MAINTENANCE OF PLANT OPERATIONS
03/17
PART 1 GENERAL
1.1 THE REQUIREMENT
a. The Third High Reservoir will be in service during Phase 1 of The Work and out of service during Phase 2 and 3 until the reservoir is complete and operational construction is completed. The intent of this section is to outline the minimum requirements necessary to allow the Owner to continuously operate and maintain the treatment facility in order to remain in compliance with all permit requirements.
b. The Owner will coordinate the supply of finished water necessary for start-up and the 30-day operational period associated with each stage of construction.
c. The Contractor shall schedule and perform the Work in a manner such that the Owner can keep the existing water treatment plant facilities in continuous, dependable operation. The Contractor shall adhere to the constraints listed in this Section and indicated on the Drawings.
d. In performing the work, the Contractor shall plan and schedule his work to meet the plant and pumping system operating requirements, and the constraints and construction requirements as outlined in this Section.
The Contractor shall:
(1) Perform all construction necessary to complete connections, tie-ins, and shutdowns to existing facilities.
(2) Keep existing facilities in operation unless otherwise specifically permitted in these specifications or approved by the Owner.
(3) Perform all construction activities so as to avoid interference with operations of the facility.
e. All references to days in this Section shall be consecutive calendar days.
f. In addition to the constraints identified herein, the Contractor shall adhere to the terms and conditions of all permits related to the work being performed under this Contract.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.3 GENERAL CONSTRAINTS
a. The Contractor shall schedule the Work so that the plant is maintained in continuous operation. All treatment processes shall be maintained in continuous operation during the construction period except during approved process interruptions. All short-term system or partial systems shutdowns and diversions shall be approved by the Owner. Long term process shutdowns and diversions shall conform to the requirements hereinafter specified and shall be minimized by the Contractor as much as possible. If in the judgement of the Engineer a requested shutdown is not required for the Contractor to perform the Work, the Contractor shall utilize approved alternative methods to accomplish the Work. All shutdowns shall be coordinated with and scheduled at times suitable to the Owner. Shutdowns of the reservoir shall not begin until all required materials are on hand and ready for installation and with approval of the Owner. The Contractor shall proceed with the reservoir
Work in a continuous fashion, start to finish, until the Work is completed and normal plant operation is restored. If the Contractor completes all required Work before the specified shutdown period has ended, the Owner may immediately place the existing system back into service.
b. The Contractor shall schedule shutdown of the 24" drain line with 2 weeks’ notice in advance. Shutdowns shall be fully coordinated with the
Engineer, Owner, and DC Water at least 48 hours before the scheduled shutdown. The Owner's personnel shall operate the Owner's facilities involved in the short-term and extended shutdowns and diversions. The
Owner does not guarantee that valves, stop logs, gates, etc., are or will be 100 percent water-tight. The Contractor shall provide, at no additional cost to the Owner, all temporary caps, plugs, dewatering, pumping and other measures required to perform the Work. Temporary facilities, including but not limited to pumps, pipes, valves, blind flanges, plugs, etc., shall be thoroughly cleaned and disinfected with chlorine solution prior to use. Temporary facilities shall be suitable for use in potable water applications, and shall have no prior use in non-sanitary applications.
c. Any temporary work, facilities, roads, walks, protection of existing structures, piping, blind flanges, valves, equipment, etc. that may be required within the Contractor's work limits to maintain continuous and dependable plant operation shall be furnished by the Contractor at the direction of the Engineer at no extra cost to the Owner.
d. The Owner shall have the authority to order Work stopped or prohibited that would, in his opinion, unreasonably result in interrupting the necessary functions of the plant operations.
e. If the Contractor impairs performance or operation of the plant as a result of not complying with specified provisions for maintaining plant operations, then the Contractor shall immediately make all repairs or replacements and do all work necessary to restore the plant to operation to the satisfaction of the Engineer. Such work shall progress continuously to completion on a 24 hours per day, seven workdays per week basis at the Contractor's expense.

