AMENDMENT NO. 0005
1. SPECIFICATIONS CHANGES
The following specifications have been REVISED and are NOT RE-ISSUED with this amendment:
CHANGES TO MATOC
CHANGES TO TASKS ORDER 0001 (PN 57711 Fire Station II)
Section 00 22 30, paragraph 5.3.1.1 Preference #1: Add the following: “Each dorm room shall have individual temperature control for the infloor heating system.”
Section 01 10 00, paragraph 3.6.3.4, Dorm Room Pressurization: Delete in its entirety and replace with the following: “3.6.3.4, Dorm Room Pressurization: Positively pressurize the dorm rooms with a 100% dedicated outdoor air unit for ventilization purposes only. Dedicated outdoor air unit shall continuously supply dehumidified, tempered air to each bedroom and shall be controlled to maintain a set discharge air temperature. Provide compliance with IMC chapter 4 and maintain slight building positive pressurization. Dedicated outdoor air unit shall be available 24/7/365. Refer to chapter 6 for site specific constraints. Use the outdoor air unit to ventilate and pressurize corridors adjacent to the dorm rooms. ”
Section 01 10 00 Chapter 4 Applicable Criteria: Add the following: “4.2.12 UFC 4-730-10 Fire Stations”
Section 01 10 00 paragraph 6.3.2.1 Dumpster Pad: Delete in its entirety and replace with the following: 6.3.2.1 Dumpster Pad: Provide a dumpster pad with concrete-filled steel bollards.
Screening shall be a minimum of a 7 foot high change link fence with slats and a latchable swinging gate on the front for access to the dumpsters. Slat color as required by the Fort Drum Public Works.
Section 01 10 00 Add the following: “6.3.3.4 Storm Drainage: Contractor shall provide a catch basin and storm drain system across Ontario and Oneida avenues and daylight on the far side of the railroad tracks. CHANGES TO TASKS ORDER 0001 (PN 57711 Fire Station II)
Drawing C-101 added sanitary sewer connection requirements and existing manhole inverts.
Drawing C-103 added storm drain pipe across Ontario and Oneida Avenues and under railroad track.
3. RESPONSES TO QUESTIONS SUBMITTED BY PROSPECTIVE OFFERORS:
Reference MATOC Solicitation:
1. Question: I attended today’s pre-bid at Fort Drum. As a small, but skilled General Contractor who is anxious to contend for this work, I humbly suggest that an extension of one week response time would optimize the likelihood of a real “best value” for the government as well as give those of us who have been kept remote from your way of doing business a better chance to submit a refined proposal. Thank you for your considerations.
Answer: No additional time extension will be granted.
2. Question: Regarding the amendment to Section 00 22 11, Paragraph 2.1; Will the Government award both seed projects of this MATOC to the same Offeror if that Offer or provides the Best Value for both?
Answer: Please refer to paragraph 2.1 Basis of Award (MATOC)
3. Question: Could you provide the contact name and phone numbers for the utility providers (Electric, Water, Sewer, and Gas) at Fort Drum?
Answer: This information will be provided after award.
4. Question: Will the Child Development Center and Fire Station projects be awarded simultaneously so that the work can be performed concurrently? If not, why?
Answer: Correct, both seed projects will be awarded simultaneously.
5. Question: Please verify that the targeted cost for the Child Development Center ($9,400,000.00) and the Fire Station ($6,000,000.00) are correct.
Answer: The target cost for both projects are correct.
Reference Task Order 0001 Fire Station:
Under section 00 22 30,- 5.3.1.1 Preference # 1. Provide in-floor radiant heat in each dorm room (10 each). On Page 10 Section: 01 10 00 Sub-section 3.6.3.5 it states Provide each dorm room with an individual heating/cooling unit.
6. Question: Does this mean we should provide two heating systems for each Dorm?
Answer: If in floor radiant heating is provided the heating requirements for those rooms as identified in paragraph 3.6.3.5 will be superseded by the preference requirements, and all other requirements shall remain.
7. Question: If preference # 1 is considered, is the in-floor heating individually controlled in each room or is it centrally controlled by area?
Answer: Refer to the requirements in paragraph 3.6.3.5. Each room will require individual controls.
In Section 3.6.3.4 it states that a dedicated outdoor air unit shall continuously supply dehumidified, tempered air to each bedroom. This also conflicts with 3.6.3.5.
8. Question: How could each occupant have control of fan selection (on/off) from a central airhandler? Recommendation. Design VAV system with reheat coils and dedicated outdoor air handler as described in 3.3.6.4.
