Solicitation Number W912DR-11-R-0033

Amendment 2: Responses to Request for Information

Information for Bidders

1. The sole supplier of the OSI Monarch platform, Open Systems International Inc., shall perform all programming and updates associated to the SCADA front end system. All programming of graphics and database for the OSI Monarch software shall be performed on site.

Responses to Request for Information

13) Question: Specification Section 01 05 00 Job Conditions paragraph 1.16 indicates that no concrete pours shall be allowed on weekends or government holidays. Please confirm whether this requirement applies to concrete pours associated with duct banks located in parking lots where work is restricted to weekday nights/ weekends only.

Answer: These requirements do not necessarily apply to concrete pours associated with duct banks located in parking lots. However the pours must be coordinated in advance with the Government representative.

14) Question: Please confirm whether documents can be scanned and uploaded to a password protected ftp site for use by subcontractors and vendors interested in bidding on the work of this project. General Contractor will require any interested subcontractor/vendor to sign and return the same certification statement required for personal pick-up.

Answer: No, the documents must not be uploaded to any ftp site. The General Contractor has been permitted to make copy already.

15) Question: For subcontractors or vendors located outside of the Greater Baltimore Washington area, picking up drawings in person poses a significant hardship and expense. Is it acceptable for a subcontractor/vendor to provide a power of attorney to a General Contractor to sign for and pick up the documents on their behalf and then ship the documents to that subcontractor/vendor?

Answer: It is acceptable as long as they fill the certification attached to the furnished contracting documents.

18) Question: Please provide information on the elevation of the site water table.

Answer: Information on the site water table can be derived from the geotechnical and environmental borings. Locations of these borings are shown on sheet C-007, C-056 –C-062 and the boring logs are included on sheets C-008 through C-014.

19) Question: What is the required capacity volume for each of the fuel tanks shown on drawing S-036?

Answer: See Specification Section 33 56 13.13, paragraph 1.5.e stating "The useable capacity of AST-1 and AST-2 shall be not less than 240,000 U.S. liquid gallons."

20) Question: Please clarify the soil compaction requirements. There are conflicting requirements in specifications 03 30 00, §3.2.3 and 31 00 00, §3.10.

Answer: For both specification section 31 00 00 paragraph 3.10 and Section 03 30 00 paragraph 3.2.3, compaction requirements should be at least 95 percent maximum density in accordance with ASTM D 1557.

21) Question: Please provide drawings for the overall site general excavation.

Answer: Final grades of the site shall be as shown on sheet C-027. Request for overall site general excavation plan is unclear and will not be provided.

22) Question: The required submittals for concrete formwork exceed typical requirements. Please confirm the specification 03 30 00 requirements for formwork shop drawings (§1.3), formwork calculations (§1.6.1.1), and formwork fabrication drawings (§1.6.2.1)

Answer: The requirements for submitting formwork shop drawings, calculations, and fabrication drawings shall apply as stated in specification 03 30 00.

23) Question: What is the allowable bearing pressure for the soil of the tank ring wall foundations shown on drawing S-036?

Answer: The allowable bearing pressure for the soil under the tank ring wall foundations is 3000 psf.

24) Question: Please define the services during construction to be provided by the Architect of Record/Engineer of Record. Please confirm that these services will be supplied by the Corps of Engineers and need not be included in the proposal.

Answer: Title II services will be provided by the Designer of Record contracted by the Corps of Engineers.

25) Question: It is noted that several designs are incomplete and must be completed based on final equipment data. Will the design completion be provided by the Architect of Record/Engineer of Record?

If not, please explain the division of responsibility for this design work.

Answer: The request is to general and needs to be more specific. Drawings and Specification are complete and AE will not be supplying any design work for final equipment selection.

26) Question: Can any of the underground duct banks be capped and abandoned, left in place? (see Dwg C28)

Answer: Underground electrical duct banks, manholes and substations shall be demolished and removed as per drawings C-028, E-003 and E-004.

27) Question: Specification section 01 33 00 is confusing regarding the terms "AE" and "AR" for Submittals. Please clarify.

