on a limited basis for installation of the new valved connections.
The contractor shall be responsible for draining down systems, refilling systems and replacement system chemicals during the approved outage. The contractor shall coordinate all outages with the USACE NYD COR and West Point Directorate of Public Works. Control of the existing plant equipment shall be transferred over to the new network/JACE for controls commissioning after the new work is commissioned and functional.
3. The Screen Enclosure for the cooling tower structure is 29 feet high and the documents indicate the metal wall panels (cladding) are to be 3’-0” high panels. This means that the tops of the metal wall panel would have to have a field cut. This would remove the male end of the panel and not allow for the detail as indicated on C1/A402 (factory edges). A custom panel can be ordered but a minimum square footage is required and this shall drive up the cost. Please direct us as to the architect’s intent.
Response: Start the top of the screen wall with the 3’-0” high factory edge panel(s) as shown on C1/A402. Field cut the bottom metal panel(s).
4. Please confirm that form A-1 is to be included in Volume 1- Technical Proposal.
Response: Yes A-1 form is to be submitted with Volume 1.
5. Please confirm that Standard Form 1442 is to be included in Vol 1- Technical Proposal.
Response: Yes, SF 1442 is to be included in Volume 1.
6. Where can the offeror locate the “specialized experience forms (attachment 2 for construction experience)” required to be submitted with Volume 1?
Response: Please refer to paragraph 6.0, the form is shown there.
7. Where can the offeror locate the “Experience Information Fact Sheet, Form A2?”
Response: Please refer to paragraph 6.0, the form is shown there.
8. Where can the offeror locate the “past performance questionnaires”? Are these forms what is being referenced in “section 7.0 Past Performance Customer Questionnaire” and NAVFAC/USAGE Past Performance Questionnaire PPQ-0)?
Response: Correct, paragraph 7.0 contains the form.
9. The forms clearly state that the client must return directly to US Army Corps of Engineers. How then, can offeror comply? Is offeror supposed to show proof that it was requested?
Response: The offeror may ask the client to submit their review to GOV directly or they can send copy of the evaluation to the offeror, whom will include it with their proposal. As stated in 3.1.2 Gov may use other sources for determining the past performance if none are received from the offeror.
10. What happens if the client chooses not to complete and return?
Response: this scenario is explained in evaluation criteria for factor 2, stated in the NOTE, last paragraph of 3.1.2.
11. Is the offeror supposed to complete this section and include it in Volume 1 or Volume 2? Is this form supposed to be Form A2 (mentioned in RFI question 5)?
Response: The relevant project information is to be submitted with Volume 1, yes it is the A2 form.
12. Paragraph 7.0, Is this what is being referred in Factor 2 Past Performance?
Response: Correct.
13. Is the offeror supposed to send it to past clients? Is this what is being referred in Factor 2 Past Performance?
Response: The blank page is a result of formatting, yes this form and subsequent pages are to be used for past performance evaluation.
14. Please confirm that Volume II Price Proposal should be 6 copies and one original?
Response: Correct.
15. Please clarify what material you specify.
Response: please refer to table in paragraph 3.3 and subsequent paragraphs detailing each item from that table.
16. Please advise what is considered Pro Forma information.
Response: As noted in 3.3.1, everything else other than price proposal.
17. Is Volume II price Proposal to only contain Form 1442 and the rest in Volume II Proforma?
Response: The price proposal to include SF1442/bid schedule (and any backup to the cost proposal), rest of the information in Proforma.
18. Should there be one CD-Rom containing both Volumes 1 &2?
Response: Correct.
19. The offeror hereby requests that another site visit be scheduled.
Response: Another Site visit has been conducted, no other site visits will be scheduled.
20. Please clarify the Responsibility of the bidders with respect to design of this project. The Solicitation states this is a design-bid procurement. Is it the intent of the solicitation to have the bidding contractors design any portion of the work?
Response: This project is fully designed, it is solicited as Design-Bid-Build, there will not be a need for a designer agent for this project.
21. Please clarify if the bidding contractors should anticipate a long period of time between date of bid and contract award. The Solicitation states there could be a period of up to 9 months for funds to be appropriated.
Response: Correct, the project is going thru reprogramming thus the duration for obtaining funds can take upto 9 months.
22. Please provide attendance log for all previously scheduled site visits and/or /pre-bid meetings.
Response: Please see attached sign in sheet from the site visit.
23. Section 2.5 of the RFP (Format Requirements) states in part, “All proposals shall contain the volume number and the name, address and telephone number of the Prime and Subcontractors, Joint Venture, or other entity identified on the cover.” Please consider that a project of this magnitude and complexity will have dozens of sub-contractors engaged to develop scope and pricing – there will not be enough space on the cover sheet of the proposal to include all their names, addresses and telephone numbers.
Furthermore, projects solicited using LPTA do not lend themselves to partnering with sub-contractors prior to award, since price is such a large factor in the selection process – as such, we will be soliciting pricing for multiple subcontractors for each trade, and will not finalize selection of these subcontractors until after award. If the USACE requires provision of potential subcontractor information, please consider identifying which specific trade(s) are desired (e.g., mechanical, electrical, etc.), and allow this information to be provided in the body of the technical proposal – rather than on the cover sheet.
Response: The intent of this requirement is for the offeror to identify the subcontractors that the prime is planning on using AND is taking advantage of those subcontractors experience in order to satisfy requirement of factor 1.
24. For 3.1.1 Factor 1 – Specialized Experience Submission Requirements, we would like to submit in our Technical Proposal, pre-qualifications of mechanical contractors that we would use on the job to satisfy the specified requirements listed in the Evaluation Criteria (Scope/Complexity/Magnitude). Is this acceptable?
Response: Early submissions for pre-qualifications will not be accepted. If the intent of this question is to allow for use of the mechanical contractors experience to satisfy the RFP’s requirement, then it is acceptable.