f. The Contractor shall provide the services of emergency repair crews on call 24 hours per day to affect repairs to portions of the plant affected by the Contractor's operations.
1.4 GENERAL OPERATING REQUIREMENTS, CONSTRAINTS, AND CONSTRUCTION
REQUIREMENTS
a. General
(1) Operation of all valves and gates shall be performed by Washington
Aqueduct or DC Water personnel (based on the particular line to be isolated). Contractor shall coordinate with Owner regarding valve and gate opening and closing requirements.
b. Access to Plant Site, Use of Roadways, and Use of Parking Areas
(1) An unobstructed traffic route through the plant shall be maintained at all times for the Owner's and DC Water's operations personnel and maintenance equipment. The Contractor's personnel and/or delivery vehicles are permitted to use the plant's main entrance for access to the Contractor's work area. All construction traffic for the Work associated with the Project shall use the designated construction entrance, on Donaldson Place NW. The Contractor shall keep all traffic on the existing facility roads to an absolute minimum. Vehicular access to the treatment units and buildings for the Owner's personnel shall be maintained at all times by the
Contractor. The limits of disturbance indicated on the drawings will be strictly enforced for the Contractor's operations.
(2) Parking for personal vehicles of construction personnel shall not be allowed along Donaldson Place or Belt Road. The General
Contractor shall be responsible for providing access to and for preparing and maintaining/approved parking areas.
(3) The Contractor shall provide temporary measures to protect the existing pavement by filling over with earthen material or supplying other measures acceptable to the Engineer, and he shall repair any damage to existing paved surfaces that occurs during the construction period. Any areas disturbed along the shoulders of the access road and interior roads and elsewhere inside and outside of the plant shall be repaired, graded, sodded, etc. as necessary to match pre-existing conditions.
(4) The Contractor shall not undertake the restoration of parking area shown on the Contract Drawings, until all other work on the plant improvements has been completed.
b. Personnel Access
(1) Treatment plant personnel shall have access to all areas which remain in operation throughout the construction period. The
Contractor shall locate stored material, dispose of construction debris and trash, provide temporary walkways, provide temporary lighting, and other such work as directed by the Engineer to maintain personnel access to areas in operation. Access and adequate parking areas for plant personnel must be maintained throughout construction.

c. Plumbing Facilities
(1) Unless otherwise allowed by the Engineer, sanitary facilities in the existing structures shall be operational at all times for plant operating personnel. All other building plumbing systems such as roof and floor drains, pumping, etc., shall be maintained for all structures.
d. Building Heating and Ventilating
(1) Temporary heating and ventilation shall be provided as required to maintain facilities under construction adequately heated and vented. The temperatures to be maintained in any areas occupied by plant operating personnel such as offices, lunchrooms, locker rooms, bathrooms, etc., shall be at least 65°F. The temperatures to be maintained in all other interior plant areas, whether new, existing or temporary, shall be maintained at a minimum of 55°F.
e. Draining Process Pipes and Conduits
(1) The contents of all pipes and conduits to be removed, replaced or relocated (or dewatered for a specific purpose) shall be transferred to a suitable facility in a manner approved by the
Owner through hoses or piping, or by using pumps if hydraulic conditions so require them. The Contractor shall provide the pumps, piping and hoses at no additional cost to the Owner. No uncontrolled spillage of a pipe or conduit shall be permitted. Any spillage, other than potable water, shall be immediately washed down and flushed into the appropriate process flow train.
f. Potable Water System
(1) Potable water service shall be maintained in continuous service at all times during construction except for interruptions required for in reservoir work. Shutdown of the potable water system shall be fully planned and coordinated with the Washington Aqueduct and as prescribed.
1.5 SPECIFIC OPERATIONAL CONSTRAINTS
a. General
The following describes the general sequence of construction of the
Work. The sequence does not purport to include all Work necessary and it may be modified to suit existing conditions which are encountered. It shall be used as a guide to prepare the construction schedule and the shutdown schedule. The Contractor is solely responsible for scheduling the project in conjunction with the anticipated construction sequence.
b. General Sequence - Phase 1
(1) Install New Drain Line, Air Gap Assembly Chamber with tie into
Storm Drain System, and Stairway system as indicated.
(2) Disconnect 24" Drain from DC Water after alerting appropriate parties.