Answer: AE is a reference to the design Architect-Engineer. AR is a reference to the USACE Area Office. When used following the "G" designation identifies the office that will review the submittal for the Government

28) Question: Specification sections (e.g. 03 30 00 section 1.3) under Product Data have the term "LEED" in parenthesis for some items. What are the LEED requirements applicable to these items.

Answer: The “LEED” designation next to a section identifies those sections which have been specified to meet the design intent of LEED Requirements / Sustainable Strategies for the Client. This project is not applying for LEED Certification, and there are no requirements for submission of LEED documentation or data.

29) Question: Specification section 03 33 00 in several places references "ACI/MCP-#", which invokes all the standards of an entire volume of the ACI Manual of Concrete Practice. Will the Government specify the specific ACI standards that apply and delete the generic references to ACI/MCP?

Answer: The government will NOT delete the general references to ACI/MCP.

30) Question: Specification section 03 33 00 §3.2.3 requires sub grade compaction to 100% density (ASTM D1557). This requirement is excessive and impractical. Please provide clarification on how it is to be achieved under average site conditions.

Answer: For Specification Section 03 30 00 paragraph 3.2.3, compaction requirements should be at least 95 percent maximum density in accordance with ASTM D 1557.

31) Question: Specification sections 03 33 00 §3.6.12 and 3.6.13 require the Contractor to determine that reinforcement spacing and protection for reinforcement comply with ACI requirements. Please confirm that the Engineer will specify this information if it is missing from the drawings.

Answer: The rebar spacing and cover requirements are stated in the drawing general notes S-001 and S- 002 and drawing details. The contractor is to adhere to the provisions of the ACI/MCP items such as, but not limited to, rebar placement tolerances.

36) Question: The footing schedule on S-022 does not show a F5.5 footing. There is a F5.5 footing at column line F/3 on S-003. Please provide details for this footing.

Answer: Footing mark F5.5 shall be 5’-6”x5’-6”x15” thick with 6-#5 bottom reinforcement each way.

37) Question: The footing schedule on S-022 does not show a F11.0 footing. There is a F11.0 footing at column line C/10 on S-003. Please provide details for this footing.

Answer: Footing mark F11.0 shall be 11’-0” x 11’-0”x36” thick with 12-#8 top and bottom reinforcement each way.

38) Question: Plan view drawings S-003 & S-004 indicate the trench drain installed directly against the generator foundation slab. However, the detail 10/S-015 for the trench drain require an approximate 6 inch wide trench sidewall to provide sufficient width for angle embedment as well as allow for a monolithic pour of the trench drain. Please confirm the trench drain edge will be approximately 6 inches from the generator slab foundation. If this is not correct, please provide details where the trench drains about the generator slab.

Answer: The trenches will be moved 8” away from the generator pads to accommodate the trench drain sidewall construction.

39) Question: Specification Section 26 11 14.00 10 – Main Electric Supply Station and Substation page 39, paragraph 3.4 – Grounding starting midway through line 4 reads in part “A normal grid design to achieve 1ohm grid resistance per Technical Manual TM-5-691 was proved to be impractical. So according to the direction from the client, it was decided to replace the top 7.5 ft. of soil with an engineered 50 ohm meter soil and design a grid to provide a grid resistance closer to 1 ohm. Contractor shall provide a ground grid calculation that complies with IEEE Std 80 using………..If the resistivity readings are still very high and a 1 ohm grid resistance is impractical, contractor shall prepare the site with the engineered soil as designed.” Since the over excavation and replacement of the 300 ft. x 150 ft.

x 7.5 ft. deep area (reference General Note 2. on Drawing ES-054) may or may not be necessary, would the owner consider a revision to the bid form where the base bid would exclude this over excavation and replacement of material at the substation and provide an add alternate bid item to the bid form to accommodate the cost for the over excavation and replacement should it be necessary.

Answer: No additional bid items will be added to the contract for separating this work as a bid option.

Please bid this work under the overall bid item.