Answer: The requirements of paragraph 3.6.3.4 are for ventilation air requirements only for the dorm rooms and not for heating or cooling. See Amendment 5 for clarification to paragraph 3.6.3.4. The above recommendation is one of several acceptable solutions for meeting the dorm room requirements.
9. Question: Geotechnical Information in the solicitation is limited. The CDC has a soils boring report, but none are given for the Fire Station (the Appendix is blank). Will there be any further information provided for the Fire Station, and will a Geotechnical Report be issued for both sites?
Answer: The geotechnical information for borings on each site have been provided under Amendment 2.
10. Question: The need for a detention basin will be determined by analysis conducted per chapter 4.8 of NYSEC Design Manual. The site drains from south to north and the low point of the site is adjacent to Ontario Ave/Gasoline Alley. Currently there is no way of discharging stormwater from the site via existing culverts or other drainage structures. A discharge point will be necessary as part of the site development with or without a detention basin. Will the contract limit lines be expanded to include a means of conveying stormwater from the site?
Answer: See amendment 5, Appendix J, sheet C 103, Stormwater Treatment and 6.3.3.4 Storm Drainage for clarification.
Reference Section 4.0 Mandatory Criteria.:
11. Question: UFC 4-730-10 Fire Stations is not listed as mandatory criteria for this RFP.
Is this correct?
Answer: UFC 4-730-10 Fire Stations has been added by the Centers of Standardizations to chapter 4 Applicable Criteria, see Amendment 5.
Reference Fire Station Task Order requires an oil/water separator for facility.
12. Question: Does Fort Drum have any specific design criteria or Fort Drum Standard for preference of the type of oil water separator?
Answer: The Fort Drum Standard is Rockford OST, see Amendment 5 for clarification.
13. Question: Can you share any information about the 6,000sf storage building? What is the eave height? What floor thickness? Should there be overhead coiling doors? Does it require heating, electrical, plumbing, drains?
Answer: See section 01 10 00 paragraph 6.18 for storage building information. The eave height shall be high enough to handle 12’ high overhead doors. See paragraph 6.18.1 for floor thickness. Overhead doors are required but the type is not specified. See paragraph
6.18.4 for electrical requirements. No other utilities are required. See Amendment 5 for additional building requirements.
14. Question: Referencing amendment 4, question 13, regarding the size of the required hardstand- can you please reclarify the required measurements: Are you stating that the north side of the building should have a hardstand width of 48 feet and the south side of the building should have a hardstand width of 5 feet from the building’s edge?
Answer: The width of the hardstand on the north side is 48 feet and on the south side 5 feet.
See Amendment 5, for clarification.
15. Question: Clarify the Function and Building Use Type for the Storage Building located behind the new Fire Station #2.
Answer: This is a general purpose dry storage building and is not required to be heated or sprinkled. The construction shall include a pre-engineered metal building with insulated metal sandwich panels, slopped insulated metal roof, and a minimum of an 100 amp electrical panel. See Amendment 5 for more details.
On page 73 of 172 para. 6.11.2.1, HVAC system for Communications Room
16. Question: On design RFP dwgs it calls out a Telecom Room and a UPS,COM, IT room.
Do these qualify as Communication Rooms.
Answer: The Telecom room which is the same as a communication room and thus requires the HVAC system under 6.11.2.1 but the UPS, COM, IT room does not.
17. Question: What is the outfall is for the Fire Station. The survey identifies sheet flow as the primary means of runoff removal. Is there a storm drain system to which the proposal Fire Station will discharge or will a new outfall be required?
Answer: See Amendment 5, Appendix J, drawing C-103, Stormwater Treatment.
18. Question: Is there survey (elevation) information on the existing sanitary sewer at the Fire Station site?
Answer: See Amendment 5 Drawing C-101 for existing sewer manhole invert information .
19. Question: Please clarify the following inconsistency: On page 9 of 172 in the Fire Station RFP section paragraph “c” clearly states that “Carpet shall not be used as a floor finish on this project.” However, the Room Finish Schedule on page 171 of 172 lists many rooms with carpeting as the floor finish.
Answer: See section 01 10 00, paragraph 6.2.3 for clarification; carpet authorized for dorm rooms.
Reference Task Order 0002 Child Development Center:
20. Question: What size playground is required outside of each Preschool/Pre- K/Kindergarten Room and Infant/Pre-Tod/Toddler Room?
