Because the reservoir is used for storage of potable drinking water, after work is completed the interior surfaces of the structure will need to be cleaned and disinfected prior to being put back into service. Concrete Repairs specification 03 01 35, part 1.3 says that the "Field survey shall be conducted after reservoir is removed from service and soil over burden is totally removed from over the reservoir." Notes D12 and D13 on sheet C-01 also make reference to excavation and backfill on top of the reservoir roof. Please confirm if any excavation and backfill is to be performed on top of the reservoir or if these references to not apply to this contract. If the work is to be performed, could you please clarify if the work is to be priced in the base bid and if excavation of this material can take place prior to the outage. Also please clarify where the material can be stockpiled and if we are to assume reuse of the material.

Section 01 92 10, 1.6.a says that "The shutdowns describe work which requires bypasses,..". We did not notice any requirements for bypass pumping any of the reservoir water. Can you please clarify that is correct or describe where bypass pumping operations are required by the contractor. Also, please clarify that the contractor is not required to bypass pump when the 24" drain line is out of service during Phase 1 and during Phases 2 and 3, the Government will stop all water flowing into the reservoir once drained.
