3. RESPONSES TO QUESTIONS AND ANSWERS SUBMITTED BY PROSPECTIVE

OFFERORS:

Reference MATOC Solicitation:

1. Question: With regards to the scheduled bid date - We are asking that the bid date be extended so that we have sufficient time to adequately decipher the above information.

Answer: Your other questions, which are listed below have little impact on you preparation of the proposal and no extension needs be provided.

2. Question: I would like to get clarification on what is considered Pro Forma Information.

Page 26 of 103 lists “Volume I – Performance Capability & Pro Forma Information” but the Elements listed for Volume I don’t seem to be Pro Forma type of information. Should Pro Forma materials be included with Volume 3?

Answer: Correct, will change under amendment 4.

3. Question: In a typical NY District ACOE design build RFP, the second to last 2 sentence of Pararaph 5.4.1.1 reads: Both the prime contractor and the design firm(s) shall each submit no more than five (5) projects. In the case where the Prime contractor adds 2 design firms (1 Architecture & 1 Engineering), can both of these design firms submit up to 5 projects sheets individually? Or are they limited to 5 total between them?

Answer: Both of the design firms can submit up to 5 projects.

4. Question: Is the Government looking for one (1) aggregate bid bond or two (2) separate bid bonds, one for each project?

Answer: The Government is looking for two separate bid bonds.

Reference Task Orders 0001 Fire Station & 0002 Child Development Center:

5. Question: Reference Task Order 1 and 2 - Fire Station and CDC NYSDEC Stormwater Design Manual, paragraph 4.8, describes the "10% Rule" to conduct downstream drainage analysis to determine if stormwater impacts resulting from the site development require quantity treatment. To conduct such analysis locations, sizes and elevations of drainage facilities (culverts, storm drains, inlets, open channels, etc.) that are downstream of the project site are required. Drawing C-100 does not indicate existing downstream drainage facilities nor depict how stormwater from the site is conveyed across Gasoline Alley (in the case of the Fire Station).

Can a larger overall topographic plan be provided that includes the existing downstream drainage facilities so that a drainage analysis as described in the NYSDEC Design Manual be performed to identify impacts on downstream facilities? Also, if downstream impacts exist due to the proposed development, will the contract limit lines be adjusted to include these improvements?

Answer: The topographical data and storm system structure information necessary to conduct the downstream analysis for both jobs will be provided upon award of the contract. Decisions with respect to improvements outside the current contract limits will be made upon completion of analysis prior to SWPPP submission.

6. Question: 6.3.1.4 (Fire Station) 6.3.1.3 (CDC) Drainage. Section requires a slope away from the exterior of buildings at 1:10 for 20 feet (2 ft drop plus the 6" from Fin Floor to grade). This requirement conflicts with maximum allowable pavement slope of 2.5% and maximum sidewalk slope of 5%. Can this requirement be modified to meet the program of both buildings?

Answer: These paragraphs will be corrected to delete the 1:10 for 20 feet.

Reference Task Order 0001 Fire Station:

7. Question: The package for the Fire Crash Rescue Station has two completely different drawings. One drawing indicates 3 Bays and the other 5 Bays. It is our understanding that the 5 Bay building will be considered and not the 3 Bay.

Answer: Correct, see paragraph 6.2.2 approved deviations and Amendment 4 for deletion of Drawing A6 – HQ.

8. Question: In regards to Force Protection - Will a "Progressive Collapse Design" be required?

Answer: Review the technical requirements of the RFP and the UFC for AT/FP.

9. Question: We are looking for a copy of the Ft. Drum Installation Design Guild.

Answer: All information required for this project from the Ft Drum Installation Design Guild is included in the RFP.

10. Question: Drawing C-100. Can the fence located along the west side of Fifth Street Middle be removed/relocated if it interferes with grading or potential stormwater detention pond?

Answer: The fence along the west side of Fifth Street Middle maybe removed and or relocated but temporary security and site controlled access must be maintained for the site located next to the fire station site during this period.

11. Question: Drawing C-100. What are the dimensions required for the concrete aprons located adjacent to the apparatus bays?

Answer: The concrete apron on the north side of the site shall be 48”-0” long and on the south side shall be 5’-0” long.

12. Question: Army Standard For Fire Stations, pg 17 of 172. Standard indicates the need for a service road/drive on the side of the building adjacent to the mechanical room with a controlled access point. Drawing C-100 does not indicate a service drive. Is one required?

Answer: Although not shown on the drawings it is still a requirement of the solicitation and must be provided.

13. Question: 6.4.6.3.1 Section indicates point of connection for sanitary sewer is east of Fifth Street Middle. Dwg C-101 indicates point of connection is west of Fifth Street West. Can the COE confirm if there is a preferred location, or if it is to be determined by the Contractor?

Answer: The drawing is correct and will revise paragraph 6.4.6.3.1 accordingly.

14. Question: The 22,438 square feet shown on the plan does not actually say this is the maximum gross square feet allowed for this building. There is just a number with the words SQ.

FT. It could be net or gross, maximum or minimum. Please clarify.

Answer: This is the maximum gross square footage.

15. Question: The Storage Building is shown as 6,000 square feet. Is the Storage building a Net Minimum or 6,000 square feet Gross maximum? Please advice.

Answer: This is the maximum gross square footage.

16. Question: Are there any PBC's involved with the demolition of the five (5) existing buildings?

Answer: I believe you are referring to PCB’s and no the light ballasts and all other items which may contain PCB’s will be removed prior to the contractor demolishing the buildings under this contract.

17 Question: We understand that the design of the FF&E is our responsibility, however, is the supply and install of the FF&E also ours?

Answer: Paragraph 2.4 indicates procurement in not included in this contract. Paragraph

6.5.2.3.7 requires the contractor to make final connects to workstations.

18. Question: Contaminated Soils: is the 10 cubic yards associated with the two (2) tanks being removed or in a different area?

Answer: Correct, it is for the two tanks being removed.

19. Question: Contaminated Soils: was the testing conducted and only uncovered 10 cubic yards of materials?

Answer: No test was conducted, this is only in case contaminated soil is found during excavation.

Reference Task Order 0002 Child Development Center:

20. Question: Sections 3.2.1.2 and The Army Standard For Child Development Centers, pg 21 and pg 87 discuss the need to provide safe passage for children from parked cars to the building entrance while minimizing crossing main vehicular travel lanes. Sidewalks are to be provided from the parked cars that lead directly to the entrance. Crosswalks are to be limited in use.

Drawing C-100 would require that all pedestrians would need to cross the main travel lane from the parking lot to the building. Please confirm that Drawing C-100 indicates the required parking/circulation configuration or if the COE will make modifications to reorient the parking so that pedestrians are not crossing the travel lane.

Answer: The drawings are identified as “concept drawings” and “not for construction”. The contractor may adjust the parking lot footprint to minimize pedestrian crossings of main vehicle traffic lanes as long as they remain in compliance with the solicitation.

See Amendment 4, CDC, Task Order 002, Sec 01 10 00 Paragraph 6.3.1.3 Quantity Treatment.