Answer: See Section 01 10 00, paragraph 3.2.1.3, Outdoor Play Area. The gross areas for the playgrounds are identified in this paragraph. See Appendix J, sheet C100, Site Plan for approximate locations of playgrounds. The exact size per playground and layout shall be determined during design per the requirements outlined in section 01 10 00.
21. Question: Reference Attachment B: Room by Room descriptions for page 46 of 260- Infant/pre-toddler/toddler activity room and 51 of 260 :Preschool/Pre-K Activity Room :
HVAC paragraph states:” A relative humidity of 35-50 percent will be maintained in CDC child activity rooms to prevent drying of mucous membranes, to control diseases and to prevent mold growth. Reference: Technical Section 5.8.2.3: States: “For Heating only where the indoor relative humidity is expected to fall below 20% for extended periods, add humidification to increase relative humidity to 30%.” Section 6.0 does not state a relative humidity indoor range for design condition for this facility.
The two paragraphs appear to conflict with one another, the first indicating that it is mandatory, the second indicating it is mandatory only if certain conditions exist. Please clarify if humidification is mandatory at this facility and/or what is considered to be an “extended period of time” as cited in the technical section 5.8.2.3. to which humidification in this facility would be required? New Fort Drum CDC facilities do not utilize humidification based on the technical 5.0 requirements.
Answer: Section 01 10 00 Attachment B Design Criteria for Child Development Centers is the room by room standard criteria for the specific types of occupancies and chapter 5 is a general requirement which does not change from facility type to facility type. The more stringent requirement needs to be followed which is specific to the occupancy.
22. Question: Reference: 6.3.2.6 page 144 of 260: States a 16,667 sf of child playground area shall be provided with a minimum of 6300 sq ft of that area developed with play features and equipment.” Are all playgrounds to be developed with equipment? If not all playground areas are not to be developed, which age appropriate areas are to be developed for the 6300 square-foot minimum?
Answer: All playgrounds shall be developed as required under section 01 10 00, Attachment J and all other requirements in the RFP. See Amendment 5 for corrections to paragraph
6.3.2.6. Note: See section 01 10 00, paragraph 3.2.1.3 Outdoor Play Area: the minimum developed play area is 11,600 sq ft.
23. Question: There are conflicting statements about the gross building area in the RFP.
Section 00 21 00 (ID/IQ), paragraph 1.1.1 Task Orders, Task Order No.0002 Description of Work states that the primary facilities are 15,850 SF. Section 00 22 11 (ID/IQ), paragraph
6.2.2.3 Minimum Space and Facility Size states that the overall square footage is not greater than that as described in Section 01 10 00, as authorized by Congress. Section 01 10 00.002 Task Order Statement of Work, paragraph 3.1 General Information, states that the design must comply with the Army Standards for the facility type. Army Standard for Child Development Centers … is provided in Attachment A. The Army Standard document does not provide guidelines for the gross building area. Paragraph 3.1.1 Mandatory Requirements states that the Army Standard floor plan for the project facility type and size is mandatory.
The floor plan is provided in Attachment F. The Army Standard Floor Plan in Attachment F is 219’-11” x 71’-0”. The gross area of this plan is therefore 15,614 GSF. Section 00 22 30, Task Order Design-Build Selection Procedures and Basis of Award, paragraph 1.0 General refers back to Section 00 22 11 Design-Build Selection Procedures and Basis of Award.
These circular references do not identify the gross building area. In summary, the Description of Work in Section 00 21 00 states that the building area is 15,850 SF while the Army Standard Floor Plan in Attachment F is 15,614 GSF. What is the area limitation of the CDC building?
Answer: The maximum allowable GSF is 15,850 as stated under section 00 21 00. The total GSF in not shown in Attachment F, items such as canopies, etc. are not shown in the dimensions of the plan.
24. Question: Section 01 10 00, paragraph 6.5.2.6.5 Exterior Canopies: the RFP states that exterior walkways accessing building entrances are required to be covered with canopies.
Does this refer only to the walkway from the main building entrance out to the sidewalk at the drop off curb or does it refer the other exit doors around the building?
Answer: Canopies are required on all exterior doors. These doors serve as entrances and exit from the rooms to the play areas. Refer to section 01 10 00, paragraph 6.5.2.6.5 Exterior Canopies.
25. Question: Section 00 22 30, par. 1.0 General: Section 002211 “Design-Build Selection Procedures and Basis of Award” is referenced but can’t be found within the RFP document.
Answer: Section 00 22 11 is found under the main MATOC document and not under the task orders. It starts on page 23 of 103 and the title is called Design-Build Selection Procedures.
