TEST PITS

12/16

PART 1 GENERAL

Test pit excavation shall include, but not necessarily be limited to, excavation to determine the exact location and/or elevation of underground structures, utilities, and other obstructions; the backfill and compaction of the excavation; and the stabilization of the surface in accordance with the contract drawings.

The Government does not warrant the accuracy of underground utilities as shown on the contract drawings. This information is intended to serve as notification that such utilities exist in the general proximity of the Work site. The Contractor shall be responsible for the protection against direct or indirect injury of known existing underground pipes, conduits, utilities, and structures, or other property in the vicinity of the contract work area, or those that may be discovered during performance of the construction work. Maintain a sufficient quantity of suitable materials on-site, during the performance of the construction work, for sustaining or supporting any structure or utility that may be uncovered, which may be weakened, or otherwise compromised, whether or not such structure or utility is indicated on the contract drawings.

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for [Contractor Quality Control approval.] [information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.] Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance to Section 01 33 29 SUSTAINABILITY REPORTING. Submit the following in accordance with Section 01 33 00

PART 2 PRODUCTS

2.1 EQUIPMENT AND SUPPLIES

2.1.1 Test Pit Excavation

All suitable material excavated from test pits shall be used, as far as practicable, for backfill. Properly store or stockpile and protect all

SECTION 02 32 00 Page 1 materials that are to be reused in the work. Replace, at the Contractor's own expense, material that was suitable when excavated, which has subsequently become unsuitable because of careless, neglectful, wasteful, or unprotected storage. The Contractor shall have no property right in any material taken from any excavation and no excavated material shall be wasted or otherwise removed from the project site without permission of the Contracting Officer. All unsuitable material shall be removed from the excavation and disposed off-site by and at the expense of the Contractor as described in other specifications..

2.1.1.1 Test Pit

Proposed test pit method and schedule shall be submitted to the Contracting Officer for approval at least thirty (30) days prior to the commencement of the work.

2.1.1.2 Test Pit Information

Test pit information should be collected as part of the AS-BUILT records documentation process. The following data should be collected for all exposed facilities:

o Facility Owner o Type of Facility o Diameter of Facility o Material of Facility o Horizontal and vertical position of existing facility

Use a NJ State licensed surveyor to establish and record the coordinates, elevations, and dimensions of all utilities and improvements verified or discovered by test pit. The records shall be submitted to the Contracting Officer within three (3) working days after completion of the test pits in each area. The records shall also indicate dates of test pits excavation and any additional discovered information or pertinent data.

In addition to the data stated above, the following information should be collected and documented.

o Size of the project i.e., length of new installed facility.

o The distance interval between potholes for facilities parallel to the new route.

o If facilities are designated in the wrong location by locators, document the actual position of the facility.

o Document if actual positions of existing facilities fall within the designed path of the new facility.

o Note the number of new facility route changes required due to locating of existing facilities during test pits excavations.

o Document any damage caused by test pits excavation activities.

o Document any facilities that are damaged during new construction but after test pits excavations.

o Document facilities discovered during construction that were not identified or marked in any way and note if those facilities were damaged.

PART 3 EXECUTION

3.1 Location of Underground Utilities

Determine the location and/or elevation of underground structures and utilities by the use of test pit excavation prior to initiating excavation operations for the installation of the proposed facility. Test pits shall be of the size, depth and location as approved by the Contracting Officer.

3.2 Call 811

At least three business days prior to any construction work, call 811 or 1-800-272-1000. If the location of excavation changes, a new notification shall be made. Damage to existing utilities resulting from the failure to follow the notification requirements shall be at Contractor's full expense.

o Cooperate with agents of the utility owners during the progress of the Work.

o Provide the One-Call System with specific information to identify the site of the proposed work. Provide other information requested by the One-Call System.

o Obtain a serial number from the One Call System evidencing compliance with notification requirements.

If the Contractor has reason to believe that the facilities have been overlooked or marked incorrectly, the Contractor shall contact the One Call System and re-notify the utility owner.

3.3 Utilities Pre Construction

Schedule and conduct a preconstruction meeting with the utility owners.

Notice of this meeting shall be provided, in writing, to the Contracting Officer, a minimum of seven (7) business days in advance of the meeting.

When a utility owner, with facilities located within the project area, requests a meeting with the Contractor, the Contractor shall promptly arrange and attend such a meeting. Provide full accounting of any such meetings to the Contracting Officer.

3.4 Emergency Action

Establish procedures, for emergency action and repairs to utilities accidentally damaged during construction, with the Contracting Officer and utility owners prior to the commencement of work. During the course of the work, if the Contractor accidentally damages an existing utility, immediately follow the established procedures for emergency action and repairs. Immediately notify the Contracting Officer and the utility owner if the damage results in the escape of any flammable, toxic, hazardous or corrosive gas or liquid, which endangers life, health, or property

3.5 Notification and Approval

Dig such test pits in the presence of an authorized representative of the utility/structure owner. Contractor may not proceed with excavation work without the prior notification and approval of the owner of the subsurface utility, or structure(s) and of the COR. Do not proceed with excavation work in locations where new utility lines are to be connected to existing utility lines until test pits have been dug and the exact location and elevation of the existing utility has been determined.

3.6 Utility Finding

If the progress of the excavation, uncovers utility services, pipes or lines, which because of previous (concealed) damage or age are in poor condition, immediately notify the Contracting Officer in order that steps may be taken for replacement or repair. Locations of repairs, and the procedures of repairs that have been made by Contractor, at the direction of the utility company, shall be recorded.

3.7 Temporary Support

Pipes, conduits, and other underground utilities exposed as a result of the Contractor's operations, shall be adequately supported, along their entire exposed length, installed in such a manner that the anchorage of the supporting members will not be disturbed or weakened during the backfilling operations. Backfill of selected material shall be carefully placed and compacted under and around the supports, and all supports shall be left in place as a guard against breakage of the supported facility due to trench settlement.

3.8 Existing Conditions

Plan the excavation to avoid damage to or minimize interference with underground utilities in the construction area. Excavation that requires temporary or permanent interruption of a utility service shall be coordinated with the affected utility owner and the COR.
