Question 92 Drawing C-020 “Coordinate Locations for Utility 0+00 Station Schedule” for Elect DB-E/F indicates them originating at MH’s G/H-111 and ending at MH’s A/B-109 but according to C-020 Site Plan they originate at MH’s H/G-115 and Dwg C-026 indicates them ending at MH’s CP-2&3. Please confirm these points are correct.
Answer: Coordinates for origin points of Electrical Duct banks E and F are correct but descriptions given on table are incorrect. The duct banks originate from MH’s H/G-115 and terminate at MHs CP-2&3.
Question 93 Drawing C-024 indicates Elect DB’s K & L originating at MH’s G/H-135 and ending at MH’s A/B-110A. The “Coordinate Locations for Utility 0+00 Station Schedule” given on Drawing C-020 does not indicated this DB. Please confirm and provide updated Coordinate Location Schedule.

a. May they be turned over in place or must they be transported?
b. If they must be transported, please describe approximate distance
c. The transformers and some circuit breakers contain oil, as indicated on plan Z-001. Must the oil be drained prior to turnover? Does inclusion on this chart indicate the presence of PCBs in the oils? Note 12 note clear."
Answer: The Government will bring empty containers/dumpsters to the site. Contractor can place said salvaged material in same and the Government will remove the containers/dumpsters.
Some coordination will be necessary. There is oil in the transformers that must be removed and disposed by the Contractor. It has been tested and found to be PCB free.
Question 112 Ref. 01 05 00 1.5 Utilities. Please describe available sources of power for construction purposes (voltage, ampacity, overhead or underground) and their relative distance to the site
Answer: Please contact BGE.
Question 118 Reference Section 015000-3.1 Employee Parking. Can each subcontractor bring their own employees from their off-site parking area to the site via their own shuttle bus or van pool? Or does the general contractor have to provide a single bus service for all subcontractors?
Answer: Each subcontractor is allowed to manage their own off site parking arrangements.
Question 122 Reference Section 010500-1.14 Maintenance of Utilities. This section states that the Contractor shall provide alternate space heating for Government personnel when necessary during shutdown of the heating system. Please advise how large the space is that we are required to heat for Government personnel.

Question 123 "Reference Section 013553-1.2 On-Site Construction Security. Item 8 under this section states that the general contractor will provide a security service to monitor/control access to the construction site until after the site security is assumed by the NSA police (after the site is incorporated into the overall NSAW campus). Please answer the following questions:
a. Does the security service need to start once the security/construction fence is erected around the construction site? Or do they need to start at a different time?
b. At what point is the site considered to be incorporated into the overall NSAW campus so that site security will be assumed by the NSA police? Is it not until the existing controlled perimeter fence is demolished to allow for the new access drive to be constructed?
c. Can the site security service be provided by the Contractor’s own employees?
d. How many people are required to perform the site security service?
e. Is the security service required to inspect vehicles entering the site? If so, how extensive are the vehicle inspections?
f. Does the contractor need to provide a guardbooth or other type of facility for the site security service? Or is it okay for them to stand/sit at the entrance. "
Answer: "a) Contractor must provide own security and control access to the site from NTP through completion.
b) Through close coordination with NSA security, suggest a gating and escort arrangement that delays turnover of security responsibility of the plant job site to very, very late in the project, up to turnover.
c) Contractor security should be by qualified personnel; if contractor now employs qualified personnel there is no object to them serving as contractor security.
d) the number of security personnel will vary during the project and must be adequate to secure the site.
e) The Contractor is responsible for vehicles entering their site. Inspection is required for vehicle entering the NSA campus. At minimum, suggest not admitting any vehicle without a bill of lading, etc. and proper ID.
f.) considering the hours of work and durations of the contract, some facility for the contractors security guards seems prudent. "
Question 124 Reference Section 013201.0010-3.1.1 Phasing. The fifth paragraph states that normal VR and access to campus will be required once the existing controlled perimeter fence is demolished to allow for the new access drive to be constructed. At what point can the Contractor demolish the existing controlled perimeter fence?
Answer: The Contractor may remove the existing fence as soon as the new fence is in place and accepted by the Government. However, see answer to RFI-0123, part b. You may want to delay removing the existing fence as long as possible.
Question 127 Section 013553-1.6 discusses the requirements for inspections of pedestrians/vehicles. This Section states that vehicle inspections will be conducted at the Vehicle Cargo Inspection Facility (VCIF) located on Perimeter Road on the south side of the campus.
Will vehicles have to pass through the VCIF before they pass through the access point monitored/controlled by the Contractor's security service?
Answer: Night and Weekends, when the parking lot off Canine Road outside and before GH1 should be empty. Contractor could then bring deliveries through that parking lot to their site.
There is also very limited access via road and lane from the frontage road and Cryptologic Museum. The best access most days will be through the campus on to the site through a temporary gate. See answer to RFI-0123, part b.
Question 128 Section 014013-1.3.5 says "Design/Builder". Should this say "Contractor" instead?
Answer: Should read Contractor not Design/Builder
Question 134 Drawing C-033 Key Note 5 shows a 10’ wide gravel shoulder for Contractor Trailers. Standard trailer size is 12’ wide. Can the gravel shoulder be wider to account for the trailer size?
Answer: Yes.

a. Does the Contractor use this road to access the construction trailers?
b. Can the Contractor use this road for other uses such as staging or parking for office personnel?
Answer: "a) Yes.
b) No, the road is used by security and other and must remain passable at all times."
Question 136 General Note 1 on Drawing C-030 states that “construction of primary site to proceed once the perimeter fence is established.” We are not clear what “primary site” is referring to, and thus what work can occur before the perimeter fence is established. Please advise: a. Can sediment and erosion control begin before the perimeter fence is established? b.
Can tree clearing and grubbing begin before the perimeter fence is established? c. Can earthwork cuts/fills begin before the perimeter fence is established?
Answer: The Primary Site is the current wooded area outside the existing fence where the Contractor is to build the substation and associated features. Some utility feature of work is required outside of this Primary site on the NSA Campus. Contractor should coordinate with USACE. From NTP, contractor must control access and not create a public safety hazard.
Comply with EM 385-1-1.
Question 144 Per specification section 01 50 00, paragraph 3.2.1 the Government will not provide utilities for construction, but the contractor may contact BGE directly to make arrangements. It is our understanding that BGE does not have power available in the immediate vicinity of the project site. This means BGE will need to perform a design and the installation costs could be substantial. Please advise if there is a contact person at BGE that is familiar with this customer and the project.
Answer: BGE is aware of the Project and the Site. Government’s POC cannot help you.
Suggest you contact BGE’s New Service Desk.
