Amendment 5: Responses to Request for Information
Responses to Request for Information
4 Question) Because this is a one-step procurement, it may be difficult for us to achieve best-value solutions by the July 12 due date. Please consider a two-week time extension, which would provide maximum opportunity to raise the small business participation required and would allow vendors enough time to respond competitively.
Answer) Time extension was granted for one week
9 Question) Section 00100 Proposal Submission Requirements paragraph 3.5 Number of Copies states that the following numbers of proposal copies are to be provided: Volume I – Technical Proposal, (original and five copies); Volume II – Small Business Participation Plan (original and two copies);
Volume III – Price Proposal (original and two copies); Volume IV – Ownership Disclosure (original and two copies). The Standard Form 1442 Box 13 requires an original and 8 copies. Please advise which is correct.
Answer) The Section 100 Proposal submission requirements should be followed, ignore the Standard Form 1442 Box 13 directions for submission requirements.
11 Question) The SF328 form provided as Attachment A in the solicitation appears to be missing the back page – please provide.
Answer) SF 328 will be provide with Amendment 5
12 Question) Paragraph 6.2.1 states, “The Government desires to achieve a minimum of 40% total Small Business Participation.” Does this 40% include the prime contractor level, and therefore stands independent of the 70% subcontracting goal?
Answer) Yes
16Question) In Paragraph D of Amendment 0001 of the RFP, the Government designated specific sole source items and the specific companies that Offerors must use in support of this RFP. Can the Government please provide the Points of Contact, email addresses and phone numbers for each of these companies?
Answer) No, the sources are commercial readily available from numerous vendors.
32 Question) Subcontracting Plan. Amendment 0001 directed Bidders to follow requirements on page 21 (Sect. 6.2). However, this section remains unclear if the desired goal of Small Business participation is 40% of total contract value or 40% of subcontracted dollars. Please clarify and confirm that Bidder's submittal is to include proposed goals that will be negotiated.
Answer) Total Contract Dollars
33Question) Please clarify whether the project schedule pages that are to be submitted in Factor 4 are to be counted in the 100 page maximum.
Answer) Yes
34 Question) In Factor 3, “Subcontractor Experience”, sections 5.1.3.1, 5.1.3.2, and 5.1.3.3 state to “Describe the Offeror’s approach to all major [mechanical, electrical, commissioning] aspects of this project and how the subcontractor will interface with the Offeror’s quality control system, subcontractors, and the government team.” Section 6.1.3 which defines the evaluation criteria for Factor 3, states that the basis of evaluation for this section is in regard to the relevant project experience of the three subcontractor candidates submitted for the mechanical, electrical, and commissioning trades. The offeror’s approach to these systems appears to be more relevant to the criteria sought in Factor 4, Project Management Plan.
Please clarify what information is intended for Factor 3, beyond a description of the three to five relevant projects on Attachment D, that are to be submitted for the three candidates in each trade.
Answer) Please read Factor 3- Subcontractor Experience: The requirements for section 5.1.3.1, 5.1.3.2,
5.1.3.3 are described in detail.
35 Question) Please clarify the intent of the following sentence in 5.1.4 Factor 4, “The narrative must be a comprehensive, start-to-finish discussion on the significant features of this work to include demonstrating similar projects should include experience in construction….”. It appears that a few words were left out from this sentence.
Answer) The narrative must be a comprehensive, start-to-finish discussion on the significant features of this work to include demonstrating similar projects should include experience in construction of the following electrical substations….
40 Question) To provide the most comprehensive proposal response, we request a two (2) week postponement for the project (Revised proposal date of July 26, 2011).
Answer) Time extension was granted for one week
41 Question) We are unable to locate within Specification Section 01 05 00 Job Conditions the standard USACE paragraph titled “TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER” or any of the subparagraphs titled “Procedure for determinations”, “Anticipated Adverse Weather Delays” or “Impact”. Please confirm that the above referenced specification paragraphs apply to this project and provide accordingly.
Answer) Please find below the response to the question:
1.18 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
1.18.1 Procedure for Determination
This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance the contract clause entitled "Default: (Fixed Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.18.2 Anticipated Adverse Weather Delays
The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities. {See Section 01 32 01.00 10, Requests for Time Extensions}
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY
WORK DAYS BASED ON (5) DAY WORK WEEK
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
7 6 6 7 7 6 4 5 3 5 4 4
1.18.3 Impact
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph "Anticipated Adverse Weather Delays", above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a contract modification.
44 Question) Section 00100 Proposal Submission Requirements paragraph 5.1 states, “As a part of their proposal, the Offeror must provide a contractor team agreement signed by all parties….This documentation shall be provided at the beginning of the Offeror’s technical proposal and will not be included in the overall page count.” Paragraph 5.3 requires Company Agreements to be submitted only in Volume III Tab B. Please confirm in which location(s) the team agreements are to be submitted.
Answer) b. Yes
65 Question) Paragraph 1.3 of the same section states that, “The subsurface investigation report may be examined at the USACE office.“ We are requesting a copy of the report either in hard copy or electronic format via Amendment. We believe this is a reasonable request due to the unclassified excavation requirement.
Answer) Subsurface soil information required for bidding is contained within the construction documents.
Soil boring locations, logs and soil properties are located within drawings C-007 through C-014. The construction document’s specifications and structural design and notes are detailed based on this subsurface soil information.
