BIDDERS’ QUESTIONS AND GOVERNMENT’S RESPONSE

1. Please inform of the shipping rates for transports between Denmark and Thule AB. Response:

The Sealift rates are provided in Appendix T of this amendment.

2. Specification Section 013201.0018 Project Schedule: In order to enable the offerors to prepare a preliminary project schedule, please comment on the following:

- extended bid date 27 Feb 2013

- latest award date 28 May 2013

- expected date for notice to proceed 10 Jun 2013

- latest information of sea-transport requirements to Norfolk for Pacer Goose 15 May 2013

- latest delivery of shipments to Norfolk and Aalborg, Denmark app. 15 June 2013 for first connection to Thule Air Base.

Questions: 1. When will the COE award the contract? 2. When will the COE issue Notice to Proceed? Response: 1. The Governments intention is to award the contract by end of April 2013. However, with the uncertainty of the current fiscal year (FY) funding there is no guarantee that the funding will come as planned. 2. Typically the NTP is issued within 21 calendar days, assuming the bidder submits all necessary and complete, documentation as per the contract (bond…).

Is the requirement reinstated? Response: The Table of Content and the Submittal Register have been updated to reflect the removal of spec section 32 12 22.00 10 from the contract.

4. Special Contract Requirements, para 35 b (1): The costs for airfreight from McGuire to Thule are extremely high, please check the rates. Response: The rates have been revised; see specification revision of this amendment.
