BIDDER’S QUESTIONS AND GOVERNMENT REPLY

1. Question: Are TCV-0102, TCV-0201, TCV-0202 & TCV-0203 existing or new control valves? If these are existing do they have the required points for integration to the BMS?

Government Reply: These valves are new. All work shown is new, unless otherwise indicated.

2. Question: The flow diagrams show existing BMS points that are to remain. Has it been verified that all of these devices are currently installed?

Government Reply: The Davis Barracks project was under construction during the design contract period for this project; therefore, completion of the Davis Barracks construction as well as compliance with the Davis Barracks Final Construction Documents could not be confirmed. The Contract Documents for this project are based on the “New Cadet Barracks BLDG 755 - August 13, 2014 Corrected Final/Released for Construction” documents.

3. Question: If the existing chilled water plant will be migrated to the new JACE required under this project, will the existing BMS drawings and database be made available?

Government Reply: All work shall comply with the system architecture indicated on Sheet M-803.The Government will furnish the latest available Davis Barracks BMS submittals and record documentation to the successful bidder after this project is awarded.

4. Question: Drawing M-701 show future CHWP-6 & 7 but the VFD’s do not have dashed lines. Are the VFD’s being provided under this project and does the BMS have to provide the required infrastructure to them for future integration?

Government Reply: The VFD’s are not existing. The VFD’s are not provided under this project, see Sheet E-502 “Variable Frequency Controller Schedule” for Chilled Water and Condenser Pump VFD’s provided under this project. The system architectural and physical installation shall allow for future installation of all future equipment and associated points. Controllers are not required for the future equipment and associated points.

5. Question: Drawing M-701 requires new modulating valve actuators on the chilled water valves for CH-1 & 2 that will be installed in the existing valve bodies. Is the existing valve bodies compatible with the required actuator detailed in the specifications?

Government Reply: The existing valves are as follows:

Chilled Water Valves: Honeywell VFF2KW1Y2A, 5”, 2-Position 24 VAC actuator.

Condenser Water Valves: Honeywell VFF2LW1Y2A, 6”, 2-Position 24 VAC actuator.

These valves shall be converted to modulating type per the Contract Documents.

6. Question: Drawing M-701 indicates that the valve & actuator for HX-1/2 is existing and to remain. If the existing actuator is compliant to this projects specifications, please provide the manufacturers information for it so we can provide the same device for the new actuators.

Government Reply: HX-1 valve and associated piping is shown as new on M-701. HX-1 is also shown as to be relocated on M-701. See Sheet M-806 for HX-1 controls work.

7. Question: Drawing M-701 indicates a new control valve on the 8” CHWR from Davis Barracks to the 14” main CHWR. Is this valve to be line size of 8” or sized based on the system parameters?

Government Reply: The valve is required to be modulating type. Size all modulating valves based on system parameters. Design chilled water flow range for the Davis Barracks is 0 to 855 GPM.

8. Question: Drawing M-703 indicates that the valve & actuator for CT-1 are existing and to remain. If the existing actuators are compliant to this projects specifications, please provide the manufacturers information for it so we can provide the same device for the new actuators.

Government Reply: There is no requirement to match the existing cooling tower valve and actuator;

comply with Contract Documents.

9. Question: Drawing M-703 requires new modulating valve actuators on the condenser water valves for CH-1 & 2 that will be installed in the existing valve bodies. Are the existing valve bodies compatible with the required actuator detailed in the specifications?

Government Reply: See response to Question “5” above.

10. Question: Note 10 under the “Sequence of Controls – General” section on drawing M-801 describes the “software interface shall be through LonMark/BacNET compliant protocol”. The facility standard is LonMark and BacNET is not used. Please clarify what communication protocol is required for this project.

Government Reply: BACNet is not allowed; LonMark communication is required.

11. Question: Drawing M-807 indicates 7 refrigerant gas sensors that have a “DI” symbol. Are these to be connected directly to the BMS or to the refrigerant system required in specification section 23 64 10 or are these 2 separate systems?

Government Reply: The BMS refrigerant gas sensor digital input shown shall be from the refrigerant detection system which is specified in section 23 64 10, not directly from the gas sensors. There are not two separate systems, the refrigerant detection system shall be integrated with the BMS to provide the 7 individual DI’s, as well as the sequence indicated on Sheet M-811.

12. Question: Note 3 on drawing M-803 requires a new JACE controller for the work under this project and Note 2 on drawing M-807 states that both the new & existing shall work as one complete system. Is the intent of this project to remove the Chilled Water System from the existing building network and have the entire Chilled Water System wired to the new JACE being provided under this project?

Government Reply: All work shall comply with the system architecture indicated on Sheet M-803.

Existing system controls shall be modified as indicated in the contract drawings. Yes, the intent is to remove the existing chilled water system from the existing building network and provide one complete system (existing and new equipment). The Contract Documents define the requirements.

13. Question: Note 3 on drawing M-803 requires a “local HMI (Human Machine Interface) terminal shall be provided and connected to the JACE controller for operator local HMI access”. Can the laptop indicated in Note 2 be used for this requirement or does a second laptop have to be provided to satisfy this?

Government Reply: No, comply with Contract Documents.

14. Question: Drawing M-804 requires a pressure differential sensor (PDT) in Sherman Barracks and in Scott Barracks. Are there existing BMS systems in these buildings that have available input points for these devices or do we need to provide a JACE controller in each building?

Government Reply: The Sherman Barracks Loop will not be in service when this project is completed.

The Sherman Barracks Loop PDT installation and integration with the plant control system will be provided when Sherman Barracks is renovated in the future.

Provide new PDT in Scott piped across the chilled water supply and return mains entering the mechanical room, and integrate with the plant controls system. Scott has been renovated with a new DDC LonMark control system, the contractor shall verify Scott control system network and architecture.

15. Question: Is spare capacity required in the BMS for all items listed as “Future”?

Government Reply: yes, see response to Question “4” above.

16. Question: Drawing S-102 (Platform Keynote #3) calls for Galvanized platform grating to be 4 ¾" wide. Is the intent to have such narrow pieces? Please confirm.

Government Reply: The intent is not limit the work to such narrow pieces, the intent is to provide a product that can be shipped from factory (verses field cutting) at widths down to 4-3/4” where narrower sections are needed.

17. Question: Drawing S-200- Elevations call for diagonal bracing of HSS 5x5x1/4: but the Steel Bracing Elevation Keynotes (on Dwg- S-200) Item #4 calls for "All bracing members above platform shall be HSS 5x5x1/2". Please confirm the wall thickness for the aforementioned HSS members.

Government Reply: Key Note “4” on Sheet S-200 is incorrect. The thickness shall be 1/4 inch.

18. Question: Can the AISC certification for steel erection be waived on this project? Not fabrication, just the erection.

Government Reply: Comply with specifications. Project is an asymmetrical braced space frame with critical bracing connections. It is also being erected on uneven terrain.
