SUMMARY OF CHANGES
SECTION 00 21 13 - INSTRUCTIONS TO BIDDERS
The following have been modified:
52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) A pre-bid site visit will be held at 0900 hrs. on 23 February 2021 at the Third High Reservoir located at 3901
Donaldson Place NW, Washington, DC 20016. Individuals interested in attending the site visit MUST submit their
Name, Company Name, Date of Birth, Driver's License Number and issuing State to Nikolai Gurdian by email
(Nikolai.E.Gurdian@usace.army.mil) no later than 2:00 p.m. on the business day before the site visit in order to be admitted to the site. Upon arriving for the site visit, individuals will be required to show their Driver's License.
Individuals who do not have a driver's license will need to submit the information from a government issued ID
(State or Federal) and be prepared to show that ID upon arrival.
In response to COVID-19 Pandemic and the requirements for social distancing, the Washington Aqueduct facilities are closed to everyone except employees, unless authorized in advance. For those authorized entry onto Washington
Aqueduct property for this site visit, the following health and safety precautions will be adopted:
• No more than two employees from an individual company will be permitted to attend this site visit.
• All participants shall maintain a 6 foot minimum distance from Government personnel at all times.
• All persons entering Government property are to provide and wear cloth face coverings meeting the CDC guidelines at all times.
• All persons entering Government property must consent to temperature screening. A temperature reading of <100.4 degrees Fahrenheit is the criterion for participation in this site visit
• Hand sanitizer and/or wipes will be made available for participants.