74 Question) We respectfully request an extension to the bid due date. The geotechnical and the hazardous materials reports previously requested are critical to our understanding of the known conditions at the site. Once received, we need time to review the data and incorporate the impacts into our estimate and technical approach. Given the complexity and magnitude of this project and the constraints on document distribution, a 60-day bid cycle would be more appropriate. This would allow necessary time to obtain best pricing from our subs and offering more opportunity for small business participation (many are electing to No Bid due to time). Will the Government allow an additional 4 weeks for proposal submittal?
Answer)Time extension was granted for one week
94 Question) Paragraph 2.18; paragraph required Surge Capacitors be located in this free standing fuse load interrupter switch; please advise class/rating of these capacitors. Typically distribution class would be supplied, but felt it should be defined based on the surge capability of the system design.
Answer) Please use distribution class.
95 Question) Paragraph 2.24.2 (e); This paragraph requires Sync. Check (Dev. 25) permissive controls;
can this permissive be software derived, or must it be an external hard wired contact in the close logic of the particular breaker affected?
Answer) Please provide hardwired connection.
96 Question) Paragraph 2.24.2 (h); Paragraph requires 3 phase reverse power (Dev. 32) protection to prevent generator motoring; can this protection be derived from internal programming as a trip logic, or must it be a hardwired SEL protective function separate from trip logic from PLC?
Answer) Please provide hardwired connection.
97 Question) Paragraph 2.13.1 (a); specifies Dual Controls with previous reference to no single point of failure; can more detail be provided to advise the performance criteria for these Dual Controls. By definition, a single generator is a single point of failure and thus the design component for N+2; Dual Controls may add additional failure points by the vary logic and interface needed to accomplish some kind of redundancy of the on-board controllers. Is it sufficient to interpret that the generator NFPA 110 onboard controls and the Switchgear Controller with Local/Remote control, would suffice as the dual control requirement?
Answer) Please provide dual controls to avoid single point of failure. Manufacturers can recommend means and method to achieve the design intention.
98 Question) Paragraph 2.13.3.3; mentions an “Advanced Battery Monitoring System” without reference or performance details Would a UPS battery monitoring system similar to CellWatch be the intended performance equivalent? The CellWatch would be a single system to monitor all 48 battery strings (6 batteries per string) and communicate over a fiber or similar link from their monitors which would be in each 3 gen section for a total of 8 monitors to a single cell watch in a convenient location near the switchgear.
Answer) Cell watch or Alber or equivalent. Please note that owner requires an advanced battery monitoring system for continuously monitoring the battery functions and individual cells, not string.
99 Question) Paragraph 1.3.1; Section mentions max cooling and combustion air flow of 90,000 sCFM;
This is inadequate for the size generator specified at the operating conditions and engine mounted cooling package. Air allowances must be made for combustion, alternator cooling and engine temp rise. We must cool not only jacket water but separate circuit charge air cooling as well, which is a component of current EPA Tier rated engines. Can allowances be made to accommodate 140,000 sCFM as required by our offering?
Answer) Paragraph 1.3.1 states a radiator flow of 90,000 CFM and an additional 8,725 CFM for combustion air flow. 140,000 CFM cannot be accommodated. Manufacturer can provide a “remote” radiator directly in front of the engine and fan driven from the engine or a separate motor.
100 Question) Paragraph 2.10; Specifies 20” diameter exhaust piping. To meet specified 90% max back pressure design our Tier 4 system may require up to 24” diameter piping, pending final exhaust routing design detail. Please confirm if this is acceptable.
Answer) 24 inch diameter is acceptable.
101 Question) Paragraph 2.12; please advise maximum number of run hours per year required.
Answer) Each generator will be limited to 100 hours of non-emergency (O&M testing) run time per year.
102 Question) Paragraph 2.31.2.10 (b); Is mapped programming with NOx monitoring acceptable in lieu of closed loop only?
Answer) Mapped programming is not allowed as the means of control. A closed loop is mandatory.
103Question) We request a 4-week extension for this bid. The restricted document distribution procedures and complicated nature of this project warrant an extension. Major subcontractors and suppliers do not expect to be complete with pricing by July 12th.
Answer) Time extension was granted for one week
104 Question) Reference Details 1 & 2/A-072 The System B Alternate details do not indicate insulation or cementations protection board at the parapets. Please confirm that insulation and cementations protection board are not required at the parapets in Roof System B.

Answer) Per information provided, all existing are EPR.
111 Question) The cables and manholes are not listed on the Z series drawings, so may we assume that there is no asbestos present?
Answer) Correct, no asbestos present for cables and manholes.
113Question) Ref. Bid Date-We are hearing from several key suppliers that their proposals, if completed, will not be optimal (i.e., their best price) due to the lack of time for preparing their proposals.
We have also had several decline to bid based on the timeframe. Because of this, we ask one more time for consideration in extending the bid date. I respectfully offer that a bid extension is only useful if it comes soon enough to actually extend the process. If people have had to walk away from bidding, and they find out near the end of next week that it pushed one week, they will still only have one week and may still have to decline. Your consideration is appreciated.
Answer) Time extension was granted for one week
114 Question) Specification Section 07-42-63; Part 2.1.3 calls for a 4” thick factory formed insulated panel to be used as blank-off panels at the louvers. The Architectural or Mechanical drawings do not indicate where these blank-off panels are. Are blank-offs panels needed vertically on both sides of the intake sheet metal transitions? If so, please indicate the size. Or are the blank-off panels not needed?
Answer) Refer to sheet A-038 for location of architectural insulation blank off panels. Panels are required behind each louver in the generator barn which is not utilized by an exhaust fan.