26. Question: Section 01 10 00, paragraph D references doors in area separation walls.
There do not appear to be any required for this facility and none were identified in the RFP.
Is there a requirement for area separation walls?
Answer: The appropriate fire code will determine if area separation walls are/are not required for this type of occupancy.
27. Question: Section 01 10 00, Attachment A: Vision Panels are indicated for all doors except adult toilets. Does this include closets, laundry room, kitchen, dry storage, video, other storage rooms?
Answer: Follow the requirements as stated under section 01 10 00, attachment A, Vision Panels.
28. Question: Section 01 10 00, paragraph 23 Space: Kitchen: Special Requirements paragraph d: Maintenance: The following sentence, “Asbestos material WILL be handled per TB MED 513. What does this mean?
Answer: Section 01 10 00, paragraph 3.1.3.e, Non-Authorized Building Features, forbids the inclusion of any asbestos, disregard any reference to the inclusion of asbestos in the construction of this facility.
29. Question: Section 01 10 00, paragraph 5.1.3 Exterior Signage: Provide exterior signage in accordance with Appendix H, Exterior Signage. This appendix is not in the RFP.
Answer: Appendix H is “Not Used”; however, there are numerous interior and exterior signage requirements throughout section 01 10 00 which identify requirements, with location and color to be addressed during design.
30. Question: Section 01 10 00, paragraph 5.1.3.5.1 Space Configuration: Arrange spaces in an efficient and functional manner in accordance with area adjacency matrices. Where are the matrices? They do not appear to be within the RFP.
Answer: Section 01 10 00, paragraph 3.2.3.2.1, Space Configuration states that the provided drawings govern and must be followed; disregard paragraph 5.3.5.1, Space Configuration.
31. Question: Section 01 10 00, paragraph 6.3.2.1 Dumpster Pad: Reference is made to the Fort Drum Design Guide. Where is this design guide? It does not appear to be within the RFP and is not found on the Fort Drum website.
Answer: See Amendment 5 for corrections to paragraph 6.3.2.1 for a detailed description of the screening required.
32. Question: Section 01 10 00, paragraph 6.5.1 Architecture: General: Reference is made to the Fort Drum Real Property Master Plan. Where is this? does not appear to be within the RFP and is not found on the Fort Drum website.
Answer: See Amendment 5 for corrections to paragraph 6.5.1.
33. Question: Section 01 10 00, paragraph 6.5.2.6.10 Building Entrance Doors: Both insulated steel and fiberglass reinforced plastic doors are referenced. Are either acceptable or is one or the other required?
Answer: See Amendment 5, Section 01 10 00, paragraph 6.5.2.6.10.
34. Question: Appendix F: Conceptual Aesthetic Considerations, Chart #1 Architectural Theme for North Post: 10 zones are presented with various exterior materials indicated within each zone. The RFP does not appear to identify the zone that either the Fire Station or Child Development Center are within. Please identify these.
Answer: The CDC is located in North Post, Zone 5, “Community.” Note there is specific guidance regarding roof design (paragraph 6.5.2.3.3) and ‘parapet’ design (paragraph
6.5.2.3.4 and photo Appendix F). The Fire Station is located in South Post, guidance on Architectural finishes are provided in Appendix F, administrative/dorm portion of Fire Station would equate to an Administrative facility, the apparatus bay equates to a TEMF, and the storage building to storage facility.
35. Question: Section 6.3.2.4 requires a foundation drip strip at finished grade around the building. Drip strip consist of geosynthetic fabric with minimum 4” stone, stone color matching facade of the building. This conflicts with drawings showing 6 feet sidewalk abutting exterior face of building and all around building.
Answer: See Amendment 5, Section 01 10 00, paragraph 6.3.2.4 deleted.
36. Question: Paragraph 6.3.1.4 “All building finished floors shall be 6” above the surrounding grade elevation”. This is difficult to achieve because there are doors all around the building that goes out to a sidewalk. The difference in grade from the finished floor to the exterior face of building at the entry sidewalks will be ¼”.
Answer: See Amendment 5, Section 01 10 00, paragraph 6.3.1.4 deleted.
37. Question: Design conditions listed in RFP paragraph 6.11 for winter is -30 deg. F which is well below the 99.0% occurrence from DOD weather data of -6.0 Deg. F. shall the design to be based on the -30 or the -6 number.
Answer: Design shall be based on -30 deg F per section 01 10 00, paragraph 6.11.c.