(3) Install New Manhole as indicated.
(1) Disconnect 24" Drain from DC Water after alerting appropriate parties.
(2) Install New Manhole, New Drain Line, and Air Gap Assembly Chamber with tie into Storm Drain System as indicated.
c. General Sequence - Phase 2
(1) Drain and clean reservoir.
(2) Site clearing, erosion control, and rough grading.
(3) Construct temporary access roads and install traffic control measures, parking, and signage.
(4) Demolish and remove indicated buildings and site features.
(5) Clean up and appropriately handle waste and debris per section 01
74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT.
(5) Construct new Influent and Effluent buildings, including:
-Electrical lights
-Security communications
-Fans and ventilation features
-Construction of architectural features
-Hatch Covers
-Pressure transducer installation
-Sampling pump, spigot, and drain
-Manual lifts
(6) Construct exterior edifice features and all work not related to piping and water.
(7) Clean site in preparation for Phase 2.
(6) Remove loose expansion joint material in the reservoir.
(7) Clean and apply hypolar tape system on expansion joint.
(8) Install mixer system in the reservoir.
(9) Demolish and Install the following in the reservoir:
-2 36" Butterfly valves

-2 42" Butterfly valves
-1 24" Butterfly valve
-2 8" Mud valves
-Access ladders
(10) Clean site in preparation for Phase 3.
d. General Sequence - Phase 3
(1) Construct new Influent and Effluent buildings, including:
-Electrical lights
-Security communications
-Fans and ventilation features
-Construction of architectural features
-Hatch Covers
-Pressure transducer installation
-Sampling pump, spigot, and drain
-Manual lifts
(2) Construct exterior edifice features and all work not related to piping and water. This item includes the installation of the perimeter fence.
(63) Clean interior of the reservoir and exterior, restore site to previous condition.
(1) Drain and clean reservoir.
(2) Remove loose expansion joint material in the reservoir.
(3) Clean and apply hypolar tape system on expansion joint.
(4) Install mixer system in the reservoir.
(5) Demolish and Install the following in the reservoir:
-2 36" Butterfly valves
-2 42" Butterfly valves
-1 24" Butterfly valve
-2 8" Mud valves
-Access ladders

1.6 SHUTDOWN SCHEDULE
a. The shutdowns describe work which requires bypasses, shutdowns and coordination of existing operating facilities. The list does not purport to include all Work necessary and it may be modified to suit existing conditions which are encountered. It shall be used as a guide to prepare the construction schedule and the shutdown schedule.
Shutdowns are not necessarily listed in the order they must be performed. The Contractor is solely responsible for scheduling the shutdowns in conjunction with the anticipated construction sequence.
b. General shutdown requirements:
(1) Shutdown periods are indicated in 24-hour calendar days, or number of hours.
(2) Operation of all valves and gates shall be performed by Washington
Aqueduct or D.C. Water personnel (based on the particular line to be isolated). Contractor shall coordinate with Owner regarding valve and gate opening and closing requirements.
(3) Simultaneous shutdowns of more than one facility, except as specifically indicated or allowed by the Owner, will not be permitted.
(4) The Contractor shall submit a Shutdown Plan consisting of a construction sequence, time schedule, details of labor, equipment and material available for work to be performed during each shutdown to the Engineer. The plan shall demonstrate the
Contractor's ability to meet the time limitations.
(5) Insofar as possible, all equipment to be incorporated into existing facilities, shall be ready for installation before the existing facilities are shutdown, including the identification of wiring required to transfer power and monitor and control existing and new equipment. The Contractor shall identify the conduit and wiring required to ensure the prior work specified for each shutdown will be complete and that the re-start of equipment will not be delayed.
(6) If the Work, during shutdown periods, is not done satisfactorily, or as planned, or within the time required or approved, the
Engineer may order the Contractor to work a 24-hour work schedule with a full crew, or he may order the Contractor to place the facility back in service and reschedule the shutdown or, he may order the Work required to place the facility back in service done with other forces. If the work is done by other forces, the Owner's costs will be deducted from the amounts due to the Contractor. In no case shall the Owner be required to make additional payment for overtime work or redoing the work caused by the Contractor's failure to complete the work in the allotted time
